Members present were Jim Brown, Ralph Nesbitt, Marvin LaGrow, Herb
Foshnocht, Joan Meyers and Norma Schee. Also present was George
C. Hite, Village Manager.
I. MINUTES OF OCTOBER 19, 1971
The Minutes of October 19, 1971 were approved without correction.
II. PETITIONS, REQUESTS AND COMMUNICATIONS
A. The Bluff West. Wallace Hustad. Planned Unit Development
_Concept Plan. Properties in the Vicinity of Homeward Hills Road
and Riverview Road.
B. The Bluffs East. Wallace Hustad. Preliminary Plat. Hustad
Farm. Bluff Road.
Planner Don Ripple presented conceptual plans for the development of
approximately 1000 acres situated south of County Road 1 between
County Road 18 en the east and the Waste Management Landfill on the
west. The Bluffs West was represented by the areas west of Purgatory
Creek. Mr. Ripple advised that the concept plan included lands
adjacent to those represented by his clients for the purpose of making
the proposal as comprehensive as possible.
The Bluffs East project was limited to a proposed first stage 21 lot
plat of a portion of the Hustad a state.
• The concept plan incorporated a variety of residential types, a
neightborhood center facility and the conservation of the Purgatory
Creek valley and the Minnesota River bluff slopes.
Mr. Ripple advised that he had not developed population estimates
for the study area but estimated the overall density range from 4 to
10 units per acre.:
The Village Manager commented that near term development in the
project area would represent a "leap froging" from the areas of the
Village now under development. He suggested that the Village would
have to carefully consider the imput of such "leap froging " on our
ability to provide the public facilities and services the development
would require.
The Commission advised the applicant not to proceed with further
planning until the Commission had an opportunity to respond to the
concept proposals.

III. RECOMMENDATIONS AND REPORTS
A. The Greens Addition. Edenvale. Preliminary Plat. Canterbury
Lane and Stratford Road.
The Commission reviewed a staff report dated November 2, 1971 and
comments presented by neighborhing residents. Mrs. Meyers moved
that the Commission recommend to the Council that the preliminary
Plat be approved subject to the conditions listed in the staff report
and subject further to the Commissions review of building site plans
€ at the time they are presented for building permits. Mr. Nesbitt
seconded. All voted aye. Motion carried unanimously.
