I Members present were Ralph Nesbitt, Jim Brown, Vernon Emerson, Joan Meyers, Herbert Fosnocht. Also George C, Hite, Village Manager. Mr. Nesbitt presided in the absence of the Chairman. T. MINUTES OF AUGUST 31 x 1971 Minutes of August 31, 1971 approved without correction. IT. PETITIONS, REQUESTS AND COMMUNICATIONS A. Southside Plumbing Co. Request for Zoning Change From Rural to Industrial. County Road 1. East of T.H. 169. A proposed office warehouse for manufacture's r8setztative planning and consulting firm of 8,000 to 12,000 square feet on 4 acre parcel on County Road 1. The Manager reminded the Commission of denying similar proposal in 1970 citing conflict of zoning uses in existence in area. (residential, commercial, industrial) Proposal accepted for staff review and recommendation. R - `,e Preserve. Plans for First Residential Area. Mr. George Carter reviewed recent development revisions in the Preserve. Mr. Lee Johnson updated the progress of road and utility development, out.. lined residential parcel land use plan. Mr. Bonner detailed developmen requests for Stage 1, Parcel 9 and the entire Stage 2 area. III. RECOMMENDATIONS AND REPORTS A. Edenvale PUD Plan Modification. Proposed Lutheran Church of America Site. Valley View and Mitchell Road. The Manager reviewed staff report dated September 21. Moved Mrs. Meyers, seconded Mr. Emerson to modify Edenvale PUD plan to design^4-7 site in question for church use. Meyers, Emerson, Brown, Ne sbi ;•c:` d aye. Fosnocht voted no. Motion carried. Edenvale Road System._ Proposed Main Road Locations in Area West of Railroad and East of Purgatory Cree - Moved to recommend to Council approval of proposed main roadway in Edenvale west of railroad and east of Purgatory Creek by Mr. Fosnocht, seconded by Mr. Brown. Passed unanimously. C. Trucks and Campers in Residential Areas. Review of Exisaing Reg- ulations. The- Manager reviewed existing regulations noting most recreation vehicles in private yards (trunks & campers) are in violation of lave. He asked that the Commission consider whether existing ordinances should be modified. Mr. Wayne Sanders, Building Inspector, reported on efforts of inspection department to eliminate junk cars or trucks. Seven days verbal notice was given to 17 people involving 23 violations. All complied but 3 and violation tickets were issued. Matter was taken under advisement by Commission. D. Property Division Review Procedure. Moved Emerson, seconded Brown to recommend to Council adoption of Ordinance No. 161 amending Ordinance 'Io. 93 regarding Property Division procedure. Carried unanimously. E. 1972 Planning Budget Recommendation The Manager presented to the Commission a proposal for 1972 Planning Commission Work Program . He suggested ad hoc committees-to study 5 areas of concern working through Commission member supervision. IV. COMPREHENSIVE GUIDE PLAN REVIE17 A. Flying Cloud Airport Master Plan. The Metropolitan Airport Commission will undertake master planning study in 1972 of Flying Cloud Field. The Manager suggested that areas that might be attached by airport planning be placed in Planned Study District. Meeting adjourned 10:05 P.M. Norma Schee, Secretary
