Village Hall The Planning Commission members present tonight made a pre-meeting visit to Edenvale - Shadow Green Site from 7:00-8:00 P.-I. INVOCATION PLEDGE OF ALLEGIANCE ROLL CALL Members present: Chairwoman, Norma Schee; Chairman Pro-Tem, Herb Fosnocht; Secretary, Vayne nro n; Don Sorensen and Roger Boerger. Also present was Dick Putnam, Eden Prairie Village Planner. I. MINUTES OF SEPTEMBER 5, 1972 minutes were approved as submitted. Don Sorensen abstained because he had not been present at the last meeting. II. REPORTS AMD PECOMMENDATIONS A. Jonathan Housinq Corporation, Greenward Townhouses located in The Preserve. Approval for -the 30 units proposed. Dick Putnam pointed out that changes were made to the original plans as had been requested by the Planning Commission and asked that Pill Bonner describe these to the members. Bonner said changes necessitated • by more detailed soil exploration because poor soil alas located. Two units had to be moved some but the plan today is buildable from the engineering requirements for soils, drainage and Jonathan Housing Corp. believes the planning has improved from the original concept. Mr. Boerger asked Bonner about recreational vehicle parking - how many vehicles will the area set aside for Recreational Vehicle Parking hold, and how will the screening of this area be done? Bonner pointed out that the area set aside will accommodate six vehicles which will be chained to a concrete bower and screening around the area would be achieved by an earth berm, shrubs and trees. He said the area would be governed by the Home OGmers Association and only experience will show exactly what kind of laws by this group will be necessary. As developers they do not feel they should establish laios restricting parking. Planning Commission members pointed out that visual appearance in the future is their main concern and recreational vehicle parking should be restricted to designated parking areas or shelters. These problems can be foreseen and should be taken care of now rather than the Home- owners Association tryinq to solve them latex. Dick Putnam stated that half of these tani is have tt,o car garages and perhaps this will help a great deal to solve any problems that might arise and perhaps in the future, all storage will be done at a nearby barn or building and not on the grounds at all . A suggestion alas made by Fosnocht that perhaps Edenvale and The Preserve • should have laws governing this in their areas. Lee Johnson of The Preserve and Don Peterson of Edenvale said they will go through their Protective Covenances and come back to the Commission with some kind of written statement on this matter. Y PLANNING COMMISSION' MINUTES September 19, 1972 Page Two Dick Putnam pointed out that Jonathan Housing Corp. proposes screening between the Units and Parkway by the use of earth berms and vegetation. Entrance to the project was changed and only traffic to the 30 Units will be using the project streets making the entire plan much more desirable. Action Taken: Don Sorensen moved and Fosnocht seconded that (1 ) The Planning Commission approve the request for rezoning to RM 6.5 on the 5 acre parcel located in The Preserve based upon the revised plan submitted September 19, 1972 and (2)Approve the preliminary plat for the Jonathan Housing Corp. 5 acre site based upon the revised plan submitted September 19, 1972. Motions carried. B. Mark Z. Jones Associates, Shadow Green, proposed rental apartment project located in Edenvale. i aye anner, Dick Putnam asked that the report and recommendation be postponed until the October 3rd meeting as the Staff Report was not ready and the Council would not have a chance to act on it until their October 10th meeting because of the Special Assessment Nearing. Slides miere shoran on Shadow Green by Richard Schwartz, Project Architect' for Mark Z. Jones Associates showing detailed site plan entrance access isand parking. They showed 30' wide green strip berm on either side of the entry road landscaped with additional trees for good v►ew from rental units and entering cars. The model of the Convenience Center, which includes a small grocery, barber shop, dry cleaners and service station was also shvwn and explained in detail. The location of the service station in the center of the site is placed to make the car wash safe; ample parking provided around Convenience Center and the area well shielded from the street. In answer to Mr. Boerger's ques- tion, Mr. Schwartz said the gas station would most likely be a leased facility. Jim Robin, Project Landscape Architect discussed trees planted and their rate of growth. Described in detail planting of vegetation to screen parking areas and included slides of the parking lot at Minne- ton;:a Village Hall showing berms used to divide parking areas and Anthonies Men's Store. Commission member Boerger wondered about the use of banners, etc. by the gas station. Don Peterson said that !f-ecxv,,�,s this is a "captive audience", meaning people right in Edenvale, marketing would not be a problem and Edenvale does have a sign ordinance. The Commons Area was described by Mr. Schwartz. He said each comparable facility would have a good sized outside pool with an elaborate deck. Openinn onto the pool deck would be kitchenettes and toilet facilities. • Facilities would be available to Tenants or the Community for