Status Reports MINUTES EDEN PRAIRIE PLANNING COMMISSION 7Uesday, December 21, 1971 7:30 P.M. , Village Hall Members present were Chairman LaGrow, Nesbitt, Fosnocht, Emerson, Meyers', Schee, Brown, and Flavin. Also present was George C. Hite, Village Manager. I. MINUTES OF , 1971 The minutes were approved with the following two corrections. 1) County Road noted on page 2 as part of St. John's Wood approval motion should be County Road 60 rather than County Road 4. 2) There were two motions on the Preserve First Addition proposal. These are noted on the top of page 3. The first motion was a motion by Fosnocht seconded by Brown, to defer consideration of the request until the meeting of December 7th. The second motion was by Brown seconded by Nesbitt recommending to the Council that it establish the public hearing date on the plat Proposal. Both motions carried unanimously. II. PETITIONS, REQUESTS AND COMMUNICATIONS_ A. New Horizon Homes Inc. Planned Unit Development Proposal. 55 Acres East of T.H. 169 near Research Road. Mr. Bob Berger, president of New Horizon Homes, Inc. , presented their application for a Planned Unit Develbpment concept plan approval. He reviewed the content of their December 21, 1971 application booklet with the Commission. The Manager noted that all of the property owners in the area surrounding the applicant's property had been advised of the application presentation and that many were present. The proposal is situated on approximately 55 acres located south of the extension of the Preserve's East-West Collector Route to Highway 169 and between Highway 169 and the NSP high lines installation. The most westerly 31 acres are proposed to be used as sites for 236 town house units in quadrominium• configurations. The easterly 23 acres would be used for 59 single family home sites. Mr. Berger presented typical plans for both the single family homes and the condominium town houses. He said the town houses would have finished and unfinished space of about 1200 square feet and would include a two stall garage for each unit. He estimated the market cost of the town houses to be $25,000 to $30,000 and for the single family units from $30,000 to $40,000. Planning & Zoning December 21, 1971 Page 2 The Village Manager reviewed the proposal in terms of its relationship to surrounding land and suggested that in the process of responding to the application it would be appropriate for the Village to consider probable development of other lands, Particularly those between the project area and the existing single family development along Sunnybrook Road. The Commission received the proposal for study and asked that a staff report be prepared forgoasUeration at the Commission's January 18th meeting. TII. RECOMMENDATIONS AND REPORTS A. The Preserve First Addition. Review of Preliminary Plat Proposal 49 Lots. Messers Bill Bonner, Lee Johnson and George Carter, representing the Preserve, presented a revised design of their preliminary plat. The plat had been modified to increase the size of some of the less than 9000 square foot lots and the depth of some of the lots facing "D" street. They also presented some drawings indicating their proposed development of the "neighborhood common". By letter dated December 21, 1971, they requested that side yard requirements be established at 5 feet for one story garages, 10 feet for one and one half story houses and 15 feet on houses of two stories. The letter set forth a review of yard requirements in some of the nearby suburbs. The Village Manager reported that he had had an opportunity to review the revised plat, neighborhood common development and yard request and he recommended that each of these items be approved. He said that he felt that the proposed 48 lot plat was a substantial improvement Over the original submission and that the proposed development of the neighborhood common would represent an important and positive precedent for future Eden Prairie single family detached development. He said that he felt the requested side yard standards were reasonable and would serve to enC&ie a variety of housing types within the plat. He also noted that the standards represented minimum side yard requirements and that in all probability many of the homes would be constructed with side yards greater than those required. Mr. Brown moved that the Commission recommend to the Council that it approve the proposed preliminary plat of The Preserve First Addition as well as the requested side yard minimums. Mrs. Schee seconded the motion. Mr. Fosnocht expressed his concern about the proposed side yards, particularly the 5 foot side yard for garages, and moved an amendment to Mr. Brown's motion recommending to the Council that it not approve the requested side yard minimums. Planning Commission December 21, 1971 Page 3 Mr. Carter and Mr. Johnson noted that the requested side yard minimums for houses would be the same as those presently listed in the Village ordinance except that for two story