Tuesday, April 18, 1972

Members Present: Chairman, LaGrow, Fosnocht, Casey, Brown,Schee,
Sorenson, Flavin. Also present, George Hite, Village Manager, Dick
Putnam, Planning Assistant.
I. Minutes of the April 4, 1972, Commission Meeting were not available at
that time. No action taken,
A. Mrs. Schee moved and was seconded by Mr. Sorenson to direct the
Village Staff to contact Doctor Ben Bofenkamp about the noise pollution
problems surrounding Flying Cloud Airport or noise pollution in general and
its effect on Eden Prairie. Also, if it is convenient with Doctor Bofenkamp,
that he might be on the agenda some time in May to discuss this situation
with the Commission and bring us up to date. The motion was passed.
B. Mr. Sorenson requested the staff to check on the earth moving that has
been going on in the Edenvale Industrial Park, and its relationship to the
Purgatory Creek area. The planner mentioned that the staff of the Village
and the watershed district are considering establishing more definite guide-
lines for set backs from creek and the valley preservation of all the creeks
and streams within Eden Prairie. Within a short period of time the staff
would be advising the Commission of its findings.
.C. Mr. Sorenson asked that the staff investigate the Weaver Bill and its
effect upon Village financing for the future. Mr. Hite noted that this is
being done at the present time and there would be on this matter to the
Commission.
II. Recommendations and Reports.
A. Russell Marsh and Midwest Terminals PUD between Baker Road & 494.
Discussion of recommendations submitted by the Village Manager. Mr. Hite
submitted a two page list of criterion evaluating the PUD process that might
be used in evaluating this proposal. These criteria are contained in Section
11. 1 on the zoning ordinance dealing with PUD's. The criteria mentioned
were primarily subjective in that they dealt with such things as judgments of
design, of applicability, harmonious relationships, social and human factors
• in- the development. After a lengthy review by the Commission of the Marsh
proposal using these purposes, and objectives.
It was noted that the valuation of a project is really something that cannot
be done strictly by the numbers, but rather has many judgments and per-
sonal evaluations of the developer and the aim of the proposal.

Mr. Hite mentioned the intent of this approach :--,ras to have each Planning
Commissioner evaluate for himself or herself the projects unsing these
criteria. The difficulty in trying to evaluate projects using quantative
type of standards, rather than subjective, qualitative criteria is very
evident.
Commission members expressed a feeling that this type of exercise was
very useful once in awhile in evaluating projects but that to evaluate
all projects in this matter would be very time consuming and very difficult.
Mr. Brown noted that it seemed worthwhile that this should be done
periodically for the Commission's benefit to remind them of what really is
the Intent of our ordinances.
Mr. Hite noted that the remainder of the Planning Staff recommendation would
be completed and the Planning Commission would have it by their next
meeting, May 2, and may be in a position to recommend action on the
Marsh proposal.
III. Reminders.
There will be a special meeting of the Planning Commission next Thursday
evening, April 27th, at 6:30 for dinner/discussion meeting for the Planning
Commission members and the Commission Staff. The place is yet +bo be
determined.

SUBJECT: Eden Prairie Industrial Center
OWNERS: Warren Shultz, Chester Ringerud, A. D. Strong Realty,
Thomas Wakely, Water Products Company (Dick DeLapp), and adjacent-
owners west of School Road.

