I. APPROVAL OF AGENDA
McCulloch moved, Levitt seconded,to approve the agenda as submitted.
Notion carried unanimously.
II . MINUTES OF THE APRIL 10, 1978 MEETING
Retterath moved, Levitt seconded, to approve the minutes as submitted.
- Notion carried 3:0: 1 with McCulloch abstaining.

1. Sundstrom reported he attended the Council Meeting of April 18
where at zhe Council referred the Prairie East Additions back to the
Planning Commission.

IV. REPORTS AND RECOMMENDATIONS
A. Prairie East 4th b 6th Additions , request by Hustad' s for rezoning
from Rural to R1-13.5 and preliminary plat approval for 74 lots and
52 lots respectively. A continued public hearing .

that the Commission continue the 4th b6th Additions to May 8th when all the
"dditions will be before the Commission as a public hearing.
Motion:
McCulloch moved, Retterath seconded, to continue the 4th A6th Additions to
the May 8th meeting. Motion carried unanimously.
6. Hillsborough b Nil 1 sborouh Second, request by The Preserve i=or PUD
approve for single famiry, rezoning from Rural to R1-13.5 and preliminary
plat approval for 149 lots. The sites are located South of Co. Rd . 1 ,
vW west and east of Homeward Hills Road. A public hearing.
The Planner reported a revised plat was presented to the Council , and the Council
referred the revised plaL to the Commission for review. He added the item will
be back to the City Council on May 160. The Planner informed the Commission
Hillsborough First meets all requirements of the ordinance and has a density of
1.65 units/acre; Hillsborough Sv:ond has been revised from 115 lots down to 112
lots , 31 % of the lots are below 13,500 square feet instead of 54%, and the
staff is recommending lot size and setback variances based upon the open space
dedication.
Mr. Hess , The Preserve, outlined the realigned access to Hoo*m rd Hills Road and
identified the lots in the Second Addition-which are below 13,500 square feet in size.

aLevitt inquired if the proponents are receiving a reduced cash park fee for
the open space dedication. The Planner replied the open space dedication is
the trade-off for density. and full cash park fee will be reaui red of both
additions.
Levs ;;t asked what types of houses are anticipated. Mr. Hess replied they would
be similar to Garrison Forest.
Sundstrom asked what plans the proponent's had for outlot A had it not been given �
as open space. Mr. Hess replied it may have been proposed as townhouses. .'

Sundstrom inquired how close houses would be to the NSP easement. Mr. Hess
responded all building pads cari and roust be located outside of the 125 foot
easement.
Levitt asked if the variances are necessary for the Second Addition being
the lots are quite large. Mr. Hess Mated the variances are requested to allow
flexibility ;n locating houses and to accommodate larger house designs.
Sundstrom asked it the proponent agrees with the staff report. Mr. Hess
replied affirmative.
Sundstrom asked if anyone in the audience had questions or comments.
None were raised.

Second Levitt moved, Retterath seconded, to recommend to the City Council approval of
the PUO for Hillsborough Second which would allow density tradeoff for an
overall gross density of 1.87 u /acre to a net density of 2. 10u/a with lot size
and sideyard setback and frontage variances. !lotion carried unanimously.
Motion 5:
Levitt proved, Retterath seconded, to recommend to the City Council approval of
the rezoning from Rural to R1-13. 5 with lot size, sideyard setback and frontage
variances based upon the staff reports of April 19 b Jan. 18, 1978. Motion
carried unanimously.

Levitt roved, Retterath seconded, to recommend to the City Council approval of the
preliminary plat dated April 13, 1978 contingent upon staff report rectamiendations
of Jan.18 and April 19, 1978. Motion carried unanimously.

C. COR Investment Revised, request for PUD approval for office K multiple,
rezoning from Planned Study to Office and R14 6.5 and preliminary plat
approval for 1 apartment site, 48 duplexes, and 1 office site. -A public
hearing.
The Planner informed the Commission the Council referred the project back to
the Planning Commission and will be back to the Council or. May 2nd. He
reviewed the plan for 1 apartment site, 1 office site, and 48 duplexes, and
stated the cawrcial sites have been eliminated. He added that the project
Mould have to submit buffering and screening plans to be approved by the
staff. He added the Parks, Recreation and Natural Resources Commission
has reviewed the revised plans and recommends a eight foot wide trail along
Co.Rd. 4.
Sundstrom inquired if the proponent concurs with the staff report. Mr. Bruce
Knutson, Bruce Knutson Arch i tectstrepl i ed affirmative.
Sundstrom then asked why rezoning is not requested on the apartment site.
N r. Knutson replied they have no immediate user at this time.
Sundstram inquired why the proponent had not submitted gradinq plans. Mr. Knutson
replied they vented confirmation on uses proposed prior to investing in the
cost of such plans.
NeCulloch asked how high the office building would be. Knutson replied two
stories.
Sundstrom asked how soon construction would begin. Knutson replied as soon as
approval is received From the City. He added they have already received access
approval frow the County Highway Department.
Levitt inquired how many units Ym;iy be in the apartment building. Knutson
estimated 48 units with underground parking.
Sundstrom asked if anyone in the audience had questions or Comments. None

