MINUTES EDEN PRAIRIE PLANNING COMMISSION Tuesday, January 6, 1970 7:35 p.m., Village Hall Members present were Chairman 5kjelbostad, Hauser, LaGrow, Emerson, Raguet, Schee, Geiger, Wise and Nesbitt. Also present was Village Manager George C. Hite. I. ORGANIZATION Chairman Ska lbostad noted that the terms of Skjelbostad, Hauser, and LaGrow, expired on December 31 , 1969, and suggested that the selection of chairman, chairman protem, secretary, and the establishment of meeting dates and times for 1970 be deferred until appointments have been made. The rest of the Commission agreed with this proposal. II. PUBLIC HEARINGS A. ivision of Parcel 1620, Section 2. The Village Manager submitted and re- commen2ed the approval of the division. He noted that the 1�-2 acre parcel was proposed to be divided from the larger parcel to accomodate the home and other structures on the property. The small parcel would have about 180 feet of frontage along Rowland Road. He reminded the Commission that the division of any property resulting in a parcel of less than 5 acres required Council approval . Mr. Nesbitt moved that the Commission recommend to the Council that the proposed • division of Parcel 1620 Section 2 resulting in a smaller parcel of approximately 1312- acres be approved. Mr. Raguet seconded. All voted aye. Motion carried. B. Brecke Munier Pro ert - Section 26. Homeward Hills 'Addition. The Manager reviewed the Commission's previous actions on this proposed plat�_and submitted a new staff recommendation dated January 6, 1970. The staff report compared the new proposed plat and the proposal previously recommended by the Planning Commission. The report recommended that the plat as now proposed be rejected in that there were a number of variations between the new plat and the one recommended by the Commission. The Manager said that he supported the planners recommendations, but would also recommend that the Commission recommend to the Council that i division of land, resulting in a parcel of land at least �2- acre in size generally conforming to the location and shape of lot 5 block 1 of the proposed Homeward Hills Addition, be approved. He noted that such a division would permit Mr.Brecke, the subdivider, to achieve one of his objectives, nameley to permit a sale of the Munier home as a separate parcel . The parcel resulting from the recommended division would be connected to Homeward Hills Road through a private easement. When all of the property is at some later date subdivided, the parcel will become one of the ltts in the subdivision with access directly to a public street. It was noted that the proposed Homeward Hills plat would require a rezoning of the property from Rural to R1-13.5. Bob Robertson, engineer representing Mr. Brecke, was present and advised the Commission that Mr. Brecke was aware that he would • have to install lateral sanitary sewer in order to have dots less than 2 acre size. PLANNING COMMISSION MINUTES January 6, 1970 Page 2 Mr. LaGrow moved that the Planning Commission recommend to the Council that the proposed preliminary plat of Homeward Hills addition be denied for the reasons stated in the staff report dated January 6, 1970, Mr. Hauser seconded. All voted aye. Motion carried. Mr. Raguet moved that the Commission recommend to the Council that it a0prove a division of the Munier property which would result in'-a parcel of at least 2 acre in size generally conforming to the location and arrangement of Lot 5 Block 1 Homeward Hills Addition and connectdd to Homeward Hills Road through a private access easement. Mr. Emerson seconded. All voted aye. Motion carried. III. DISCUSSION A. Commission policy on Review Proceedures. The Manager recommended that the Commission establish a policy whereby persons seeking Commission recommendations would be advised that the Commission would consider their request only at regular Commission meetings. The recommended policy would also notify all prosepective applicants the Commission members do not desi.�e to be contacted individually about their proposals. Mr. Nesbitt moved that the Planning Commission adopt a policy that all developers or their planners submit their proposals to the entire Commission at the regular Commission meetings, and the individual Commission members are not to be contacted about these proposals at any time other than the regular meetings. Mr. Hauser • seconded the motion. All voted aye. Motion carried. Mr. LaGrow recommended that the Commission establish a special meeting for the purpose of futher discussion on guide lines and policy the Commission might establish relative to its proceedures. It was agreed that such a meeting should be held, but that it should await the new Commission appointments. The date for the special meeting would be established at the next regular meeting of the Commission. Meeting adjourned at 8:25 P.M. Respectifully submitted Norma Schee, Secretary