houses where a -set back of 15 rather than the required 10 feet would be provided. The only decrease in existing V311age requirements would be for one story garages which under their proposal could be located 5 feet from the property line. Mr. Brown said he would second the amendment motion so that it could be brought to a vote. He expressed his support for the requested minimum side yard standards noting that the proposed plat would be located within a new development area rather than near an existing residential area and said that under these circumstances he felt that the proposed minimum side yards were warranted. On the question of Mr. Fosnocht's motion to amend. Mr. Fosnocht voted aye, and Messers Brown, Emerson, Nesbitt, LaGrow Flavin and Mrs. Schee and Meyers voted nay. Motion failed. On the question of Mr. Brown's motion to recommend approval of the plat and requested minimum side yards, Messers Brown, Nesbitt, LaGrow, Flavin, Emer on and Mrs. Schee and Meyers voted aye. Mr. Fosnocht voted no. Motion carried. B. Mitchell Road Area Planning Study. Consideration of Preliminary Findings. The Village Manager briefly reviewed the progress of the Mitchell Road Planning Study and asked Mr. Ripple to present some of the preliminary findings. Mr. Ripple presented a series of maps upon Which he had identified some of the factors affecting the development of approximately 600 to 700 acres along Mitchell Road and between Red Rock Lake and Purgatory Creek. He reviewed the terrain, soil conditions, water areas and water courses and existing developments. He described a suggested major traffic circulation system for the area and some possible major public spaces. He noted that the preliminary findings bA been reviewed with many of the principal property owners or proposed developers in the area and with a representative of the Soil Conservation Service. Planning & Zoning December 21, 1971 Page 4 The Village Manager noted that the preliminary material would also be reviewed with representatives of the School District to determine what, if any, schgol facilities might be required within the area. He said that prior to the January 4th Commission meeting they would attempt to develop a recommendation for appropriate overall and distributed population densities within the study area. He said they were particularly concerned about the relationship of proposed new development and the existing development in the area. The Commission briefly discussed the preliminary finding. The plan recommendation will be submitted to the Commission for consideration at it's meeting on January 4th. C. Eden Prairie Major Center Planning. Consideration of Preliminary Recommendation. The Village Manager reviewed the progress of the planning of the Eden Prairie Major Center area. He identified the area as that part of the Village affected by the development of lands in close proximinity to the Interstate 494 and TH 160-212-6 interchange. He noted that the Metropolitan Council had for some time designated that general area as the probable site of a major regional diversified center and that their tentative designation had been recently reinforced by the announcement of Sears Roebuck Company of their intent to develop a major retail mall center in that general area. He also noted that the Eden Prairie Major Center plan proposal were based on some of the concepts set forth in the Even- Prairie Comprehensive Guide Plan but that the Major Center Plan was much more specific in terms of land use and traffic system planning. The Manager reviewed the preliminary Eden Prairie Major Center Plan document dated November 1971. He said the plan proposal had been prepared in cooperation with the major property owners or developers in the area, that while there were still a few problems to be worked out, particularly in the southwest quarter, that the plan proposals were generally concurred in by most of the major property owners within the ring route area. He suggested that the plan be considered formally by the Commission at it's meeting on January 4th with the intent that it might be considered by the Council sometime in late January or early February and by the Metropolitan Council in late February. Following a brief discussion, the Commission continued its consideration of ew proposal until it's meeting bf January 4th. Planning & Zoning December 21, 1971 Page 5 D. Eden Prairie Sanitary Sever, & Waterworks Program. Status Re ort. The Manager reviewed the Village's progress in implementing it's trunk sanitary sewer and waferwo*s systems. He reported that by the end of 1972 approximately 909E of the sewer and water systems authorized in 1970 would be in operation. He said that these systems would Provide trunk facilities to most of the properties within the north and east halves of the Village~ Each member of the Commission was furnished a copy of a December 13, 1971, memorandum from the Manager to the Council reviewing the sanitary sewer and waterworks program status.
