EDEN PRAIRIE PLANNING COMMISSION
TUES DAY December 7, 1971 7:30 P.M. , Village Hall
Members present were Chairman Pro-Tem Nesbitt, Fosnocht, Meyers,
Brown, Schee, and Flavin. Also present was George C. Hite,Village
Manager.
I. MINUTES OF NOVEMBER 16 1971
These minutes were approved without correction.
II. RECOMMENDATIONS AND REPORTS
A. Eden Prairie School District Facility Plannipl. Status Report by
Veir Wood, School District Superintendent.
Mr. Wood reviewed the current status of the School District's facility
planning. He noted that the District was in the process of updating
the enrollment projection that had been prepared by their architects
in 1970 and was also considering possible changes in the school grade
groupings. The District is currently projecting its needs based upon
an average of the population projections contained in the architects
report and those prepared by the Metropolitan Council in 1968. He
said the "average" projection indicated the need for a new Eden Prairie
secondary school by 1974. Mr. Wood reviewed the status of the develop-
ment projects in the City of Bloomington which are expected to have
substantial impact on the District's school needs over the next few
years. He said the District was in the process of trying to identify
and purchase a site for an elementary school facility in Bloomington. He
also reported that the District was completing a land trade with Eden
Land property situated on the new fast West Parkway just east of
TH 169. In response to a question,:.-he indicated that the District
was receiving good cooperation from the Village in its planning efforts
and that the District facility planning could be greatly assisted by the
Village making available the best possible information about the projected
residential development over the next 5 to 10 years. He also said that
the District was considering the possibility of meeting its near future
elementary school space needs by temporarily leasing facilities from
adjoining Districts.
B. St. lohn's Wood. Rcgue st for RM 2.5 Zoning. Baker Road near North_
Village Limits. Review of RL5Vised Proposal.
The Commission considered a staff report dated December 7, 1971, which
reviewed changes that had been made in the application and recommended
a qualified approval. Mr. Dave Fricke, representing the applicant,
presented some documents outlining the changes in the proposal and
said that tie felt that these changes met the objections noted in the
previous staff reports. The number of units in the project had been
reduced from 160 to 14g-- -This.-reduction made it possible to establish
"neighborhood greens" or tot lots within-each of the neighborhood groups.

He also noted that the project provided parking for 360 vehicles or
an average of 2.43 parking spaces for each living unit. He reported
that the site and building plans would be presented to the Commission
for review as each neighborhood stage was developed and that
differing color schemes would be used to give each neighborhood group
its own individual visual charcteristics.
Following some discussion on the project, Mrs. Schee moved that the
application be forwarded to the Council with the Commission's
recommendation that it be approved subject to the following conditions:
1) The proposal is based on the suggested realignment of
County Road 4. If that change is not approved by Hennepin
County the project should be returned to the Commission for
additional review.
2) If the rezoning is granted no development should occur until
the Commission has reviewed and approved the final site and
building designs.
3) All pedestrain and "tot lot" facilities for each stage of the
project are to be installed as part of the initial development
of that stage.
4) Each of the neighborhood building groupings is to be designed
so that it is both complementary to the overall project
aesthetics as well as individually identifiable.
The motion was seconded by Mrs. Meyers and carried unanimously.
C. The Preserve First Addition. Preliminary Plat Proposal.
The Commission considered a staff report dated December 7, 1971, which
set forth a number of suggested modifications to the Plat Proposal as it
had been presented to the Commission at its last meeting. The
suggested modifications included a realignment of the major greenway
system, establishment of ",neighborhood green " on approximately
1-2 acres in the center of the neighborhood and connected to the
greenway system and increases in both the width and depth of the
double frontage lots along the East West Parkway. Mr. Bill Bonner,
and Mr. Lee Johnson representing The Preserve presented a revised
plat which they said incorporated the suggestions contained in the
staff report. The revised plat contained 49 lots or 5 less than
originally proposed. They presented a series of slide photographs
and plat maps from other communities which were intended to depict
the type of residential development that had occurred on lots of the
size proposed in their new subdivision. A representative of Eberhardt
Realty reported his experience in marketing lots of the type proposed
and said that he felt that the proposed plat would represent an
excellent development.

