I. APPROVAL OF AGENDA
Schee reminded the staff to designate times on the agenda and to attempt
to place items such as the Guide Plan Discussion at the beginning.
Schee moved, Retterath seconded, to approve the agenda as submitted.
Motion carried unanimously.
II. MINUTES
A.' Minutes of the August 22, 1977 Meeting
Lynch moved, Schee seconded, to approve the -minutes as written. Motion
• carried unanimously.
B. Minutes of the August 29, 1977 Meeting
P. 2, 8►, 1ast sentence should read-Sundstrom felt that the important historical
context of the PUD process is not as well. outlined in the existing update
draft as it might be. Greater recognition should be given to the defini-
tion of the update plan as the final PUD concept/development stages for all
Of Eden Prairie.
Lynch moved, Schee seconded, to approve the minutes as written and corrected.

I V. REPORTS AND RECONWNDATI ONS
A. Edengate, by Gerald B. Pautz and Pautz-Franklin Realty Co. , request for
PUD Development plan and preliminary plat approval and rezoning from Rural
to RM 6.5 for 198 townhouses. The site is located north of Duck Lake
Trail mile east of TH 101. A continued public hearing.
-. Mr. Howard Dahlgren, Howard Dahlgren $ Associates, project planners , stated he
a felt the staff report was well done and he concurs with the recommendations.
He reviewed the project of ownership :nits, varied roof lines and colors(earth-
tones) , double garages, floor plans for 2-3 bedroom units, etc. He stated in
response to the neighbors' concerns they ►+i 1 i not use U8' sheets of plywood
for the exterior. Mr. Dahlgren felt the traffic increases would be phased over
3-4 years as tLe construction of the units are completed. He then distributed
and outlined the contents of a draft covenant/bylaws governinge maintenance.
The planner reviewed the site's history and past plans as outlined in the staff
report dated September 8, 1977. He stated the staff is not recoaiending another
crossing of the creek for additional access to the site, but that 2 accesses
could be off of the proposed K/S Parkway. He also stated the staff does not feel
an additional environmental review is necessary for the project. He believed

the dedication of approximately 80 acres is reasonable and although ch: project
does not strictly conform to the Purgatory Creek Study, it may not be feasible
to purchase the property involved. He suggested ,modifications to the site plan
in order to eliminate the totlots from the auto courts . provide more guest par' ? ng
and the addition of a walkway system.
Lynch inquired as to the emergency access plaAned for the project . The planner
replied residents along Tartan Curve oppose the access through their street , and
the site plan depicts two access points off of the proposed N/S Parkway.
Lynch suggested the staff have the Fire and Public Safety Departments review
the Emergency access plan for the project. „
Mr. Harley, 6741 Tartan Curve, disagreed with the multiple proposed next to single
family and suggested the parkway be constructed prior to any units .
Mr. Booth, 6781 Tartan Curve- , concurred with Mr. Harley.
Mr. Miller, 6840 Parkview Lane, felt townhouses. should be constructed where traffic
is not a problem instead of proposing them in' an area that has an existing traffic
pr,-,blem.

Glen Keller, 6721 Lochanburn goad, asked if the project would be reviewed .by the
Park & Recreation Commission. Mr. Dahlgren replied it has been presented to the
Park $ Recreation Commission but a recommendation has not yet been made.
• Mr. Miller objected to the precedent that might be set if townhouses are allowed
on hilltops in the NW area of Eden Prairie.
W. Askland, 18219 Ginavale Lane, opposed any development prior to an
adequate road system. '� 4
Mr. Catt, 18600 Duck Lake Trail , did not believe the project is consistent with
the Purgatory-Creek Steady, that an environmental reivew should be undertaken,
ane objected to the need of a N/S Parkway with TH 101 only 1/2 mile away. He
suggested the City purchase the property with fiords according '�.o the Creek Study.
The planner stated the revised Edengate plan has been supplied to the EQC and DNR
and todate no further information has been requested . :
Schee expressed her opinion that alot of growing is taking place in Eden Prairie
and zero growth would be untrealistic. She stated her neighborhood has under- EiE
gone many changes in housing styles, roads, etc. , in the past 10 years, but i
she stall enjoys Eden Prairie although it is not what -he enjoyed 1C years ago.
She believed residents should realize that changes in a neighborhood do not have :
to mean a lower quality of living.
Mr. Catt urged the commission to listen to the neighbors, not to the petitioner,
as was voiced at the Guide Plan Seminar Meetings and again during the Edengate
hearings.
Motion 1:
Lynch moved, Schee seconded, to close the public hearing on the Edengate
• preliminary plat. Motion carried unanimously.
Notion 2:
Lynch moved, Schee seconded, to recommend to the City Council approval of the revised
Planned Unit Development Concept Stage Plan for Edengate. Motion carried 3:2 with
McCulloch and Retterath voting nay.

