Village Hall INVOCATION PLEDGE OF ALLEGIA14CE ROLL CALL Members Present: Chairman Norma Schee, Chairman Pro-Tem Herb Fosnocht, Ralph Nesbitt, Don Sorensen, and Roger Boerger. Also present was Dick Putnam, Planner. Members Absent: Pat Casey, Wayne Brown, and Jamie Mikelson. I. Minutes of December 5, 1972. 11r. Sorensen moved that the December 5, 1972 minutes be approved as submitted and Mr. Boerger seconded. Notion carried unanimously. II. Reports and Recommendations: A. Anderson Lake PUD, residential development along north shore of Anderson Lake. Staff report and recommendation from last-meeting. Mrs. Schee informed the Commission that the Park and Recreation Commission had reviewed and approved the Anderson Lake PUD concept. Residents have been informed of the pending development but have not come forth. • The one year time period would be a schedule where in working drawings would be completed, in nine months and construction in the following three Months. Action Taken: Mr. Boerger moved and Mrs. Schee seconded that the Anderson Lake PUD concept plan be approved: a. As submitted in the brochure b. Based solely on the terraced style unit c. With maximum number of units for this proposal not to exceed 162 units. d. With adherence to a one year time limit to begin construction. Mr. Sorensen expanded stipulation c by telling Mr. Garmaker and his associates that the 162 units was not a hard and fast figure. If it was found that the land would not allow this number of units, a lesser number should be built. Sorensen, Schee, Boerger, Nesbitt ayed and Fosnocht abstained. III. Petitions and Requests: A. Zack-man domes, Inc., residential development of townhouse, ccrdominium and clustered single family located on Mitchell Road in Red Rock. . Presentation -and preliminary staff report. A slide presentation was given by Mr. Jam Zackman of his current project in Inver Grove Heights. His development coAtemplated in Eden Prairie would encompass the same home styles walkout townhouses, Eden Prairie Planning Commission December 19, 1972 Page Two 70 condominiums (three stories over a garage) and 142 split entry and split level zero lot line houses with detached garages. Mr. Lackman pointed out that there would be 11 acres of open space which would be dedicated to the Village and on overall density of just over 4 units per acre. He told the Commission that the owners of these homes based on his experience with his other development would be under 30 years- of age with 1.2 children. They would be coming from apartments and would be firsthome buyers. Developer plantings are confined to 4 trees or shrubs per townhouse with Architectural Committee control over other plantings. There are guidelines for recreational vehicle storage but no restrictions. Enclosed patios could be used for snowmobile storage and possibly campers, Action Taken: The proposal would be submitted to the Village staff for .report and recommendation; also to the Park and Recreation and Human Rights Commissions. B. Shelter Homes Corporation, "Eden Farm" mixed residential PUD of 185 acres along Purgatory Creek north of County Road 4. Presentation • and preliminary staff report. Mrs. Schee told the Commission members than an abreviated presentation of this proposal-had been made to the residents of Duck Lake area on December 18 with no dissent. Both the Watershed and Park and Recreation Commissions have reviewed the proposal. Mr. Peter Jarvis showed slides of the site and expanded upon information in their brochure. He indicated that they proposed to build low density two product homes--single cluster which would be built around the natural amenities and townhouses which would fit into the slopes. There would be 383 cluster single family homesi 10"-or 11 large lot single family-homes and 98 -townhouses. 60 to 65 acres would be devoted to open space with trails. The Purgatory Creek Valley and storm water holding areas would be Village dedicated. There mould be a service center area but not in the early phases of the development. A slight relocation of Duch Lake Trail is anticipated; pedistrian under passes and paths would allow residents to walk through the entire site. The distribution between the forms of homes was based on market analysis and price range and on site and terrain features. Subsidy housing is not included in the proposal but if a subsidy program is available without necessitating architectual change, it would • be considered by the developer. Eden Prairie Planning Commission December 19, 1972 Page Three I-lore detailed planning--grading and architectural style--will be made available to the Commission. Mr. Sorensen inquired about their willingness to adhere to an appropriate time schedule. Mr. Laukka of Shelter homes Corp. said he would want a definite program but would like to discuss it further with the Village staff. Action Taken: The proposal would be submitted to the staff for review and recom- mendation. Mr. Putnam requested that the specific preliminary plat be brought to the next Commission meeting. Mr. Boerger moved for adjournment at 9:55 p.m. Mr. Fosnocht seconded. A Planning Commission work session on the IIomart/llajor Center area followed adjournment.
