A. 7:35 p.m. "Major Center Area Task Force", brief progress report
by Joan Meyers and Dick Putnam.
B. 7:45 p.m. "Mill Creek", 32 acre P.U.D. Concept Plan submitted
by Hustad Development Corp. and Robert Engstrom Assoc. Requesting
• P.U.D. Concept Plan Approval and Rezoning for 12 acres to RM 6.5
for 65 townhouses. Staff Report and recommendations.
III. PETITIONS AND REQUESTS:
A. 8:20 p.m. "Cherrywood Apartments", proposed by New Town
Development within the previously approved Atherton P.U.D. located
east of Mitchell Road in Red Rock. Preliminary presentation by
developer.
B. 8:50 p.m. "Edenvale 7th Addition" , zero lot line homes proposed by
Reeder/Zachman on a 6.8 acre parcel in Edenvale's northwest area.
Preliminary presentation by developer and preliminary staff report.
C. 9:10 p.m. "Westwind", single family detached plat proposed by
The Preserve, .located along old Franlo Road north of "Windslope".
Presentation by developer and preliminary staff report.

firs, Heyers moved that the minutes of February 20 be accepted as
presented. The ciotion carried unanirlously after a second by for. Lynch.
11. REPORTS AND RECOHIIENDATIONS:
A. Major Center Area Task Force.
14r.' Putnam made a brief progress report informing the Commission
of the delay in rereading the Ordinance; ring route; and the
task force committees' progress.
• B. Nill Creel:, 32 acre PUD Concept plan submitted by Hustad Development
Corporation and Robert Engstrom Assoc. Requesting PUD Concept
Plan Approval and rezoning for 12 acres to Rfl 6.5 for 65 townhouses.
The staff report and the recommendations were reviewed by fir.
Putnam. It teas felt that the fifth recommendation not be acted upon
until more investigation had been made by the Village Staff since-
the plat had just been received.
Future school sites in the combined interests area were discussed
with Pir. Hustad indicating that efforts are being made by all
concerned regarding schools, utilities, trailways, etc.
Answering a question from firs. Meyers, Mr. Engstrom said that
Hill Creek will be a two to three year project.
Action Taken
motion was made by Mrs. Neyers and seconded by for. Sorensen to
recommend to the Council Bill Creek PUD concept plan approval and
R11 6.5 rezoning according to the March 1, 1973 staff report and the
ffarch 1, 1973 staff report recommendations 1 through 4 as changed.
1. Approve the legally described 32 acre Hill Creek proposed
planned unit developmennt concept excepting the commercial
• location in the northwestern corner at this time. The approved
uses would be rental or condominium apartments at a density of
approximately 3 - 10 units per acre of the 6-8 unit building

with tuck-under garaging; the proposed totln#louse cluster of
not more than 65 units located on the eastern knoll of the
site.; and the neighborhood center or recreation center.
The recreation center concept is not a commercial/office
structure but rather merely project management and association
offices. The open space concept, including a manmade lake and
parkway dedication along Purgatory Creek is acceptable with
the Village standards.
2. Recommend rezoning to RH 6.5 for the approximate 12 acre
legally described townhouse parcel including not more than
65 units at a density of 5.4 units per acre as indicated in
the 'dill Creek brochure.
3. The creekway dedication Le resurveyed to incorporate the
recommendations by the Park and Recreation Commission for
790 contour line as the public/private boundary with a scenic
easement to the top of the slope.
4. Recommend that sufficient open field play space be provided,
either on the Hill Creek site or jointly between the Preserve
property and hill Creek, with a workable pedestrian system
• iihich links that area with Purgatory Creek and the land to
the west across homeward Mills Road.

III. PETITIO14S AND REQUESTS:
A. Cherryt.aood Apartments, proposed by New Towin Development within
the previously approved Atherton PUD located east of Hitchell
Road in Red Rock.
The 24.2 acre site ifas illustrated and presentation given by
Mr. Doug Johnson. Grading, soil , asphalt coverage, pathway system
charts ware explained. Questions from the Commission were satisfied.
Action Taken
The proposal was referred to the Village Staff for report and
recommendations.
B. Edenvale 7th Addition, zero lot line homes proposed by Reeder/
Zachman on a 6.8 acre parcel in Edenvale`s northwest area.
Mr. Don Peterson explained the plan for the site and fir. Zachman
showed the home design which will be geared toward first-horde
families, Slr. Peterson said, Mould be members of the Edenvale
• home owners association; but, in addition to this, covenants for
this particular site would be written. The zero lot line detached
Homes will be priced between $30,000 and $40,000.
Action Taken:
Investigation, report and recommendations t.-tere requested of the
Village Staff.

C. Westwind, single family detached plat proposed by The Preserve
located along old Franlo Road north of WIindslope.
[Jr. Don Hess made the presentation speaking briefly on the
design alternatives. The design layout in the north area is
firm but alternates are being investigated on the southerly area
adjacent to Windslope. A meeting of the developers is scheduled
for Harch 8, 1973, to resolve some of the questions.
Action Taken:
Referral of the proposal was made and a report and recommendations
requested.
