Members present were Chairman LaGrow, Brown, Nesbitt, Emerson,
Meyers, Fosnocht and Schee. Also present was Village Manager
George C. Hite.
i. RECOMMENDATIONS AND REPORTS
A. Oak Manor. Edenvale Development Proposal. t' The Planning Commission
reviewed the up dated ap,,31ication booklet prepared by Oak Manor Corporation.
Mr. Don Peterson of Eden Land Corporation was present and represented the
applicant. The Village Manager presented a memorandum dated August 30,
1971 , in which he set forth his review c^d-recommendations on the proposal.
He reported that the basic design concepts appeared to be in accord with
standards imposed by both the Edenvale PUD plans and the Villages
development objectives. He noted that the proposal would need to be reviewed
its final form by the Purgatory Creek Watershed District and that the Village
would need to review the final utility extension proposals. He said that
the preliminary proposals for both watershed protection and utilities
extensions were adequate.
The Manager's memorandum commented on the need for additional Village
review of the homeowner association convenent and restrictions. He
reported that the Village attorney currently had the matter under consideration
and that the Village hoped to be able to develop appropriate language
protecting the Village's interests which could be inserted In all the home-
owners association documents with the Village. He suggested that no
bu lding permits be issued until these association documents had been
prepared and approved.
The Commission disucssed the anticipated cost of the proposed condominiums
units with Mr. Peterson. It was the general consensus of the Commission
that the developer should be incouraged to keep the cost as low as
possible without sacraficing project enviommental qualities or unit
suitability. Mr. Peterson said that they were not in a position to make
a definate commitment as to the anticipated cost of the unit but would
try to keep them as low as possible.
Mrs. Schee moved that the Planning Commission recommend to the Council
that it approve the Oak Mangy: Corporation development stage proposal
and reclassify the property from Zoning District Rural to RM-2.5. Mr.
Brown seconded. The motion carried unanimously.

B. Edenvale Commercial Center Proposal. Edenvale Concept Plan,
The Village Manager presented a memorandum dated August 30, 1971,
relating to this proposal in which he reviewed the Village's previous
and existing commercial center planning concepts and recommended
that these concepts be reevaluated before the Village authorize any further
small commercial center development. The memorandum noted that the
Village's Comprehensive Guide Plan did not contemplate the development
of small neighborhood service units but that a great deal of cdntemporary
planning, particularily in the new town areas, actively promoted this
concept. Following some discussion on the need and possible scope
of such a study, Mrs. Meyers moved that the Edenvale commercial
center proposal be tabled and not reconsidered until after the Commission
had had an opportunity to review the entire question of basic neighbor-hood
commercial facilities. Mr. Emerson seconded. Motion carried unanimously.
The Commission urged the Village Manager to include a study of the
type suggested in his memorandum in the Commission's late 1971
or 1972 work program.
