II . MINUTES OF THE MARCH 13 , 1978 MEETING ----- -
P. 5 , add P at bottom - The Planning Commission discussed the
availability of sewer on certain sites vs . open land not yet planned
for sewer.
Bearman moved, Lynch seconded , to recommed approval of the minutes as
submitted and corrected. Motion carried 5 :0: 1 with Retterath abstaining.

General discussion took place regarding present day decisions that alter
past years of planning.
IV. REPORTS AND RECOMMENDATIONS
Raven Rid e , tdenvale Inc. , request for rezoning and platti.ig of
appr�oximat:ely 14 acres for 22 single family and 24 townhouses. The
site is located on Outlot V. Edenvale 3r•d Addition , east of Hipp ' s
Cedar Point Townhouses. A continued public hearing.
The Planner informed the Commission Mr. Peterson is unable to attend the meeting
this evening, but he has conveyed his concurrence with the staff report dated
March 16 , 1978 . The Planner stated the request is for less density than originally
approved on this site which was approximately 6 units/acre.
Pette rath inquired how many lots are proposed less than 13,500 square feet .
The Planner was unsure of the exact number, but stated the average lot size is
15 ,500 square feet.
Sundstrom inquired what the single family portion density, and overall project
density are. The Planner replied the single family is 2.6units/acre and the
overall density is about 3.05 units/acre.
Sundstrom asked if anyone in the audience had questions or comments. None raised.

Redpath moved, Retterath seconded , to cloc-P the pudic hearing on Raven Ridge
preliminary plat. Motion carried upaniiaously.

Redpath moved, Retterath seconded , to recommend to the City Council approval cf
the rezoning request from Rural to R1--13. 5 and RM 6.5 based upon the staff report
dated 3/16/78 and the Engineer's recommendations of 3/17/78. Motion carried

Mr. Putnam, Hustad Developmert Corp6ration , presented slides and discussed Hustad' s
and other related investors Bluff Country 1 ,000+ acre area . He stated
the first three additions of Prairie East have homes constructed in excess of
$60 ,000 , and the need exists for additional lots .
He reviewed the additions locations , density , Guide Plan designation , previol!s
approved and unapproved concepts, present requests , park sites , setbacks requested ,
approximate lot sizes , and transportation systems .
Mr. Putnam objected to the st.aff'' s recommending Hustads supply parkland , improve-
ments to nArkc ; plus full cash in lieu of land payment.
Mr. Putnam believed piping and improvement of swales would correct the drainage
problems the existing single family homes are experiencing.
Putnam stated the setbacks are mandatory in some of the additions to accommodate
the homes that the builders build. He felt- reduction in tf� number of lots to
meet lot size and setback standards would increase the cost of the lots $1 ,000-2,000.
Redpath believed if the proponent is not- willing to create a- 8-10 acre usable
park site , then his reccx::w^143tWil last week oa the neighborhnod park site may
be reconsidered.
The Planner stated the Planning and Recreation Departments'staff is concerned that
the proposed 700-900 un; cs north of Co. Rd. Lon small lots, would leave very little
area for recreation except for the storm pond areas which are not totally usable.
he believed usable ;:ark land does not include,,, storr. ponds , wooded areas . steep
slopes , etc. , but instead some relatively flat land that can economically be
developed for field uses.
Redpath did not feel Hustad's have an overall PUD like Edenvale and The Preserve,
yet they are expecting PUD criteria be applied without sufficient tradeoffs.
Beaman inquired how many people may live in the Prairie East Additions 1-9 .

