Schee moved that the minutes of March 6, 1973 be accepted as published, firs. iieyers seconded, (lotion carried unanimously. II. Reports and Recommendations: A. "Mill Creek" by Hustad Development Inc., townhouse project located on Co. Road 1 adjacent to Purgatory Creek. Request Preliminary Plat approval . Staff Engineer's Report. • The Village Planner explained the Engineering Report. In response to that report's recommendations, fir. Bonner said that he has tallied with the Village Engineer regarding the necessity of the concrete curbing on the private roads and possible alternatives. . Action Taken: A motion was made by Mrs. Mevers to recommend preliminary plat approval- of the Hill Creek addition for 13 units subject to the resolution of the curb and gutter point in the Engineering Report. Mr. Lynch seconded. Motion carried unanimously. The Commission requested written approval from fir. Juliie if an alternative to the Engineering Report was approved. B. "Atherton Apartments" by New Town Development located along the proposed East/West Parkway in Red Rock. fir. Putnam explained his recommendations and in reply Mr. Doug Johnson said he felt he could comply if the Commission so desired. Action Taken: A motion was made by Mr. Lynch and seconded by fir. Casey to recommend rezoning to RM 2.5 for the Atherton Apartment 24 acre site with 272 rental units subject to compliance with the staff recommendations 2-9 as fol 1 ows: • �. Recommend that the site plan be modified to accommodate the changes suggested by the East/!lest Parkulay alignment proposed by Brauer Associates for the Village. Recommend that the central building cluster adjacent to the Atherton townhouses be .redesigned with a building which will utilize the stepup hill arrangement to provide automobile access to those units' frori the loop road to the east rather than the road between the townhouse units and the units proposed. If such a unit cannot be developed, recompment deletion of those 32 units. 4. Recommend the realignment of the access road to the northwestern, cluster of apartments be aligned with the Grauer & Associates alternate to coincide with Scenic Heights-Paitcheil intersection. 5. Recommend that the south building in the northwest cluster be altered to eliminate any conflict tiith views from the existing totivnhouse units. G. Where the access roads to the apartment units dead-end, suffi- cient turnaround space acceptable to the Village Engineering Department for emergence vehicles shall be included. 7. Recommend rezoning to RM 2.5 for the 272 rental apartment units proposed by Neva Tot-in Development, if the site plan meets the criteria of the staff report and recommendations 2-9 as well as . the revised alignment of the East/West Parkway as proposed by Brauer & Associates. 8. Recommend that divided entrance magazines be used on the access roads to the project. 9. Recommend establishment of public hearing before the Village Council on April 10, 1973. Motion carried unanimously. C. Zachman Homes, Inc. clustered single family plat in Edenvale. Request rezoning to RM 6.5 and Preliminary Plat Approval for single family homes. Staff Report. fir. Putnam showed the Commission members varies uses of clusters and voiced his opinion that the Reeder-Zachman concept did not incorporate the best use for the site in question. In response to a question from Firs. Schee, fir. Zachman said they considered the proposed units as single detached townhouse with no homeowners association. A house for the middle income family wfi l l . be provided. fir. Peterson addressed himself to the Engineering report recommendation • 1 saying that if they riere to comply a townhouse Would be the only type of unit which could be built; Staff report recommendation S showing if the 130` distance were complied with, the only 3 rows of townhouses would be buildable; Staff report recommendation E indicating that if the units did not face Uood hill , they would not be usable; therefore, increasing the price of the other units in the development by $500. Mr. Zachman explained the most people will buy a double garage but the buyer should have the option. Space would be provided to expand the oversized 14' single garage. In answer to fir. -Sorensen's query regarding the recreational vehicles, fir. Zachman said that restrictive covenants would cover this storage problem. fir. Zachman in answer to Mrs. Meyers said that the homes could be built on the lot line and that no fire wall would have to be built. Homes would cost between $30,000 and $35,000. Mr. Williams of the Human Rights Commission said that they are interested in providing homes for the $9-11,000 income range family. fir. Peterson felt that Edenvale has strived to make this kind of housing available with the Zachman 7th addition being a good design.. Action Taken: 11r. Sorensen made a motion recommending disapproval of the Edenvale plat. Mr. Casey seconded. fiotion carried unanimously. D. "Westwinds" by The Preserve, a single plat located north of the Windslope project. Staff Report. • The Engineering and Staff reports were explained by fir. Putnam. Mr. Casey expressed fiis concern regarding the Hindslope and proposed school site. fir. Carter of The Preserve said that the land south of 4lestwinds was being held open for Hindslope and that the, land area to adjacent to 1-3estwinds had been dedicated to park and schools. Action Taken: Mr. Casey suggested tabling any action until April 3 with the public hearing set for April 10. III. Petitions & Requests: A. Kakach 1st Addition by ficCombs-Knutson Associates, Inc. Request Preliminary Plat approval . Preliminary presentation. A plat approval is being sought since fir. Kakach has a buyer for the existing house on proposed Lot 1. Action Taken: Because oT the late arrival of the request no staff report was available. The Commission referred the plat to the staff and engineering depart- ments for i.nvestigatien and report. A map or chart of the land adja- cent to this plat was also requested by the Commission. • . B. "Prairie Acres" commercial shopping; center and residential development in northeast quadrant of Co. Chris Neason made the presentation saying that Mr. bite recommended the mixed uses. Mrs. Neyers said that the Village Council has requested a study of -the shopping facilities and their levels which will be needed by the residential areas. Two commercial requests have already been tabled until this study has been completed, which would be sometime after the najor center proposal has been firmed up -- perhaps six months. Action Taken Pars. Meyers moved that this PUB be tabled until the commercial needs of the community report is finished and that Darryl Gonyea of Gonyea Investment be advised when the Village Council has adopted this report.