D. Darkenwald Duplexes, request by Darkenwald Real Estate for rezoning from
Rural to RM 6.5 for 52 duplex units and from Rural to R1-13.5 for 2 existing
single family lots, and preliminary plat approval . The site is located
west of Preserve Boulevard and South of Franlo Road. A public hearing.
The Planner identified the site as being Kest of Windslope, South of Franlo Road,
and West of Preserve Boulevard. He stated the staff is recommending a sidewalk
o" the wwst side of Prese��e Boulevard be constructed at the time of project
construction. He then outlined the fallowing two .concerns the staff has with
the project: 1. Storm water drainage is proposed overland and across
lot lines. ( staff suggests catch basins and storm water
system) , and
2. Condition of Franlo Road should be upgraded.
Bruce Knutson, Bruce Knutson Arch. , stated they feel the overland drainage,
with additional grading, will be adequate for the project.
Levitt asked for the proposed density of the project. Knutson estimated over
3 units/ acre.
Sundstrom inquired if the proponent agrees with the staff reports. Knutson
replied they do except for the need for a storm water system other than overland
drainage.
Gil Darkenwald, Darkenwald Real Estate, stated the land does not have a drainage
problem now: , and believed a storm water pipe of 24 inches could not accommodate
the flowage that the overland drainage can. Darkenwald also stated he believes
Franlo Road is in excellent condition and the property owners do not favor any
improvements,
McCulloch suggested additional studying on the drainage problems
be done by the City staff and proponent to arrive at a satisfactory solution.
Penelope !Needham , 86 85 Westwind Drive, stated she would prefer to see the
site developed as single family.
Motion Levitt moved , Retterath seconded, to continue the public hearing to M,y 8th
for resolution of the storm sewer plans , grading plans , and for a more definitive
report from the City Engineer. Motion carriel. unanimously.
E. OIXMic Hills Outlot B request from Olympic Hills Corporation for
rezoning from RM 2.5 to RN 6.5 for 2.3 acres and preliminary plat approval
for 1 four-plea. lot and 2 duplex lots. Site is located southwest of
Olympic Hills First Addition. A public hearing.
The Planner stated original approval for the site. was for a 49 unit luxury
apartment building with undergro>>nd garage.
Bruce Knutson,6ruce Knutson Arch. , outlined the location of the project,
the uses Proposed, access proposed , and stated the outlot proposed to the west
Mould accommodate buffering anti a cart path. He requested the road not be
upgraded to city standards at this time , rather it could. be improved to
provide access for the two ados`<^AsI lots and remain in Olympic Hills
ownership and maintenance.

Sundstrom asked if the proponents had an overall development Plan for t-.e
Knutson replied the Fifth Addition is the last
of the outlots to be developed.
Don McGlynn, Olympic Hills Corp. , stated they may be entering into a land
trade with The Preserve in an attempt to redesign the 14th hole as it is under-
water a considerably aw-ount of time, but that they do not intend to reduce the
size of the golf course for more develement.
Sundstrom stated " detailed topographic information should have been provided
on this project.
McCulloch asked if the proponents agree with the staff report. Knutson replied
they do except for the construction of the road to city standards, they are
willing to dedicate the needed right-of-way.
The Planner felt if the road is not constructed to city standards , but dedicated
to a 60 foot ROW .that such should be mentioned in the covenants so that individuals
are not 'surprised' in the future.
Sundstrom asked if anyone in tha audience had questions or comments. None
were raised.
Sundstrom asked if the land of the 14th hole would be developed if a land trade
is accomplished. Mr. McGlyn replied the lard would not as it is unsuitable for
building. .
Sundstrom then asked if the proponents are requesting any variances. Knutson
replied negative.

