MINUTES EDEN PRAIRIE PLANNING COMMISSION Tuesday, May 5, 1970 7:30 P.M. , Village Hall Members present were Chairman Skjelbostad, LaGrow, Emerson, Raguet, Schee, Meyers, and Nesbitt. Also present was Village Manager George C. Hite. I. MINUTES OF APRIL 7 1970 Action on these minutes was deferred until the next meeting. II. PUBLIC HEARINGS A. M. is o son, Pro erty Division. 16201 Hilltop Road. Sec. 30. Mr. Nicholson presented is proposal to divide his x of into x 22' lots. The Manager reviewed the platting pattern in the remainder of the subdivision and recommend that the proposal be approved subject to restrictions preventing building on the three lots facing Valley Road until such time as the road is constructed to public road standards and public sewer is available. Mr. Nicholson said that he would agree to the restrictions. Mrs. Schee moved that the Commission recommend to the Council that the proposed division be approved subject to the conditions recommended. by the Manager. Mr. Raguet seconded. All voted aye. Motion carried. III. PRESENTATIONS A. Ochs Brick and Tile Com an . Proposal for Industrial Development. North of TH , East of Chica o Northwestern Railroad. to 3 Cars/wk. Mr. C. Hoakstra , representing the Och ck and Tile, presented their proposal to locate a office, warehouse and storage yard on their 6 acre tract. The Manager noted that the property would need to be zoned I-General in that I-General district was the only industrial district that permitted outside storage of materials The Commission received the propsal for staff review and further Commission consideration on May 19, 1970. B. Michael Gorra. Proposed Residential Development. Southeast Corner of Anderson Lake. The Manager presented a staff review dated May 5, 1970 on Mr. Gorra s proposal to construct a home on approximately 26 acres of land adjacent to Anderson Lake. The report noted the conflict between the proposal and the Villge's Anderson Lake shore protection plan. Mr. Gorra said he want- ed to build and that if the Village couldn't buy his land it should issue him a building permit. Mr. Gorra and the Manager agreed that they would attempt to work out some solution and present it to the Council for consideration IV. RECOMMENDATIONS AND REPORTS A. Planned nit Dev—tT--- ,2pmenT Procedures. Discussion With Village Council . The Manager presented an April raft of a set of procedures to implement the Planned Unit Development section of the Zoning Ordinance. After reviewing the draft the Manager answered a number of questions raised by Commission and Council members. It was suggested that the draft be revised to incorporate a critical path for `tillage decision making and that it expand the development density definitions to include both dwelling unit as well as population densities. It was also suggested that a minimum first stage development area requirement be established. Mr. LaGrow moved that the Commission recommend to the Council that it adopt the procedures with suggested changes. Mrs. Meyers seconded. All voted aye. Motion carried. Meeting adjourned 9:45 P.M.