20:-25 acres in size , serving a 401 mile radius accor►nrodates approximately
4,000-5 ,000 people. .
McCulloch did not believe Hustad's park commitments outlined in Res. 762 have
been umt.

report , but may desire the private roams :Je only 28 feet pride . Ue did not
agree with the County' s request for additional setback from Co. Rd. 18 ,
instead it coUld be bermed and landscaped to provide buffering. He did not
feel the project would be econcmically feasible if additional right-of-way
is required and units are lost.
Redpath believed the park. ;ssie should be resolved prior to commission action .
Lynch concurred adding other items than park seem to be unresolved.
fir. Keeler , 10021 Laurel Drive ,stated there would he little usable open
area around the storm �ponds unless Lhey are filled . He preferred 1 : arger
usable park than two small unusable parks avolind storm ponds which would getter
operate as open space between the multiple and single family.
John Moore , 10081 Laurel Drive , asked who would develop the Storm pond areas
and when. Mr. Putnam responded they intend to redesign the pond location and
shape , then seed and sod the area. Moore inquired if the developer or city
is responsible if the storm ponds cause wet basements . Mr. Sundstrcm replied
that is not a decision for the Planning Conr�i ss i or to make.

Laurel Drive still has not been cleaned-up, and hoped the city would not give
any more project approvals until the pond is cleaned-up and park commitments
are met.
Mr. Ted Finholt , 10010 Pioneer Trail , sLdted the 4. 5 acres Hustad may purchase
from him was to be used as a ponding area not for active recreational sises
as are being discussed tonight. lie belz�ive-d the ponding area is needed to store
water from the many homes that will be built.
Susan Shert , 10101 laurel Drive , inquired if all run-off,, frnm the 7th Addition
on south , would erentual l v end-up in the pond by Fi nhoi is . The Planner
responded affirmative, adding various delays of culverts and other ponds will
delay the runoff before it arrives in the southern most holding pond.
Mr. Kurland inquired if the residents could attend meetings between the developer
and proponent to keep abreastof decisions made.
McCulloch responded all information from such metings would be bror.wffit to the
public Commission meeting and all decisions are made at the public meeting.
Putnam stated he would notify residents of meeting with the staff.

Redpath moved, McCulloch seconded , to continue the Prairie East Additions 4-9
to the April loth meeting,, for resolution between the proponent and staff rat

D. Ban Con , request for building design approval for owner occupied
townhouses on the 'Ridgewood South' site Zoned RM 2.5
The Planner stated the site is zoned RM 2.5 for multiple uses, and the present
request is considerably less dense than the original approval . He added the
project would be landscaped according to Ord. 178.
Hans Hagen , Ban-Con , presented a diagram of the project and reviewed the
unit type , circulation and open space. He felt the staff report accurately
reflected the background and present request. He stated the previous proposal
was for 160 units , 33 feet high; and the present request is for 70 units ,
23 b 32 feet high. He outlined the location for a berm between the units
and Neill Lake Road.and stated the roofs would be hand split cedar shakes with
varied roof lines.
Retterath inquired what the single family across the street would see of the
project. Hans Hagen stated they may see the upper -� of the garages .
Redpath believed the present proposal is an improvement over the preivous
proposal and request.
Levitt asked how the open areas would he treated. Mr. Hagen replied the areas
would be left natural and would be common ground .
Retterath asked whatdominant tree species occur on the site. Mr. Bess , The
Preserve . responded Basswood.
Qvnch inquired if the internal road pronnsed could accommodate fire and safety
vehicles. The Planner replied Fie would check .
Bob Carlson , 9061 Neill Lake Road, Stated he would like Ua proponent to provide
sight distance plcns to allow the residents to review what they will. see from
their homes .
Tom Bach , 9051 Neill Lake Roo.. , stated he does not want to- see the top of the
project, a berm or the parking lot_ He requested the proponent submit sight
distances and a ir-Ael .
Sundstrom inquired what process would be foll :jwed after the Planning Commission ' s
recommendation on the building design. The Planner replied the proponent does E
not have to receive Council approval , and may apply for a building permit.
Mr. Carlson suggested the garages be placed on the apposite side of the street ,
not facing Neill Lake Road and the sinnle family ,cross Neill Lake Road. _
Mr. Redpath reminded the residents multiple family Zoning has been designated
for this site since 19,'3.

