MINUTES EDEN PRAIRIE PLAMING COMISSICH SPECIAL N 1'IHG approved &0nday, August 29, 1977 6:00 PM City Hall CONNISSION PRESENT: Chairman Sundstrom, Schee, Retterath, Lynch, Dearman, McCulloch COMISSICH ABSENT: Redpath STAFF PRESENT: Dick Putnam, Jean Johnson O HERS: none The dinner began at 6:00 PM and finished at 7:25 PM. Chairman Sundstron called themeeting to order at 7:26 PM. Sundstrom informed the Commission he coam micated the Commission's best wishes to Commission member Redpath. Sundstrom reported he contacted the Mayor about a joint meeting, and the Mayor stated a joint meeting could be set-up at the Commission's request. I. DISCUSSION OF GUIDE PLAN UPDATE Don Brauer, Brauer 6 Associates, reviewed the distributed chapters. He stated compared to the 1968 Guide Plan most of the City is planned, either conceptually or with zoning. He stated other factors to be considered today that were not important years ago are the intergovernmental controls such as ; EQC, Watershed District, PCA, etc. He felt the City has developed consistent with the 168 Ilan. Schee asked if the KJSA (Metropolitan Urban Service Area Line shown on the maps (l''k � 3 P in the Update is correct. Brauer replied the Line shown in the Update is the Line used by the Metro Council and he and the City staff have a few .suggested changes. Brauer then reviewed the three development sectors of the City as Urban.. Transitional and Rural stating the Metro C:>...ici 1 uses two categories-Urban and Rural, bathe feels a Transitio;:al area in Eden Prairie is important. Lynch inquired why the Cedar Forest area was not included within the MUSA Line. Brauer replied it would be too far a trunk extension for the number of homes. Bearman questioned the planners if the Metro Council '.s power to dictate development to cities would continue to grow. Brauer believed the authority of the Metro Council will continue to grow. Mr. Putnam informed the Commission the Metro Council has mandated cities to adopt comprehensive plans or the Metro Council has the power to develop a plan for a city. Schee rewarked why no school/park sites were included on the land use plan. Brauer _replied the sites have been divided into school sites and Fark sites mst of which occur adjacent to each other. He believed if large lots continue fn Eden Prairie it vill attract older families(those without young school chsidren) , and the need for schools will decrease. In contrast , manufactured housing would attract ymmger families and therefore won+d increase the need for additional schools. ' approved Special Planning Commission -2- August 19, 1977 Minutes Bearman believed the City should have smaller lots, but should not eliminate thob R1-13.5 District that exists today. _W. Putnam informed the Commission that if the City does not adopt some regula- tions for manufactured housing that according to State Building Code, manufactured !wits can be placed in any residential district. Brauer felt the City could use more non-residential development to attain better balance and which generates jobs to attract residential. Sandstrom inquired if a decision on US 212 is near. Mr. Putnam felt a decision may be made by July' 78 and added the State Depaknent .of Transportation is supporting US 212 . Sandstrom questioned if a different title could be applied to the Development Plan Map; for example Concept Stage Map. Brauer replied the Metro Council guide- lines for adopting a city guide plan call for a development plan, but agreed a different title could be explored. Sundstrom then suggested a reference to Section 6 in areas of Section 5 would make the text more understandable . Brauer agreed to do so. The Commission they discussed the options on growth as outlined in the Update. Brauer remarked the City's decision on growth could effect the composition of the development plan. The Coniission also discussed the elimination of the PUD at this point in the City's development. Most concurred the PUD process served the City well since 1968, but with most of the City planned and with an Update the PUD process may not be needed. Sundstrom felt that the important historical context of the PUD process is not as well outlined in the existing update draft as it might be. Greater recognition should be given to the definition of the update plan as the Final PUD concept/development stages for all of Eden Prairie . Schee expressed her approval of retaining the MCA as outlined in the draft Update. Brauer suggested the City dial with non-conforming uses immediately. Lynch believed the Planning Commission's charge would be made easier with the adoption of the Update. Bearman suggested the Update consider the impacts of gas and energy shortages: Sundst.rom believed such impacts could be cc_wILt de:� at t to b' _annual reviews. Lynch agreed as the City would spend al of of money on "what if" Brauer believed it is not within Eden Prairie's power to effect the nationallintor- national issues of gas and energy and that the public as a whole does not Set on the band wagon unless a shortage exists , not before. The Commissiom felt the special meeting to discuss the Guide Plan Update had been +� productive and more such meetings should be held. approved Special Planning Commission Meeting -3- August 29, 1977 III. PLANNING REFERENCE FILE Mr. Putnam asked if the Commission had any questions or suRRestions on the Reference File. None were raised due to the late hour -and the Commission members stated they would inform the staff if they have additional requests to be included in the File. Schee suggested the commission return to the practice of assigning times to items on the agenda is an attempt to - better structure meetings and reduce the number of late adjournments. Other members agreed. The planner was directed to assign times to agenda items and when possible to place discussion items, i.e. , Guide Plan Update, in the beginning of .the agenda, IV.
