MINUTES
EDEN PRAIRIE PLANNING COMMISSION
Tuesday, March 17, 1970 7:30 P.M. , Village Hall
Members present were Chairman Skjelbostad, LaGrow, Raguet, Meyers, Geiger
Schee and Emerson. Also present was Village Manager George C. Hite.
I. PUBLIC HEARINGS
A. Albin Uherka. Property Division. Section 13, Parcel 6500. The Village
Manager presented Mr. Uherka s request to divide his Timber Trail property
into two parcels, the smallest of which would have an area of 2.42 acres and
a frontage along Timber Trail of 317 feet. Mr. Uherka's house would be on
the smaller parcel . The large 17 acre parcel is to be sold. The Manager
noted that the Village intended to purchase both parcels at a future date
as part of the Anderson Lake Park acquisition program. He recommended that
the division be approved. Mr. Raguet moved that the Commission recommend to
the Council that it approve the proposed property division. Mr. Emerson
seconded. All voted aye. Motion carried.
II. RECOMMENDATIONS AND REPORTS
A. Edina ui ers nc. ro osal for Housing - Recreation Complex. Duck
Lake Trail. The Manager presented a staff report dated March 17, 1970 which
reviewed the proposal and recommended with certain qualifications that the
concept of clustering the normally permitted number of units on a portion of
property and utilizing the remainder for a golf course be approved. He futher
suggested that the Commission action on the proposal be deferred until such
time as the Minnetonka School District had had an opportunity to review and
comment on the proposal .
The Director of Business Affairs for the Minnetonka School District was
present and commented that the District was generally favorably exposed
to good quality multiple housing because of its property tax advantages.
He expressed concern about the proposal to develop private roadway systems
within the project because of the complications this sometimes created in
transporting pupils. He was given a copy of the staff report on the project
and asked to review and comment upon it.
The Manager suggested that Eden Prairie or Eden Prairie and Minnetonka combined
consider the possibility of utilizing the area devoted to golf in the Edina
Building Inc. proposal plus additional areas to the north have similar
characteristics as a site for a municipal golf course. A drawing indicating
how the Guide Plan might be revised to accommodate this proposal was presented
and discussed. A representative of Edina Building Inc. commented that they
were generally infavor of such a proposal .
The Commission deferred action on this proposal until the meeting of April 7,
1970.
B. George Mauer. Proposal for Industrial Zoning Co. Rd. 1. A staff report
dated -larch 17, 1970, was presented and reviewed. The report recommended no
action on the request until such time as the area planning study being con-
ducted in response to the request of Waste Management Inc. for a sanitary
landfill on a nearby site is completed.

0 Mr. Mauer said that he felt action could be taken on his request without
0 regard to the area study in that the four acre site was contiguous to
existing industrial development and had good access to County Road 1 . The
Manager noted that the study area encompassed all of the properties south
of Plying Cloud Drive and West of Knoll Drive and Homeward Hills Road, and
suggested that no action on any rezoning requests be taken within this area
until such time as the overall land use and thoroughfare system planning
study had-been completed.
The Commission deferred action on this request until its meeting of April 7th.
C. Land Mining Policy. Russell Marsh Mining Permits Request Baker Road.
The Manager reported that the Council had adopted the mining policy and mining
ordinance changes as recommended by the Commission. He also reported and
reviewed the Council action on the request of Russell Marsh for a mining permit
for his property located between Baker Road and Interstate 494.
D. Off Street Parkin2 and Loading Amendment to Zoning Ordinance. The Manager
reported that the Council hadadopted the Commissions recommendations for amend-
ments to the Zoning Ordinance adding provisions regulating off street parking
and loading facility location and design.
