'the Planner asked that two items Smetana Lake Area Planning and an Elderly
Project in FICA be added under Planner's Report time permitting.
Lynch. moved, Retterath seconded, to place the two above items under Planner's
Report. Motion carried unanimously.
II. MINUTES OF THE SEPTEMBER 12, 1977 FETING
P.S,B! should read-Lynch voted nay because he believes the previous Plannint
Commission action 1-)uld stand and this type of negotiation should be
accomplished by the Council if the petitioner dots net want to submit
a revised plat in the routine wanner.
Retterath moved, Lynch seconded, to approve the minutes as written and correi:ted•
Motion carried 3:0: 1 with Bearman abstaining.

i. Sunndstrom announced he would be unable to attend the upcoming Commission
Meeting of October 10, 1977.

A. Olympic Hilts 3rd $ 4th Additions 9 by Olympic Hills Co ration- Request for
rezoning from Rural to R1-13.5 and preliminary plat approval . The sites
are located north of the NW corner of Franlo Road and Plonser Trail. A
continued public hearing.
b. Olympic Hills South, by Michael Adams. Request to reame from Rural to
R1-13.5 and preliminary plat :approximately 3.S acres into 8 lots. MW

ltuntson Architects , presented the two projects simul -
taneously ( 3rd Additi-on 6 4th Addition (includrs previous Olympic
Hills South ) ) . He stated the plat was revised after discussions •it%
the City and County . As requested by the County, the lots off of
Co . Rd . 1 have, only i access . He informed the Commission the private
road :serving the two lots has been redesigned as a private drive ( s ) .

Retterath asked how long the private drive would be. Knutson replied approx-
�tely 120 feet.

Retterath asked if all the lots meet the requirements of Ord. 135. Knutso,i stated
the project would require a frontage variance for lots 4 and 7 in the 4th Addition .
Retterath inquired how many units/acre are proposed . Knutson replied 1.97 u/acre.
Beaman inquired :r the slicing problems still existed as previously discussed.
na planner felt they did, but -Olympic H111s Corporation is satisfied with the
design and it will be their responsibility.
Mr. McGlynn, Olympic Hills Corn. , stated they would install additional plant material
if necessary between the course and the lots
Bearman questioned it the City would be liable for accidents resulting from inter- i
action of driveway travAlers and golfers.
)►like Adams stated similar cases have been brought to court, but outcomes do not
indicate that the City would be liable. He felt individuals living on the lots
near the tees and greens would most likely be club members and aware of the problems .

Bearman moved, Lynch seconded, to close the public hearing on the Olympic Hills
3rd & 4th Additions . Motion carried unanimously.

Barman moved, Lynch seconded, to recommend approval of the rezoning from Rural to
R1-13.5 for Olympic Hills 3rd and 4th Additions as per the revised plat 9-20-77.
Motion carried unanimously.

4th Additions preliminary plats contingent upor. : the staff reports of 9-22-77 ,
b 15-77, Engineering Department approval of road systems with particular attention
to lots 1,2,Q & 6, 3rd Addition, and the City Attorney's opinion. Motion carried i

C. Crosstown Park, by Richard Anderson. Request to rezone from Rural to I-2 Park
and preliminary plat 28 acres into 6 lots. The site is located south of U5. 169%
212/Co. Rd. 18 interchange. A continued public hearing.
the planner referred the Commission to the September 20 and 21 letters regarding
the EAIi for the project. He stated Mr. Cardarelle is presently working with the
staff in preparing the EAR: and he recommends the Commission continue the public
bearing to the Oct. loth meeting.
Mr. Cardarelle, Cardarelle € Asso. , stated the }proponent would like to proceed
as quickly as possible with the review.

D. Planned Study Districts in the Southeast,Southwest and Northeast corners
of Co. Rd. 4 and ;.H.S.
The planner informed the Commission the areas in question were placed in Planned
Study by the Council May of 1976, there:ore the Planned Study designations langpj
AL
May of 1977. Ht suggested the Commission recommend the a--eas be placed back into
Planned Study for one more year until the Guide Plan Update is comp'nte. He then
referred the Commission to the letter from Kamstra Communication , Inc. , and Fuller
Labs regarding their affected properties.
Bearman asked if the City has any application on file for development in these
quadrants. The Planner replied discussionshave taken place, but no applications filed.
Motion:
Lynch moved, Bearman seconded, to recommend rezoning back into Planned Study for
the areas around toe Co. Rd. 4/TH S intersection, that were zoned to Planned Study
in May of 1976 and lapsed May 197/7, for a period of one year or at time of Guide
Plan Update completion which ever occurs first . Motion c.�. ried unaiimously.
E. Guide Plan (Update. Discussion
The planner informed the Commission the City staff is working on the Housing, Finance
and Utility Sections He stated Guide Plan meetings would be starting after the
School Bond vote.
Bearman questioned what reasons lead to the revised planning process in Chapter V.
Don Brauer sta*pd citizeng demands for more certainity, developers ' desire for
more certainity and the City's area being more planned than at the time of the
168 Plan are the reasons behind less of a need for a PUD process.
Bearman inquired if giving properties land use designations would place demands
on the City to install improvements . The planner believed the upcoming Sections
on Housing, Finance and Utilities would explain how improvements would b,?- handled.
Mr. Brauer stated properties would be planned, -ut unzoned areas would still be
required to file an application for rezoning as the proposed Land Use Plan would
not grant zoning.
The Commission then discussed manufactured housing, stick built housing, mobile
homes and related zoning districts.
Lynch felt the Land Use Alan proposed in the Update would make the Commission's job
easier than it has been the past years.
The discussion was ended by review of 'homeows;er associations and what role they
might play in upcoming years.

VIII. PLANNER'S REPORT
1. Smetana Lake Area Planning
The Planner reported the City staff and landowaeis met last Thursday to discuss
road and land planning in the Smetana Lake Area. He announced af,other meeting
would be held Thursday, Sept. 29th.
2. Elderly Housing in MCA
The Planner announced City staff has had meetings with individuals thinking of
propo-.ing a 7 story elderly, low and moderate income , apartment-building in the
MCA next to the Methodist Clinic.
Bearman inquired who owns the property. The planner replied The Preserve.
Bearman then asked if the residents of the apartment would have to be homeowner
association members. The planner replied affirmative.

Lynch moved, Bearman seconded, to adjourn at 10 : 33 PM.
Motion carried unanimously.
