was late getting my article in because I came down with the Ru::sian
Flu. I know I heal it because I had this unbelivable thirst for vodka
on a flight between Minneapolis and Houston. I read an article about
kids in the suburbs miasing a plot of living which city kids are ex-
posed to because of the chemistry of being around more people. I'll
give some ideas in the sports section. Well, on to imT- tvements.
Everyone is aware of dogs; licensing for them; twenty-five dollars for
picking them up but who gets away with murder? Who is out during the
spring and summer killing emall ground birds? The common household
cat. Cat lover$, this spring it would be in improvement if you over-
fed your cat before you Iet iu out so it would not eat those cheerful,
colorful ground birds. Since many cats do not, last spring I saw three
cats carrying small, limp, little birds.

Tag and worked up to City Wide Tag. Living in the city, we could do
that. The rules were: say four kids on a side that the first teak
would get a three minute head start, then the chasers took off after

What does this have to do with city and suburb kids? Well, with the

in the city. Footnote: This year I hope Jim Guy and Dave Anderson

Government: It's interesting to noto that with the large increase in
the numbers of people in the Preser . 3, what effect we could have in

Lynch inquired if the revised plan would conform to the anticipated realigr!!ent
of Baker Road as was discussed during the rezoning process. The Planner replied
the church is providing sufficient right-of-way but the alignment is not*
in the County' s Five Year Improvement Plan.
Redpath asked where the church would keep their buses until a suitable on-site
facility is built. Pastor Cornelius responded the buses would be kept off site
until the proper wail and plantings are in place.
Lynch inquired if the existing residence would be retained. Pastor Cornelius
responded the home would be occupied by the caretaker.
Sundstrom inquired why recreational uses as depicted in the original approval
are not included. The Planner replied the building is considerably larger
than the one approved in 1976 and therefore the open space remaining has been
reduced.
Lynch asked if the revised site plan requires any variances. The Planner
replied negative.
Motion

Crosstown Baptist Church contingent upon the staff report of 5-18-78 and the
plans dated 5-11-78. Motion carried unanimously.

Dear Mr. Sorensen:
I am writing to you with regard to the proposed apartment
complex on Neill Lake Road, presently- before the Planning
Commission,
As a resident who has invested a substantial amount of money
in a single family detached home which would look directly
on to this rental apartment complex, I would like to state
• that I ant totally opposed to a rental and/or multi-family
complex going in across the street from sty homa. My objec-
tions to the plan are as follows:
1. 'There are many children in our residential nei hborhood
between the ages of 3 and 13 including my two Eughters
- ages 9 And 1. I believe that this type of rental apart-
ment building world create a substantial amount of
traffic on our residential street, thusly jeopardizing
the general welfare of our children.
2. The plan is a change in the original proposed use of the
land, which was owner--occupied condominiums, to rental
apartments .
3. The rental apartment complex with the substantial amount
of blacktopped parking area and the large massing of one
-� structure would create a tremendous amount of potential
pollution to the lake and the ground water sys teas.

6. I would suggest that you talk to people who live in
single family detached homes were there are multi. -family
rental apartment complexes adjacent to their property and
see what their opinions are with regard to living next
door to or across the street from renal apartment

Since the developer and the various builders have nany months
to plan and organize their presentation and have the financial
resources to produce the documents that would support their
position, and the Planning Commission has the staff of Eden
Prairie to evaluate the developer 's and builders' plans and
give their analysis and opinions to the Commission, you m%Wt
see the inequity that exists here. The residents -- beln . I
fragmented group -- are only aware of projects of this t) ;• � n
their final stages and not having any financial resources
available to them as an organization because no organization
exists, they must first organize themselves to levy the
membership of the organization for a pooling of financial
resources and then hire somebody to analyze the documents that
were produced by the staff of Eden Prairie and the developer
and builders, formulate their objections in presentation form,
and then present these in an articulate concise manner to the
Planning Commission. This takes a great deal of time and
effort on the part of the residents , and we feel that we should
have as much time as the developer, builders, and staff of
Eden Prairie have had to produce their case.
Since the above is rarely possible, the citizens must look to
their elected and appointed officials to exercise their own
good judgment in not only protecting the environment and
stimulating growth in the community, but also in representing
their constituents . I would ask that you apply the "prudent
Person rule" to your decision with regard to voting "yes" or
'no" on the Neill Lake Road rental apartment complex. By
using this rule, you would have to put yourself in the position
of the resident who has purchased a home directly across the
street from the proposed project, and who has invested well
over $70,000. If you were that individual, would you then
vote "yes" for a rental apartment complex across the ,street
from your home? Or would your vote more likely be "no"'?