acres into 20 lots. The site is located north of Pioneer Trail and west
of Olympic Hills Golf Course. A public hearing.
The Planner outlined the location of the project and referred the Co missies+
to the letter received today from the Hennepin County Highway Department, dated
April 21, 1978, in which they request the access road be aligned to Bennett Place
on the South sideof Pioneer Trail .
The Planner stated the cul-de-sac proposed in the plat is approximately 1700 feet
long, but if access is worked-out with the property owner to the crest it could
be a through street. The Planner did not favor having a single long cul -de-sac
as it limits access to the project to only one point. He suggested either a land
acquisition ( 12-30 ft) from Mr. Welter to the west, or placement of the access
to the east approximately 150 feet could solve the access problems for the
Fifth Addition .
Mr. Ray Welter, Sr. ,11320 Pioneer Trail , (property owner to the west) , stated
his preliminary- development plans for his property will not, work
with Olympic Hills Fifth access road, instead he anticipates getting access
further nest near the creek.
The Planner asked if Mr. Welter had a permit for access from Hennpepin County.
W. Welter replied negative.
Mike Sutton, 11341 Pioneer Trail . (property owner i r. _SouthwEst corner of Bennett
and Co.P.d.l) , stated Bennett place has been a platted intersection with Co.Rd. l
since 1912 and requested the Fifth Addition align their access to the platted
Bennett Place.
Mike Adams, 9720 Franlo Road, (associated with Olympic Hills Corporation) .stated
Nor, Welter i s. not interested in selling a sliver of his property to accowenda to
the access the staff and county are requesting.
Sundstro. felt the- intersection alignment and storm water system should be
resolved prior to Commission action.
Levitt believed the County letter is clear, no aligned intersection, no permit.
Mr. Adams replied they are willing to work with property owners, but if resolution
is not possible they . • desire to proceed with their plat as proposed.

The Planner suggested the item be referred back to the City Staff, oroperty
owners, proponent , and County in an attemot to resolve the accesc and drainage
so that all four quadrants are served equitably.
Mr. Adams replied they prefer the Commission take action tonight.

unanimously.
V. PETTTIUNS AND REQUESTS
A. Norman Addition, by Norman Clark and Dirlam Properties. Request for reToning
from Rural to R-13.5 and preliminary plat approval of 6. 5 acres into 13 lots.
The site is located South of Duck Lake Trail at 18061 Duck Lake Trail .
A public hearing.
® The Planner located the project site west of Sterling Field , North of Hidden
Ponds Y , and South of Edenborough and Duck Lake Trail . He stated the request
does not include variances from the ordinance and the staff was unable to
complete a staff report due to drainage problems which have not been resolved.
Dennis Diriam, Dirlam Properties , stated they would continue to work with the
staff to solve the drainage problems. He stated the 11 lots to be platted would
be sold to builders or individuals aaJ 2 (lots 5&6) would be kept by Mr. Cld rk.
He added the road location follows existing utilities and the lots are similar
in size to the Edenborough and Hidden POnds Additions, but are smaller than
Sterling Field.
Bob Rylance, 7063 Park View Lane, ask�d for the elevations of lot 3,block 2 and
the pond to the west of the proposed plat. Mr. Dirlam stated the lot has a
low spot at 901.8 and the pond is about 898. Mr. Rylance believed alot of fill
would be necessary to make some of the lots buildable because they are under water
after heavy rains. Mr. Dirlam replied the storm grater system would alleviate
present drainage problems.
Kay Frick 17954 Evenston Road, stated the area of some of the lots has been
a natural swamp for many years. She expressed opposition to having Evenston Road
continued to Duck Lake Trail and thepossibil ity of additional people using
Sterling Field's park area•
Irene Iverson,17971 Evenston Road, read a petition from the neighborhood.

Warren Meyer, 6980 Loralee Lane, expressed concern about Fvenston Road being
continued through and the additional traffic that would be funneled through
Sterlina Field.
Jane Meyer,6980 Loralee Lane , expressed concern about the safety of the
intersection of Loralee and Evenston = and the additional traffic that would
occur if Evenston is connected to Duck take Trail .
Notion:
Levitt moved, Retterath seconded , to continue the public hearing on Norman
Addition to May 8th for a staff report. Motion carried unanimously.

1. Sundstrom inquired why the staff is_ recommencing sidewalks instead of
pathways.
The Planner replied the staff is recommending more traditional sidewalks
due to the lack of homeowner associations.
