Patrick Casey was absent. Also present was Dick Putnam, Eden Prairie Village Planner. t. MINUTES' OF NOVEMBER 7, 1972 Roger Boerger moved and Ralph Nesbitt seconded that the minutes of the November 7 meeting be approved as submitted. Unanimou.sly carried. 11. REPORTS AND RECOMMENDATrQNS A. Duct; Lake/Round Lake Sector Study - Progress Report from c"taff Planner and Consultant Don Rippel. • Mr. Putnam reported on the exterior traffic routes . It has been suggested that the northwestern traffic be funneled to the Crosstown rather than to 494 or 212 , and that the 62 Crosstown be attached to 5 rather than 7. Mr. Putnam pointed out that the western traffic diversion can be accomplished by linking the Crosstown freeway with 7 as already indicated but maintain the connection with 41. He summed up by saying that it's unrealistic to plan around these policies as their realization is so far off into the future. Mr. Rippel outlined the north/south road route and its problems. He felt that all communities concerned in the Southwest Sector area should meet with the Metro Council to study the transportation needs of today and the future. Also, a look-see of possible federal funding with Jonathan should be taken. The proposed Valley View route was explained. Pedestrian crossways are being planned with these areas. Mr. Fosnocht questioned why 101 could not be used as an alterna- tive, and Mr. Rippel explained that neither the county nor the state wants to accept the cost of upgrading below Highway 5 where its path is quite zagged. Action Taken: Mrs. Schee asked that this alternative route of 101 be studied and brought before the Commission. Consultation with the Chanhassen planners was recommended. PLANNING COMMISSION MINUTES November 21 , 1972 Page 2 B. Status report on the 62 Crosstown freeway alignment through Eden Prairie from Shady Oak to I-494 . Mr. Putnam showed slides of the proposed Crosstown route and pointed out the various cuts and filling which would be required. He stressed that both Eden Prairie and Minnetonka wished to preserve the valley area. He suggested one altprnative of alignment along the Village line with a 300 foot bridge span over Rowland Road and a 60 foot cut through the hill. He felt that commitments from Minnetonka should be secured regarding the creek valley and the servicing of the open space or park area. C . The 'Basswoods ' conceptual land use plan and preliminary plat application. Mr. Lee rohnson presented a lot size and distribution 'report and a letter from Mr. George Carter, President of Carter & Gertz fnc. The latter requested approval of the recommendations listed by Mr. Putnam in his Staff Report and asked that less restriction on the number of units be imposed. He felt that the present • restriction of the original Preserve PUD plan of six dwelling units per acre indicated a static rather than a dynamic planning process. Action taken: After discussion and clarification, fir. Boerger made Ghe following motion ivith Nr. Fosnocht seconding: That the preliminary plat approval and land use concept of The Basswoods area in The Preserve be approved with the staff recommendations A through D, with the following changes: Basswoods development stages be consistent with the original Preserve PUD plan which has a 6.4 dwelling unit per acre average for the 76 acre site. An amendment to this motion was made by W. Brown and seconded by fir. Sorensen as follows: Basswoods development stages be consistent with the original Preserve PUD plan. Amendment carried with ayes .from Sorensen, Nesbitt, Schee and Brown; and naves from Boerger, I=osnochG, and Mikelson. The amended motion: That the preliminary plat approval and land use. concept of The Basswoods area in The Preserve be approved with the staff recommendations A. Basswoods development stages be consistent with the on g i nal Preserve PUD plan. B. Detailed pathway/open space plans be submitted with development stage applications. C. Mr. Aslandis supported the location of the apartment r� PLANNING COMMISSION MINUTES November 21 , 1972 Page 3 building but agreed that the duplex area along the fairway needed further work. He pointed out that the single family units would be terraced to complement the slope. Mr. McGlynn invited the Commission members to join him on a walk of the property. Mr. Brown questioned the proposed sewer lines as no provisions have been made to accommodate property to the south or east of the Olympic Hills development. Action taken: Mr. Sorensen moved that the applicant, Olympic Hills Golf Course, restudy the proposed residential development and submit a revised con- cept plan for the.entire development to the Planning Commission. Along .with this, the Staff was directed to study the sewer problems for this project & surrounding land, seconded by Mr. Boerger. Motion carried unanimously. E. Status report on Major Center Area and joint School/Village Site Selection Study. Mr. Putnam gave a visual presentation on the HOMART proposed area and indicated that the proposal is now being modified for • presentation to the Commission. Mr. Nesbitt emphasized that the land potential should be fully utilized. A group of landscape students from the University are working- with Mr. Rippel and Village Planner Dick Putnam on a site design for the school site. The 169 site is presently being studied. I: PETiT'ONS & REQUESTS- A. Edenvale's 4th Addition, preliminary plat for land east of Valley View/Mitchell Roads intersection. Mr. Putnam outlined the area use of shopping center, multiple dwelling and doctor/dentist clinic, and open spaces. The size of the building would conform to normal office standards under our industrial zoning. Action taken: Mr. Fosnocht moved that approval be granted of the preliminary plat as presented with Mr. Boerger`s second. Members voted aye with the exception of Mr. Sorensen, who voted nay.. Motion carried. • B. Anderson Lake PUD, a residential development proposal on north edge of Anderson Lakes and west of Bloomington boundary. Mr. Putnam felt the Staff Report outlined the plan, but felt that the residents in Bloomington abutting this development as proposed should be contacted so they could attend the next Commission PLANNING COMMISSION MINUTES November 21, 1972 • Page 4 meeting. He pointed out that the adjacent area to the proposed development is zoned industrial. Mr. Aslandis rave a slide presentation of the area showing topo, vegetation, water, utilities plan, soil conditions, land use and open space provisions. Action Taken: Mrs. Schee told Mr. Aslandis that the proposal would be accepted for Staff report and recommendation, which would be forthcoming in two weeks. Before the meeting adjourned, Mr. Fcsnocht asked if any action had been taken by the Preserve or Edenvale regarding the storage of recreational vehicles. He felt a logical solution would-be to have a definite policy about how the vehicles would be stored in these two areas. Mr. Putnam was requested to follow up on this.
