APPROVAL OF AGIENDA Redpath move , Scree seconded to add Harlan Pe rbix 's 11-25-77 memo under Old Business and to approve the agenda as submitted and amended. Motion carried Unanimously. II . MINUTES OF THE NOVEMBER 14 , 1977 MEETING Redpath moved, McCulloch seconded, to approve the minutes as submitted. Lotion carried 3:0:2 with Retterath and Schee abstaining. III . MEMBERS REPORTS Chairman Sundstron, 1. Sundstrom on behalf of the Planning Commission and past Planning Commission members , extended thanks and appreciation for Dick Putnam' s contributions over the past years. In recognition of his service and assistance, the Commission presented him with an engraved silver cup. Mr. Putnam thanked the Commission for the cup and stated he has thoroughly enjoyed his years with the City and the Commissions. i IV. REPORTS AND RECOMMENDATICNS A. NYgren Plat , request to preliminary plat a 8 lot subdivision approved in 1976 but never final platted. The area is zoned R1-13.5 and located South of Hidden Ponds and Valley View Road. A public hearing. The planner referred the Commission to the Nov. 17, 1977 update memo and the original staff report of 7-22-76 . He stated the site is zoned for residential and and the staff is recommending approval of the plat as it conforms to the previous approved plat. M1ot i on- dpath moved , Retterath seconded , to close the public hearing and to reca end to the City Council approval of the Nygren Estates preliminary plat 7-9-76. Motion carried unanimously. B. COR Investment Comp, request to prelimnary plat and rezone from aural to RM 6.5 and Co=nunity Commercial approximately• 19 ' acres in the Southwest corner of Co. Rd. 4 and T.N. 5 for duplexes (46 units ) and 4 commercial lots. A public hearing. The planner informed the Commission the City Staff is still negotiating with the project planner, Mr. Knutson, in an effort to achieve the best transportation and land uses `or the site& todate no staff report has been cmnpleted. Mr. Bruce Knutson ,Bruce Knutson Architects, stated they are proposing 4 commercial lots with access off a frontage road 23 duplexes with access from Co. Rd. 4 and � a buffer between the commercial and duplexes. iie added they intend to construct a bikeway along Co. Rd. 4. Mr. Knutson stated he has talked with SuperAmerica relatiVe to a joint zoning application to rezone the gas station site to Highway Commercial along with the COR request, but has not received positive response todate. r He added he has also talked to the Morans &Miller Construction and has not received t any objections. , &Wrowd Planning Commission Minutes . -2- Nov. 28,1977 Sundst--m asked how close duplex lot # 14 is to TN S. Mr. Knutson stated the lot is setback 50' from the ROW and the lot's depth is 150 feet. The planner stated the '68 Guide Plan depicts this site as Commercial at the present gas station site, and the surrounding area as Multiple. He stated Rieke-Carrol- Muller is presently conducting a study -on sanitary sewer plan for the area and corresponding road system. The planner believed 4 fast food restaurants if built, would produce traffic • preblemis at this intersection. Mr. Knutson stated they have a couple restaurants interested in sites and the other uses may be bank branches, etc. Redpath expressed concern that 4 fast food uses would produce traffic problems similar to Highway 7 and TH 101 and that a right-in/right-out would be the minimum improvement necessary. . The planner stated the proponent has not requested a full access on TH 59 1250' west of 4/5 intersection., but the staff is investigating the possibility with the highway department. He felt the 3 vital questions are: should there be comnerci al ?, how much commercial L and how should the site be served? McCulloch expressed concern that the intersection presently has traffic problems and the proposed plat by COR would create adds tioi:a; problems. ® Sundstroim questiored why commercial uses are not located behind the present gas station and not along TH S. M r. Knutson responded in previous discussion with City Staff it was felt commercial would not be appropriate along Co. Rd. 4 as it is residential in character. Retterath felt the cum i erci al uses proposed would be more appropriate in the MCA. Schee concurred. Sundstrom asked if and In the audience had questions or copy, nts. Pr. Putnam, 3045 Casco Piont Road, Mound, stated 1 intent of the 4/5 Study was to"down- play" commercial because of the traffic problems . In addition he felt the odors treated by fast food centers mould be offensive to the nearby residential if not controlled properly. He added the main intent again is to be low and moderate income persons. The Planner , Schee felt, since the school site is established at Round Lake , the Valley View Road bikeway would be appropriate as a' means to get Bri arhi l l res i jents and others to the school for activities. McCulloch suggested the road underpass at Valley View Road. Aetterath suggested an overpass on Schooner Boulevard from Preserve Boulevard Which would assist Winds 1 ope residents , Muriel Humphrey resdi ents , and others to gain access to the Shopping Center. i The Planner thanked the Commission for their input and stated the staff would be notifying groups, organizations , etc. , about the upcoming public hearing on the funding Dec. 12th at which a County representative would be present. D. Pi l lsbur Company Rezoni--ng : consideration of rezoning of the Pillsbury site, The Preserve, back to Rural . Sundstrom inquired if Pillsbury had requested such a rezoning. The planner replied negative; the request came from the City Attorney. OLD BUSINESS 1. un strom referred the Commission to the 11-25-77 memo from the City Attorney regarding rezoning agreements as requested by the Commission. Brief discussion took: place regarding agreements and procedures. VI . NEW BUSINESS 1. un strromm infom*d the Commission the regularly scheduled mmmeeting of Dec. 25, 1977 falls on a holiday and inquired if the Commission wishes to cancel said meeting. PLANNER'S REPORT TO' c errad the comission to the MnC lette-r received today in miich an ad hoc committee is suggested to study the airport MAC Ord. 51. He suggested members interested , or knowing of someone interested, should contact the City Council relative to serving on the committee. Schee stated she Mould be interested in serving.