Mr. Fosnocht said that he would like to have an opportunity to personally
inspect some of the neighborhoods shown in the slide presentation before
the Commission took final action on the proposal. Mr. Brown moved that
the Commission recommend to the Council that it establish a public
hearing date for the proposal and that the Commission delay making its
final recommendation on the protect until its meeting on December 21.
Mr. Nesbitt seconded. Motion carried unanimously.
D. Mitchell Heights Planned Unit Development.. Shelter Development
Corporation. Mitchell Road near Scenic Heights . Preliminary,
Staff Report.
The Village Manager presented a staff report dated December 7, 1971 in
which he outlined the content and schedule of a planning study intended
to produce a conceptual development plan for the Mitchell Road area
which could serve as a basis for the Commission's consideration of the
Shelter Development proposal. He said that the study area would be
bounded by the new highway 212 on the north, County Road 1 on the
south, Purgatory Creek on the east and Red Rock Lake on the west.
The study will consider general land use, traffic systems, environ-
mental features, public schools, parks and housing alternatives.
He:noted that special emphasis would be placed on the relation-
ship of the study area to the major center proposals as well as to the
existing detached dwelling development within the area. He advised
that a preliminary report on the study would be made to the Commission
at its meeting on December 21 and that a recommended final draft
would be submitted to the Commission on January 4th.
Mr. Harvey Coleman,representing Shelter Development Corporation,
expressed his approval of the proposed study and concurred in the
deferral of action on his request until the study was completed.
E. The Bluffs East. Creek Knolls Preliminary Plat Proposal.
The Commission considered the December 7, 1971 staff report on the
application which reviewed the proposal and recommended that the
Creek Knolls plat be approved subject to a number of conditions.
The Manager noted: that the proposal was to develop a 21 lot , "2 acre"
subdivision along the east bluff of Purgatory Creek, generally referred
to as the Hustad Farm. He noted that utilities were not scheduled into
this area for about S years and that Creek Knolls, a limited partnership,
would agree not to request futher platting on the adjoining ISO acres
until 1977 or until utilities are extended into the area if the proposed
21 lot plat could be approved. The Manager indicated that he thought
it would be very desirable to seek the kind of development control
proposed on such a large chunk of land in this particular section of
the Village

The staff report recommended that scenic easements be provided for
those portions of some of the lots that extended over the bluff and for
all of the area down in the valley,
A revised plat in-corporating the suggestions contained in the staff
report was presented as was a copy of an agreement between the Village
and Creek Knolls restricting the development rights on the remaining
150 acres. The Commission asked that the scenic easements be
extended into the Outlot area located just to the south of the most
northerly cul-de-sac. Mr. Hustad indicated they would be willing
to make that change. Mrs. Schee moved that the Commission re-
commend to the Council that it approve the preliminary plat of
Creek Knolls as amended subject to the following conditions:
1) That the "land hold" agreement be accepted by the Village
and properly recorded.
2) Psrculation tests on all lots show that the soils are good
for on-site sewage systems.
3) That the preliminary plat identify the space immediately west
of Lot one as a future public road-valley overlook location.
4) That the scenic easements suggested in the plat be actually
conveyed to the Village.
Mrs. Meyers seconded. Motion carried unanimously.
F. Eden Prairie Major Center Study. Status Report .
The Manager reported that the Eden Prairie Major Center Study bias
progressing and that it-would be presented to the Commission for its
consideration at the December 21 meeting. Copies of the Major
Center plan were presented to each Commission member for their
consideration prior to the next meeting.
III. PETITIONS, REQUESTS AND COMMUNICATIONS
A. New Horizon Homes, Inc. PUD Proposal. East Side of Plvi!lg:
Cloud Drive Near Research Road.
The Manager reported that the applicant's presentation was not yet
completed but- that it would be presented to the Commission at its
meeting on December 21.

B. Rocket Development Corporation. PUD Proposal. Mitchell
Road and Scenic Heights Road.
Rocket Development Corporation presented their proposal for
multiple family development on approximately 60 acres of land situated
along the east side of Mitchell Road. The project is immediately north
of the project presented by Shelter Development. Mr. Doland of Doland
Engineering presented the application material and said that itYwould
be made available in booklet form for the Commission as soon as
possible. The project included condominiums, townhouses, rental
gpartments and a neighborhood commercial area of about 4 acres
located at the corner of Mitchell and Scenic Heights Road.
The Manager noted that the proposal was located within the Mitchell
Road study area and that action on it should be deferred until that
study is completed. The Commission concurred in this suggestion and
received the application for additional consideration at that time.