use for classes, etc. Sauna and exercise rooms would be available for both sexes. This will not be a highly oriented family center. It would tend to be more the golf course set, however, some "tot lots" would be available in the area. PLANNING COMMISSION MINUTES September 19, 1972 • Page Three Fosnocht questioned density of the buildina. Ir. Schwartz pointed out the open space on the North side of a little over 8 acres and that there are several pretty good size open spaces throughout the project. Both Fosnocht and Sorensen asked that they reduce the density of the Units. Norma Schee and Mayne Brown feel that if there is a place for density this is it, because of the feeling of openness when you overlook a golf course. .Don Peterson pointed out that this apartment unit is better than most apartment units having one, two and three bedroom apartments and this project location is in a place where it should be permitted. He said 12 to 14 units per acre is low apartment density. Norma Schee asked that this item be placed on the Planning Commission agenda on October 3 and Dick Putnam stated that he will have a staff report to them to consider then. The Council will consider it on their October loth meeting for a public hearing. C. Edenvale 5th Addition, single family plat located along Edenvale Blvd. Discussion ha regarding narrow public right-of-way along Purga- tory Creek adjacent to Outlots J & 14. Marty Jessen, Parks and Recreation Director, feels that a natural or perhaps man-made barrier would be the best idea to separate public from private land because a scenic easement • leaves too much open to question. Don Peterson stated that this walkway is only a connection between the Morth Park and the South Park and is only an area to walk in to get to a school park area of 35 acres. He said the lots are large, 17,000 to 21,000 sq. ft. and if he has to give more to park land the value of the lots will diminish. Both Jessen and Putnam suggested that the tree line be the park/private boundary rather than the edge of the sewer easement. Jessen said the Park/Recreation Commission feels the trees should be the boundary. Action Taken: Motion was made by Don Sorensen and seconded by Fosnocht that: 1. To provide access to the parkway system, a walkway be installed on either the sanitary sewer or water easement from the cul-de-sac street to the creek Parkway. The connection would be .a quasi-public easement for those in the subdivision. (Mayne Brown requested that Peterson write in something to maize sure that people would not be prosecuted for crossing over onto private land. Peterson agreed to include this.) 2. Recommend rezoning of Outlot I at Edenvale's 3rd Addition to RM 6.5 to be developed as single family detached home sites in conformance with the plat, Edenvale 5th Addition. 3. Approval of the preliminary plat for Edenvale 5th Addition. All in favor - ^-toti on carried. • D. Preserve High point Addition Two, a single family plat adjacent to the East West Parkway in Phase I. Lee Johnson made a presentation of Preserve's Highpoint Addition Tvio. Pointed out that Lots 3,4,11 & 12 were designed to be extra wide and houses would be placed on lots so that the closest these buildings could be would be 66' to the curb and Parkway. Mr. Johnson said that they would like approval of the plat as presented. Lots will average $10,000. PLANNING CO1111ISSION MIMUTES S-ptember 19, 1972 Page Four. Hayne Brown asked about the possibility of makinq Lots 3 & 4 larger and building duplexes on them. '1r. Johnson said that duplexes have not proved satisfactory and wanted to keep them single family. Putnam said he had no recommendation and this would not be on the Council agenda until October loth. Before that time t„e Planning Com- mission would have a chance to again look at this. Putnam is not satis- fied with entrances and lots next to the street. Chairwoman Schee sug- gested that Lee Johnson and Dick Putnam get together and settle these differences and bring it Lack to the Planning Commission. Action Taken: Don Sorensen moved and motion seconded that they refer the plat back to the staff. All in favor - motion carried. III. PETITIONS AND REQUESTS A. Hrs. Olson o�n ado Uen Riocte Drive, a property division of 1.5 acres into three 1/2 acre lots. Action Taken: Noma Schee moved and Don Sorensen seconded that this property division be approved after the folio,iinq recommendations are met: 1. A topographic survey be made of the site as well as a property division Survey. • 2. A site plan be submitted on the entire 1-1/2 acre site indicatinq existing topography, proposed grading, major vegetation, driveway locations, building locations (existing and proposed) , building types (split/walkout/rambler, etc.) and proposed buffering from Shady Oak Road. 3. Require sufficient minimum depth of tote lots to insure adequate distance between street and buildings. 4. Require the Village Staff to review the development stage proposals to insure that all of the requirements have been satisfactorily compieted. 5. Request that she obtain the written consent o aall neighbors. G. Village grant an easement for ingress and egress of the subject property. When these recommendations have been met the Commission will then recom- mend approval of the proposed land division to the Council . Commission members Schee, Roerger and Sorensen were in favor.
