A. Discussion of Draft Guide Plan Update
Bentley questioned Item E . Chapter 5 , Summary "Related Actions EAW"
for Guide Flan proposals . City Planner Enger expiained that an CAW
on the entire Guide Plan was being considered to preclude doing an EAW
on all projects, since the State Planning Agency and other agencies are
finding that is not accomplishing its purpose.
Bentley asked whether the School Board would review the Guide Plan
and whether school population figur;3s used were submitted by the School
Goard. The Planner responded that Chapter 1 contained two letters from
the Sch-ool District, and explained that the Guide flan contained prv,jected
school population figures , whereas the School bistrict compiles their fig-
ures on year to year basis through a computer system.

Lynch inquired about the validity of the estimated dates of completion.
The Planner responded that City Engineer Carl Jullie has worked closely
with the people at the County and State levels on these estimations.
Torjesen asked why a new alignment for 212 wag proposed, and whether upgradinq
Highway 5 wouldn' t be less expensive. The Planner explained that the pro-
posed action on Highway 212 has been the preferred alignment of the State for
20 years , and that the communities to the west of Eden Prairie are locked into
this alignment.
5d. PARKS/OPEN SPACE
Pg. 5-15, addition of page of graphics on Parks and Gpen Space
Status of the CASH PARK FEE was dis��ussed, and the Planner exalained that
the City Council has directed Bob Lambert, Director of Community Services ,
to draft an Ordinance addressing this issue.
5e. HOUSING
Pg. 5--18; TABLE 5-99 PROJECTED HOUSING UNITS : break low density into
two categories : a unit/acre single family
up to 3. 5 attached density transfer or P.U.D.
Addition of Transition area 1/2.5 acres .

para. 3.

5f. CAPITAL IMPROVEMENTS - FINANCE
Torjesen questioned the projections of water and sewer allocations on Pg . 5-25,
commenting that he felt that a demand was created by such projections . The
Planner responded that it was felt to be important to provide and plan for sewer
and water financing.
There was discussion on zoning available land left -in Eden Prairie.
Lynch left the meeting at 10:00 PM.
General discussion took place on the planning process and what the Guide
Plan I1pdate Cnuld 8CCMplich.

The following discussion and revisions for Chapter 5 took place:
5b. COMMUNITY SERVICES
Pg. 576; after Para. 4 ; Insert Sub Title "Community Based City Services"

Bentley questioned whetner services provided by the City through the various
activity centers would be economically feasible. The Planner responded that
when the City has rea, n-,1d that stage, the system will have been developed into
a more efficient method than presently.
Homeowner Associations as a means L.f maintaining open space, recreation areas
and other home associated type maintenance was discussed , and the change in
emphasis to City maintenance.

Mr. Hakon Torjesen, 6605 Rowland Road, inquired to r-hat extent there was community
support for the proposed trap-portation system. the Planner explained that through
neighborhood type meetings, there was considerable support.
Torjesen requested that a petition by Rowland Road home owners be included in
Chapter 7 of the Guide Plan, indicating their opposition to Item N. on P�g�S-1
connecting Baker Road and Rowland Road with a collector road br dgino 1-494.
