EDEN PRAIRIE PLANNING COMMISSION
Tuesday, July 6; 1971 7.30 P.M. , Village Hall
Members present: Fosnocht, Emerson, Schde, and Meyers. Also present
was Village Manager, George C. Hite.
Mt. Fosnocht presided in the absence of the Chairman.

JI. RECOMMENDATIONS AND REPORTS
A. Advertising Sian Zones. Review of Proposed Zones. The Commission
reviewed its earlier recommendation regarding the location of these zones.
The Manager reported that there were 73 advertising signs now located along
Highways 169 and S . He suggested that zones be established along the
north side of 169 between the west Village limits and Flying Cloud Field
and along the north side of Interstate 494 between the east Village limits
and the proposed "ring route". He noted that 14 of the existing signs were
located in the suggested 169 zone and estimated that the 169 zone would
support 10-15 such signs while the 494 zone would provide 4-5 sign locations.
The Commission considered what special conditions might be associated with
the zones and agreed that the zone along 169 should be terminated at the
time lands within 500 feet of a zone location were reclassified from Rural
to any other zoning district. It was also agreed that the status of the 494
zone should be reviewed at the time any of the land in the zone is developed.
Mrs. Meyers moved that the Commission recind its previous recommendation
on sign zones and now recommend that the suggested 169 and 494 zones be
established with the agreed upon conditions. Mr. Emerson seconded, All
voted aye. Motion carried.
B. Eden Prairie Major Center. Review of Preliminary Report and Plan.
The Manager reviewed the status of the Major Center study with the
Commission and presented copies of the preliminary report. The Commission
discussed the methods by which the study might be implemented including
a modification to the Guide Plan and the establishment of a Planned Unit
Development.

C. Town of Hennepin . Mrs. Helen Anderson reported on her historical
research on the Town of Hennepin. The town was surveyed in 1851--1853
and located between County Road 1 and the Minnesota River near
Homeward Hills Road. She noted that very little development occured in
the town and that it,s demise was a product of the difficult terrain upon
which it was located, 'the settlers desire for farm rather than town sites
and the advent of the railroads. The town plan provided for a large
number of lots approximately 60' x 150' in size , town "squares" ,
school sites and places for stores, sawmills, etc.
D. Planned New Towns. Mayor Osterholt reported on his inquires into
the planning and development of "new towns" such as Reston and Columbia
and suggested that it would be of benefit to the Village if the Commission
and Council members had an opportunity to visit these areas. The Mayor
noted that the Village was being asked to respond to a large number of
Planned Unit Developments of significant scale and with generally a sma'.i
percentage of the proposed housing being of the single family detached
style. He said the experiences of Reston and Columbia might be helpful.
The Commission agreed that such a trip would be valuable and suggested
that it be done in late September.