Motion 3:
Lynch moved, Schee seconded, to recommend to the City Council approval of the
development stage and rezoning request from Rural to RM 6.5 for the Edengate
Townhouse project. Motion carried 3:2 with McCulloch and Retterath voting nay.
Motion 4:
Lynch moved, Schee seconded, to recommend to the City Council approval of the
rreliminary plat for Edengate based upon the revised plan and other subr.dtted
docua-nts and the staff report of September 8, 1977 . And request an opinion
from the Public Safety Department relative to the emergency access .
Motion carried 3:2 with McCulloch and Retterath voting nay.

Motion 5 :
Schee moved, Lynch seconded, to recommend to the City Council that the Environ-
mental Review. Board - further review the revised Edengate Townhouse project .
Motion carried 4: 1 with McCulloch voting nay.
B. Trumps Homes, Inc. , request to preliminary-plat 34 single family lots on
• 14 acres. The site is zoned R1-13.5 and is located in the NE corner of
Duck Lake Trail and 168th Avenue. A continuedpublic hearing.
Tim Pierce, Pierce and Associates, introduced hi.- -lf and informed the commission
he is representing Ray Stod-la the landowner and Mr. Truempi the developer. He
stated the property was zoned to Rla--13.S and preliminary platted in 1973, but
since the final plat was not submitted within six months a preliminary plat must
again be submitted. He stated the changes from the original plat are the
the islands in the cul-de-sac have been eliminated and there is less cut and fill.
Mr. Pierce then distributed photos depicting the types of homes that would be
built for $ S5,000-60,000. The project is to be called Country Vista.
The planner referred the commission to the staff report stating the staff is
recommending approval but questions the need for the totlot.
Sundstrom inquired if covenants would be needed to maintain the totlot. Mr. Pierce
felt a homeowners association for this small developsneist would be undesirable;
other options would be deeding an undivided ynterest to all lot owners, dedi-
cating the .lot to the City or eliminating the outlot.
Lynch felt the solution of eliminating the outlot may be best.
McCulloch expressed concern about lots fronting onto Duck Lake Trai.L. The Planner
replied no lots in this plat would front on Duck Lake Trail.
Sundstrom asked if any members in the audience had questions or comments. None
were raised.
Motion 1 :
Schee moved, Lynch seconded, to close the public hearing on the Country Vista
preliminary plat by Trumpy Homes. Motion carried unanimously.
Motion 2:
Schee moved, Lynch seconded, to recommend to the City Council approval of the
Country Vista preliminary plat by Trawpy Homes for 34 lots located in the NE corner
of Duck Lake Trail and 168th Avenue based on the 5-8-77 staff report -and:
1. trails be constructed along Duck Lake Trail and 168th Avenue*
by the developer in the road right-of-ways. &7%e Duck lake

Trail section shall be 8 feet wide, 4" thick and constructed
of deep strength asphalt. The trail along 168th Avenue shall '
be '6 feet wide, 4" deep and also constructed of deep strength r=
asphalt. These trails will help prcvide public access to
adjacent sites anti community facilities.
2. provisions of Gruinance i55 are foi lowed with a variance
granted only for density.
3. cash park fee be paid in an amount as per ordinance.
4. that proposed outlot A either be eliminated or maintained by
a homeowners association.
Motion carried unanimously. f

C. Edenvale Convenience Center, request for revised site plain approval .
The site is located east of Shadow Green Apartments.
The planner referred- the commission to the revised site plan stating the staff
is recommending approval based upon the staff report.
Mr. Ed Kodet, architect, stated they feel they can properly screen the project
as was intended in the original approval . He stated they are requestir•g a
median cut on Mitchell Road .
Mr. Lynch inquired who would Sad the service pumps . Mr. Kodet replied the
attendants of the PDQ store.
Damn Peterson , Eden .Land Corporation, informed the commission only gasoline would
• be sold, not oil , antifreeze, etc.
Sundstrom inquired where the underground tanks would be located and if there
is sufficient room for fuel trucks to deliver. Kodet stated the tank locations
are undecided and that they would investigate the -room needed for delivery trucks .
Peterson felt the 2 accesses provided would allow for flow of traffic if a
truck temporarily had to obstruct an area.
Motion :
Scnee moved, Lynch seconded, to recommend to the City- Council approval of the
Edenvale Convenience Center at Valley View Road and Mitchell Road as per the report
of 8-11-77 with specific _landscaping details to be worked-out with the city
staff and that the underground tank locations be consistent with the original
approval. Motion carried unanimously. e
D. Garrison Forest 2nd and. Amsden Hills 2nd Additions, by The Preserve.
Reconsideration of zoning requests from Rural to R1-13.5.
Mr. Bale, Attorney representing The Preserve, . informed the Commission The
Preserve requested continuation of the public hearing before the Council to
allow then time to investigate the possibility of changing the road location
and State/Federal requirements on road and fund transfers.
Mr. Bale presented a revised plan for Garrison Forest 2nd which contained
two outlots( one at the SW corner of Amsden Road and Co. Rd 18 and the other
south of Ansden Road to the west of the entrance street) , and fewer single
family lots. He asked the Commission for approval of the rezoning request
based upon the revised plan.
Lynch inquired how many lots would be less than 13,S00 square feet. Mr. Hess
estimated 50%.