SUMMARY: The background of this Industrial Park is .very important
when evaluating the site alterations proposed by the Village Staff.
The land east of School Road was used as a gravel pit by Keith, James
before 1966. In 1966, a preliminary grading plan was prepared that
indicated that the land would be leveled so that There would be a
gentle slope from T.H. 5 elevation 866' to the southwest elevation
882' . The bank along School Road would at its steepest point be
28' high with a 25% slope.
The Eden Prairie Industrial Center properties were rezoned from
Limited Multiple Residential (R-2) to Special Industrial in April
1967. In October, 1969, the same property was reclassified from
Special Industrial to Planned Industrial District (I Park - 2 acre
. minimum size). This was a part of the reclassification of all Eden
Prairie properties in conjunction with the adoption of a new zoning
ordinance. This classification is the correct zoning status today.
Another planning problem associated with the Industrial Center
development has been the proposed location of Interstate 212 south
of the site. Today, the exact location is still 'undetermined but
a 1000' corridor has been established which runs along the southerly
edge of the site, through the pond. The freeway should not interfere
with the industrial development proposed and should be very appropriate.
A related transportation matter is the future status of T.H. #5 and
where it will intersect I-212. These questions are being addressed
in the Major Center Study. This planning design task is not complete
at this time, hence no decision has been reached. The continued
access for Wallace Road to T.H. #5 is assured with a signalized inter-
section.
There are transportation questions that should be discussed by the,
Industrial Center owners, School Road residences, School District,
. and Char-Lynn owners regarding the connection of School Road to;.
Wallace Road south of the Skelly Station and creating access for
Char-Lynn to Wallace Road. The advantages of these areas having access
to a� signalized intersection in the future would be desirable. Whether
School Road would retain its separate -access to T.H. #5 in .its present
location is open for discussion. The Village Staff would like to
know the reaction of the concerned parties, especially the residents in
the Eden School Additon to this possibility.

The Village Staff has been concerned for some time about the visual
relationship that exists between School Road residences and the
industrial buildings to the east. The lack at proper visual screening
has been obvious but the opportunity. has not been present to do
anything constructive. Today, we feel the opportunity has arrived to
greatly improve the situation for all parties involved. A combination
of factors make this possible: The construction of sanitary sewer will
begin this summer on School Road, the tenative agreement of the property
owners in the Industrial Center to carry out a regrading at the site
to eliminate the slope and siteing problems encountered by individual
builders and the current construction at the Water Products Building
which precipitated our concern. Given these factors, the Village be-
lieves that a workable plan can be developed that will permit excellent
screening at the Industrial Park from the residential areas west of
School Road and provide the most buildable industrial sites adjacent to
Wallace Road.
To achieve these complementary objectives we feel that joint cooperation
between the Niliage Staff, the land owners in the 'Industrial Center,
School District and the residents along School Road is necessary.
What this preliminary concept study attempts to do is identify areas
of concern and proposes conceptual solutions. The final design solution
• will be accomplished through group agreement and should be agreeable to
all . Our basic suggestions deal with four areas:
1. To construct with excess fill from the Industrial Center's
vacant sites, an earth berm along the east side at School Road
at sufficient size to stop road runoff from eroding the banks
behind the industrial development.
The design of the earth berm would include appropriate landscaping
and would be partially located on street rights-of-way for School
Road and the Industrial Center lots.
2. The provision of reasonable slopes behind the industrial buildings
adjacent to School Road we feel is an important objective: To do this,
overall site planning and grading must be done. It is obvious that
industrial site design/grading will not achieve the desired end
product. Therefore, the preparation of a preliminary grading plan
for the lots west of Wallace Road should be done. Then follow up
with rough grading at the site to an acceptable stage where individual
industrial sites may be developed.
3. It is the Village Staffs feeling that if the project is properly
done, the maximum use will be possible at the industrial sites
where today full .utilization of the site is difficult. The benefit
to the industrial building owner or buyer will be great since design,
grading and siteing building will be easier and a better relationship
between all the separate buildings will be achieved.

4. The cost of this site grading should be assumed by the
benefitting property owners in the Industrial Center. The ;
proportionate cost to each owner should be agreed upon based
on a cost/benefit relationship. We feel that the cost can be
assumed in the increased value of the regraded sites which
will cost less to develop. The Village Staff will assist in
every manner possible to achieve" the project completion.
Enclosed is a diagramatic sketch of the site treatments that could
be done. These schematics are intended to convey ideas and do not
represent a final solution. We hope that the detailed design and
grading plans could be started immediately by a professional chosen
by the Industrial Center's owners. The opportunity to work jointly
with a contractor since there is excess fill seems possible.