The Planner infurmed the Commission Mr. Peterson has met with surrounding
residents and is considering proposing the slap as single far-lily He suggested
the Planning Commission continue the public hearing to April loth for a staff
report if revised plans are submitted in ample time. McCulloch moved, Lvnch secpnded
to continue the public hearing to April 10th. Motion carried unanimously.
S. Bachman-Anderson Center, request by Bachman-Anderson , Inc , for rezoning
rom Rural to Office for approximately 12 acres located north of Anderson
Lakes and South of I-494
The Planner informed the Commission the proponents have been working with City
staff since the first of the year and aspects of the project have been worked- out,
brit in developing the staff report errors were discovered in the submitted grading
plan and is now being redrafted.
Larry Cramer, construction contractor, stated Bachman-Anderson is an incarperated
insurance broker and the second largest independent insurance broker in. Minnesota.
He outlined the building locations studied and the building location proposed.
Doug Baird , Douglas A. Baird Architects , presented slides of the office site
location artd sight line views from surrounding areas , the existing vegetAtion ,
and the area they intend to leave as natural adjacent to Andersen Lakes .
He stated the first phase parking would be on-grade , and the second phase of
parking is expected to be deck parkinn.
Lynch inquired if the Parks , Recreation and Natural Resources Commission has
reviewed the proposal . The Planner replied they would be reviewing it next
Monday.
The Planner then stated the proposal meets and exceeds setbacks from Anderson
Lakes as the proponents are dedicating up to the 840 contour + 50 `eet , and
also designating areas as scenic easement ,
McCulloch asked when the second phase of building is anticipated. Mr. Cramer
estimated in 2-3 years.
Levitt asked how large .he first phase building would be. Mr. Cramer stated
50,000 square feet, 3 stories.
Levitt then asked if the 500 space parking is for the first prase, or for the
.total project. Mr. Dave Weir. Weir_rrantar , replied it v:ould be con to4a;
parking spaces, and it does meet City ordinance requirements.
McCulloch asked if any neighborhood meet;ngs had been conducted yet. Mr. Baird
replied negative. _
Richard Sampson , 8048 Ensign Road , expressed concern about traffic congestion
on West lgth Street , runoff to the lake , visibility of the building. and parking
from the Ensign- Road Area, and believed the development proposed is too dense
for the site.

-- . Lake use restrictions. Mr. Samson replied they have no formal restrictions
on lake use , but feel most residents cooperate with sensitive use of the lake.
Lynch asked if an EAW would be necessary. The Planner Y*pl ied negative as the
project has 1300 feet of shoreland, not 1500 feet which would require a mandatory
EAW.
Mrs. Mikelson , 8049 Ensign Road, felt an EAW should be completed on the
project.
The Planner stated after the grading plan has been resubmitted, the City staff
would do a comprehensive staff report w1n.i ch will include many of the items
contained in an EAW , and that the City staff is very contern`d about sensitive
treatment of the lake.
Dale Hubred , 8056 Ensign Road, expressed opposition to this development as
it is not consiste*.I. with the single family existing.
The Planner stated the present proposal has less impact upon the lake than the
previous condominium proposal for 100 units He believed the proponents would be
as good of neighbors to the lake as Gelco has been.
Mrs. Olson , 8016 Ensign Road, expressed opposition as the building would be
inconsistent with the singe family, and complained that traffic improve!!Pnts
promised when Gelco was built have not materialized and that more traffic would
be dangerous .
Lynch inquired if the Ensign Road residents have requested road improvements from
Bloomington. They responded affirmative.
Mr. Sampson stated that dead-ending Ensign Road is a possibility the proponents
should be aware of.
Bud Belk , 8116 Ensign Road, stated 35 of the 36 residents of the Ensign Road
Area signed a petition against office devel opmPnt next to them in Bloomington ,, and
believes the same will oppose this office development in Eden Prairie .
Mrs. Olson suggested the site be developed in dipplexes .

meeting for a staff report if grading plans are submitted in time. Motion carried