McCulloch expressed his opinion that parkland should not be used for road
purposes.

Bale agreed stating road construction prior to project approval is their
responsibility, but they would like to provide the money for parkland transfer if
agreeable to the City and State/Federal Agencies involved.
Sundstrom inquired how large outlot D is. Mr. Bale estimated 9 acres.
Lynch expressed his opposition in being aske6 for a recommendation on a plan that
is just presented on a board that evening. He believed the Council should proceed
with negotiations.
McCulloch also felt the Commission is being asked to make a recommendation
without sufficient time or material.
Notion 1 -
Schee, moved, Sundstrom seconded, to reconsider the Planning Commission's pre-
vious action on Garrison Forest 2nd Addition in The Preserve. Motion carried
4: 1 with Lynch voting nay.
Motion 2 : -
Schee moved, Retterath seconded for discussion purposes, to recommend to the
City Council approval of the revised Garrison Forest 2rd Addition rezoning
request contingent upon the plan presented this evening containing Outlot C
6 D, and that the original Commission recommendation for the southerly road
alignment be reaffirmed. Motion carried 4: 1 with Lynch voting nay.
Lynch voted nay because he believes the previous Planning Commission action
should stand and this type o: aegotiation should be accomplished by the
Council if the petitioner dues not want to submit a revised plat in the
rout:ne :manner.

V. PETITIONS AND REQOLSTS
A. Amoco Oil Station RezoninX request by Amoco Oil Company to rezone from
Rural to Highway Commercial for a service station. The site is located
across US 169 from the Eden Prairie Shopping Center.
W. McGregor, Amoco Oil Co. , presented the plan for a 3 bay service station,
a drive-through wash and building of brick exterior and a mansard roof.
The piamer referred the commission to the staff report stating the staff is
recommending spproval of the request and variances (lfsted on page 2 ) for
the AMC* Oi 1 Service Station to be located in the Major Center Area.
Lynch felt attempts should be mode to wreet the requiremes is of the ordinance.
McCulloch felt the variance request,, were reasonable in this case.
MrGrefar stated he concurs with the staff report and recom mendat ions .

Awco Ai 1 Company rezoning request frow Rural to Highway Comwaercial as per the

8. Crosstown Park, by Richard Anderson, request to rezone from Rural to
I-2 Park and preliminary plat 28 acres into 6 lots. The site is located
south of the US 169/212/Co.Rd. 18 interchange.
The planner informed the Commission the grading plan wsI brought in late that
afternoon and the staff has not yet prepdred. a report
Mr. Dick Anderson, presented the site plan of office/warehouse uses on
approximately 26 acres. He stated they intend to- retain the pond and woods
and only change the grades slightly. He informed the Commission he has a
letter from the DN% stating no EAW will be necessary.
Sur_dstrom asked if any members in the audience had questions or comments.

Retterath moved, Lynch seconded, to continue the Crosstown Park public hearing
to the September 26th meeting for a staff report . . Motior. carried unanimously.
C. Olympic Hills 3rd F 4th Additions , by Olympic Hills Corporation . Request
to rezone and plat 32 lots from Rural to R1-13.5. The sites are located
north of the NW corner of Franlo Road and Pioneer Trail . A continued
public hearing.
As no further material had been submitted to the staff, Lynch moved , McCulloch
seconded, to continue the public 'gearing to the September 26th meeting. Motion
carried unanimously.
The planner informed the Commission the staff had been notified by phone that
the applicants on the Olympic Hills South Addition had withdrawn their applica-

South Addition with no recommendation as the proponent has withdrawn the applica-
tion. Motion carried unanimously.
