Hite I. MINUTES OF FEBRUARY 2, 1971 Action on the minutes of February 2 , was deferred until the meeting of March 16th. II. PETITIONS, REQUESTS AND COMMUNICATIONS A. A.W. Garrison & O. P. Tones. PUD-71-2. Southwest Quadrant of.County Road 18 and the Crosstown Interchange . Planner Don Ripple presented a Planned Unit Development Concept Plan for approximately 45 acres of land situated north of Flying Cloud Drive, south of the Crosstown Highway and immediately west of County Road 18. The plan provided for approximately 557 multiple family units, a future commercial site, and office and warehouse uses. Mr. Ripple presented a series of slides and maps describing the existing use and character of the property and noted that one of the primary objectives of the PUD was to preserve as much of the natural site amenitys as possible. He specifically referred to the pond and heavy wooded areas situated on the easterly and northern portions of the property. He indicated that they would attempt to achieve this objective by reducing the building coverage as much as possible. 540 of the multiple family units would be situated within two, nine-stroy apartment towers. Parking facilities would be located*within adjacent four and five story parking ramps. Mr. Ripple advised the Commission that the two major property owners in the area had reached a tentative agreement with regard to the location and cost allocation of site access. The Commission unanimously, agreed to accept the proposal for review and asked that a Staff Report be presented at the Commission's April 6th meeting. B. Don Anderson. Z-71-1.6800 Washington Avenue. I-5 Park to I-2 Park. The Manager presented this request along with a Staff Report dated March 2 , 1971. The report noted the existence of I-2 Park zoning on adjacent sites and recommended that the request be.approved. 1't i7iiitis� ioriing Minutes March 2 , 1971 Page 2 Mr. La Grow,-.moved that the Commission recommend to the Council that it approve the requested rezoning in that such zoning would conform to the zoning pattern being established in the area. Mr. Fosnocht seconded. All voted aye. Motion carried. TTT. RECOMMENDATIONS AND REPORTS A. Jess B. Cohen. PUD-71-1 . Southeast Quadrant of T. H.5 and County Road 4. The Manager presented a Staff Report dated Mach 1, 1971 which reviewed material previously submitted by the applicant and recommended that the Planned Unit Development.concept plan be approved subject to the following conditions: 1. That the commercial uses proposed be defined in the concept plan as to type and that the proposed uses be listed therein. 2. That the access to the American Oil site be reevaluated and reestablished in accord with current Eden Prairie requirements. 3. That the proposed new Fuller building be designed in such a manner as to effectively screen parking o loading and storage facilities from existing adjacent residential • development. 4. That the depth of the proposed office sites be restudied in light of the lowered topography with the recommendation that the proposed property line be adjusted to the east to more closely coincide with the existing topographic situation, Planner Don Ripple, appearing on behalf of the applicant,. indicated that they would have no difficulity with.conditions one through three. He noted , however, that the recommendation that the depth of the office property be 225 feet rather than 210 feet as proposed was judgemental and that he was certain that office development could occur on the property within the depth proposed. The Manager suggested that the Commission might recommend to the Council that the 225 foot depth be required unless the applicant could provide 'some evidence that the 210 feet would be sufficient. He suggested that this evidence be in the form of a cross section of the proms rty which would establish the parameters of the building and set back areas. Mr. Ripple indicated that they could prepare such a document. r 11S61GI-1 1V­ March 2 , 1971 Page 3 • Mr. LaGrow moved that the Commission recommend to the Council that 'it approve the Planned Unit Development Concept Plan as presented subject to conditions one through three in the March 1 Staff Report and subject further to the applicant 'either adjusting the office site lot depth to 225.feet or providing appropriate evidence that 210 feet would be sufficient. Mr. Nesbitt seconded. All voted aye. Motion carried. B. Advertising Sign Ordinance. Location of Sign Zones. The Village Manager presented a Staff Report Dated March 1,1971 which contained recommendations as to where advertising sign zones might be established within the Village. He said the report was based on the assumption that there is-a legitimate need for advertising signs on highways having obvious-metropolitan area entry'characteristics. He.noted that the recommended zones had been established with the following objectives in mind: 1. To locate advertising sign zones where they do not impair the motorists view of unique natural features. 2. To locate zones where traffic movement is relatively simple and uncomplicated by turning movements and • highway signage. 3. To locate advertising zones so as not to impair existing or developing residential, commercial, and industrial areas, and 4. To Jocate advertising.sign zones only on highways having regional significance and/or regional entry characteristics. The report contained a map indicating the location of the proposed zones. They,were situated along the north side of Highway 169 between the West Village limits and Flying Cloud Airport; along both sides of Highway 169 between the west side of the Airport and County Road I and between Sunnybrook Addition and Franlo Road. Another zone was proposed along the north side of Interstate 494 between Highway 169 on the west and County Road 18 on the east. The Manager then presented a series of slides showing the extent of existing signing along major roads within the Village. He indicated that they had inventoried approximately 178 signs along 169, West 78th Street and Highway 5 of which approximately 100 where advertising signs. Many of the existing signs had been installed without permits and were not currently licensed. M id.,dit.I L , i I%i Page 4 Mr. Robert Naegele was present and asked that the Commission give . consideration to establishing sign zones along portions of TH 5 . Following a review of the Staff Report- recommendation, Mr. Nesbitt moved that the Commission recommend to the Council that it consider establishing advertising sign zones in the locations recommended in the Staff Report.
