Members present were; Acting Chairman Herb Fosnocht, Ralph Nesbitt,
Norma Schee, Wayne Brown, Pat Casey. Also present were George C.
Hite, Village Manager and Dick Putnam, Planning Assistant.
T. PETITIONS. REQUESTS AND COMMUNICATIONS
A. Preferred Developers Corporation. Rezoning for 196 Condominium
Apartments. The Preserve. The Village Manager reported that following
its public hearing on the request, the Village Council,-had referred the
proposal back to the Planning Commission for additional consideration.
He noted that the Council had asked,that the Commission specifically
consider the seven design parameters noted in the Commission's January
18th Minutes as well as a review of the overall project density'to
determine whether or not more useable open spaces might be established=
within the development area.
Mr. Lee Johnson and Mr: Bill Bonner, representing The Preserve and the
applicant, presented a revised development plan dated February-28th.
The Plan provided for 195 condominium apartment units and a revised site'
• plan. Mr. Johnson reviewed each of the seven Items identified in the `
Commission's January 18th Minutes. He indicated that they felt that they.
had effectively responded to each of them. Mrs Bonner reviewed the
amended site plan noting particulartly that the.-'removal of two-of the.
buildings or ten of the units had reduced the required parking-by,20 stalls
which permitted considerable readjustment of the site plan in--!the -
southern half of the project area. He said the building locations had been
adjusted so that the spaces between the buildings had been increased
particularily at locations where a view of the'lake might be obtained from
the site access roads and where children's play areas were proposed: .,Mr.
Bonner also submitted site design details for landscaping, trail systems,
and the recreational vehicle storage area . A statistical summary of the
development proposal was submitted indicating an overall density of
13.26 units per acre and a combined building, garage, driveway, open
parking, and recreational vehicle storage area land coverage of 25.4%.
The Commission asked a number of questions about the revised proposal
particularily with respect to pedestrian systems and the use of open
spaces and recreational facilities.
Mrs. Schee moved that the Commission advise the'Council that it-has .
reviewed the items -noted in the Council's referral and recommends to thb
Council that the RM 2.5 zoning request on Parcel 6 and 7, The'Pre gerve
be approved based on the applicants submission dated February 28, 19-72.. '

YI. RECOMMENDATIONS AND REPORTS
A. REDROCK Sector Plan. The Village Manager and Planning Assistant
'reviewed the draft of the REDROCK Sector Plan which had been submitted
to the''Commission on February 24. An additional section on "Plan
Implementation" was also presented which included a projected schedule
for the'construction of certain,public facilities within the REDROCK Sector
area.
The Commission asked for clarification on a number of items in the draft
copy including school age children population projections and projections
for elderly housing needs. The Manager replied that in both instances
the figures given in the draft copy were tentative and would need to be
reviewed at such time as the.Village completes its overall population
projection analysis. The Commission also asked for information re-
garding the number of dwelling units projected by the developers in the
area and were advised by the Planning Assistant that Hipp Builders,
Shelter Development Corp. , and Rocket Development Corp. were projecting
in total between 300-400;units a year for each--of the next 4 or 5-years. .
The Manager noted that these 'were.projections based upon individual
build erg"aspirations and were still subject to both mortgage and 'fsiarket
�. testing; --He also noted• that the .three projects ,represented only approxi-
mately .50 of the 1000+;aores of developable land within the REDROCK
are4. He addegl that the public facility schedule set forth in the plan
implementation portion of the repgrt did not contemplate development
as rapidly as That projected by the initial development applicants. He
said that discussion with the proposed developers of another '140 acres
of land in REDROCK situated north of the.Village Center were scheduled
within a week and that following these discussions the staff would
prepare their projections on the rpsidential development within REDROCK. ,
Mr. Fosnocht asked that the Planner and Manager briefly review the
proposed REDROCK Plan for a number of,residents who were present at
the meeting. Following this presentation the Manager noted that copies
of the proposed plan map and a number of sections of the proposed plan
report_had been mailed to approximately 150 residents or property owners
within REDROCK area. This mailing also indicated that the Council was
scheduled to conduct a public hearing on the REDROCK Sector Plan at its
meeting on.March 14th.
The Commission continu'ddAts consideration of-'the REDROCK Plan until
its meeting-•on.Monday,' March. 6, .1972.
