Proposed Town House project, Edenvale P.U.D. Request Development Stage Approval on Phase I• Parcel (4.7 acre) and Rezonipg on the entire 19.7 acre property to RM 6.5 in accordance with the PUD 70-4 Plan. II. RECOMMENbATIONS-AND REPORTS , A. Russell Marsh and Charles Alexander P.U.D. Pico osal east of Baker Road in Forest Hills. Staff recommendation and Planning Commission action. Eden Prairie Village Hall Members Present: Chairman Pro-Tem, Fosnocht, Schee, Nesbitt, Brown Casey, Sorenson, Flavin, Manning. Also present, George Hite, Village Manager and Dirac Putnam, Planning Assistant. I. Mfnutas of the April 4, 1972, and April 18, 1972, Commission iv±eetings have not been completed yet, but they will be available at the next meertnd. II. Petitions, reouests, and communications. A. Hipp's Construction Company request the development plan approval for a 19.7 acre tract in the northwest area of Edenvale. Also, rezoning to RM 6.5 on the 19.7 acre site. Don Peterson from Edenvale, nick Hipp, and Mr. Orlan Miller from Nason, • Waremar. and Chapman were present. Mr. Peterson described the sita for us in Edenvale PUD located approximately 2800 feet north of the i.ntersac- tion of Edenvale Boulevard with Valley View Drive. Mr. Peterson using slides indicated the character of the site as a roiling, heavily wooded area throughout and 'having great views to the south over towards Valley View Road. The heavily wooded character of the site, Mr. Peterson stressed, presented a development problem and indicated methods that development of the site should be done. Mr, Peterson noted that the Hipp proposal is in conformance with the initial work on Edenvale's PUD application. Its density of 5.8 units ,per acre is in conformance with* the approved PUD concept plan. Mr. Miller, representing Mr. Hipp, explained the site plan to the Commission. The primary emphasis was on :phase I that was detailed, showing 26 attached townhouse units in 'the 4.7 acre site at a density of approximately 5.5 units per acre. The units themselves have the • ability to step up hill or step down hill, thereby providing for the terrain changed on the site with minimum grading. The private street leading into the first phase project is a cul-de-sac that is shaped in an "L" with a 65 foot diameter turn around in the center. As pointed out in Mr. Peterson's presentation, the proximity to the Edenvale .., trail system, which runs through the center of the site, connects the site to the other systems of Edenvale. The area is heavily wooded and will provide separator for the various units from one another very well. Plannning Commission -2- May 2, 1972 Questions: Don Sorenson asked about the preservation of the natural site and the fact that it is heavily wooded, if this development would infringe upon and change t1he character of the site. It was not felt that this development would change the character of the site. There was a question of emergency vehicle access to the site and ,rhether the strut systems proposed would be adequate. Mr. Miller expressed the feeling that the street would be more than adequate with a 66 foot diameter turn around provided in the center of the project. Other members of the Commission expressed some concern over this point. The recreational vehicle storage area in Phase I which has 3, 10 x 20 foot spaces provided at the far end of the cul-de-sac was sufficient space for storage of vehicles. The planner noted in this case that the standard that we. have been using has been one space for ten units in multiple development te, this point. Admittedly, this is an estimate since there is very little • .factual data available to support any number. Mr. Miller pointed out an additional fact that the area is providing 112 parking spaces with each unit having a two-car garage attached. Mr,, Sorenson moved and Mr. Brown seconded the motion to refer the Hipp Construction proposal to the staff for report and recommendation. Mr. Peterson, representing Edenvale, requested that the Planning Coommission set a heating date at this time because of the short construction season, timing of this proposal, and small scale so that it could move with relative quickness through the .procedures. III. Recommendd tion s and Reports. A. Russell Marsh and Midwest Terminals, Inc. proposal for PUD aaprox •• matelsy 137 acres between Baker Road and Interstate 494. The staff recommendation was submitted at this meeting and discussed frith the Village Manager going through the recommendation point by point. The previous meeting, April 18th, was spent discussing the first section of the recommendation which analyzed the project based upon the provisions in the zoning ordinance for PUD. developments. The additional part of the recom- mendation that we reviewed was an analysis by the :staff of various compon- ents of the project and its impact on taxes, traffic, density, etc. Mr. Hite in explaining the recommendation in detail, noted the numerous specific points such as the provision of open space, the developable acreage vs. number of units, and alternative to the clustered multiple housing approach using strictly single family detatched relatively expensive homes. Hite mentioned the uniqueness of the building types and the way that they were tailored to thi terrain and recommendations regarding eac►i section of the proposal. For example, 'the midwest terminals multiple is located next to Baker Road, might mTell be deferred for further stud-r based upon the location and also the possible provision of community service facilities at a later date. After reviewing the planning report and the recommendations, it was noted that since the Commission has not had opportunity to look over this Final report and that their recommendation at this time was not critical. Mr. Brown moved that the Russell-Marsh and Midwest Terminal's PUD Proposal be recommended for approval with the stipulations and recommen- dations contained in the staff report. Mrs. Schee seconded that motion. Some members of the Commission expressed concern that they have not • to thoroughly go over the staff report and wanted an additional two weeks to revie. the proposal in lite of the recommendations. Mr. Sorenson moved, Mr. Nesbitt seconded, an alternative motion that asked acting on the Marsh-Midwest proposals would be deferred to the next Planning Commission meeting. Mr. Fosnocht called for a vote and it was a four to four tie on Mr. Sorenson's motion. After further discussion of the merits and timing, Mr. Sorenson moved, seconded by Mrs. Schee, to table the Marsh-Midwest proposal ur.til the next meeting since it would not adversely affect the scheduled public; hearing at Kings Forest School, May 9, 1972. The motion was pas:2d. B. Mr. Nesbitt moved and was seconded by Mrs. Schee that the Council set a public hearing on the Hipp's Townhouse Proposal in Edenvale P UD for May 23rd public hearing of the Council. The motion gassed. IV. The next scheduled Planning Commission meeting of May 16th, due to a conflict in scheduling at the Village Hall, will be held in an alternate location to be deterinin:,d within the next week. Also, a staff report on the Hipp's Townhouse Pro posal in Edenvale should be mailed to tho Planning Commission five days beirre the next meeting. The meeting '%pas adjourned at iu;90 P.M.
