and north of Northmark and Westwinds Additions.

I. REORGANIZATION'
Schee suggested the commission elect new officers as some presently may
not be members. She then nominated Airs. Pauly for the chairmanship.
Sorensen asked if any members in the audience had objections to the commission
members taking action on proposals this evening given that 3 of the individuals
may not be members. No objections were raised.
Pauly suggested the Planning Conmission continue the item of reorg-:ization
ui,ti ? after new appointments are made.
Lynch believed reorgani --at i on should be postponed until after new appointments
are made.

until new appointments are made- . The notion. carried 3 :0 :3 with Schee, borensen

Lynch moved, Fosnocht seconded, to have Sorensen continue as Chairman of the
Planning Con nission .

Sorensen suggested a continuing member be appointed as chairman.
Vote: Motion failed 3 :3 with Fosnocht , Pauly and Lynch voting aye.

IV. REPORTS AND RECOHMENDATION'S
A. Prairie East Third Addition, by Hustads, request to preliminary plat
and rezone 50 acres from Rural to R1 -13. 5 for approximately 80 single
family lots. The site is located west of Co. Rd. 181, south of Prairie
East ist and 2nd Additions. A continued public hearing.
Mr. Robert Engtrom, En t-Cm ss:►ciates , cllglJieCr fur project, stated based
upon the commission' s comments from the previous meeting, Hustads and he revised
the plat to addrts_; the road concerns and the parkland location has been iden-
tified. tie informed the commission that only 11 , instead of the previous 19,
lots now front on Nottingham Drive and the plat still contains 85 lots.
Pauly inquired if all lots meet the 13. 5 lot size requirement . Engstrom replied
the average lot size is 13. 8 . Ostenson said he was unsure of the exact number
of lots below 13.S.
Sorensen inquired if the staff still believes additional area r? ay :,pace is needed
as was discussed in the staff report . The planner replied t:ie Park, Recreation
and Natural Resotrc .s Commission did review the park location and did not suggest
any additional .
Sorensen believed small play areas are important in neighborhoods as small
children are not allowed to travel the distance necessary to reach larger parks .
Mr. Nally Hustad felt if .small totlots, play areas, etc . , are required ther.
homeowner associations would be required and they do not feel associations should
be forced upon buyers Mrs. Hustad stated many people do not like to buy into
homeowner associations and the money market does not favor homeowner associations .

Pauly stated she still has concerns relative to the high percentage of lots
below 13. 5 .

Motion 3 :
Pauly moved, Schee seconded, to forward the rrairie East Third Addition to the
City Council without a positive or negative recommendation from the commission
but to convey their concerns that the following conditions have not been
adequately solved:
? . 30% or more of the lots do not meet the 13 . 5 size.
2 . Question of Nottingham Drive's classification as a collector and the
poGsibility of higher volumes (800 to 1500) and subsequent problems .
3 . The lack of definition of local play areas and routes to park .
Motion carried 4 :0: 2 with Sorensen and Sundstrom abstaining.

B. Gunnar Electric Rezoning, request to rezone 2.3 acres at 12975 Pioneer
Trail from Rural to I-2 Park.
The planner referred the ^ommission to the staff report previously submitted
and stated the staff believes the industrial use is appropriate based upon
the Uses to the west , proximity to airport runway noise & future industrial develop-
Tent- across Co, Rd. I . The planner informed the commission Mr. Gunnarson
is out of town but Mr.Hzndrickson is here to represent Mr. Gunnarson.
Lynch expressed concern that the integrity of single family be protected
against uses as commercial and industrial .
The planner stated, in his opinion , he does not believe single family uses will
be proposed in this area due to the airport noise and the adjacent industrial .
Lynch questioned if the request can be handled any easier than previous requests
as the road location has not been resolved and .utilities are not immediately
available.
Sorensen asked Mr. Hustad how long it might be before the area across Co. Rd.
1 froth the Gunnar site is developed with utilities. Mr. Hustad rerlied 1-3 years.
Sorensen Lelieved a holding tank is not a desirable solution to the utility problem.
The planner believed the holding tank is bitter than a septic tank and that
presently Gunnar Electric on Co. Rd. 4 is a nonconforming use and is attempting
to relocate. The planner stated Muter and sewer connection is not specifically
required under the ordinance but has seemed to be city policy.
Mr. Schaitberger stated he is not opposed to industrial development but a
sufficient buffer should exist between single family and industrial , a buffer of
approximately 200 .feet not earth berms and plantings. He expressed his op►nioli
that the conditions of Resolution. 345 , previously denying development , have not
been met and the city does have the basis for denying Gunnar' s request at this time.
Sundstrom believed that the intent of the resolution are still in effect as not
all conditions have been adequately resolved.
Motion
Fosroch t moved, Pauly seconded, to recommend the Gunnar request for rezoning
from Rural to I-2 Park on L 2, B 1 , M & K Addition, parcel 8050, be denied
as previous concerns stated in Resolution 34S have not been met Motion carried
3 :0:3 with Sorensen , Schee and 5undstrom abstaining.
C. Bluffs East/West , by F*ic4ad= , fcr 1'UD Coiicept approval on 400 acres
of amily, multiple and commercial uses, PUD Uevelopment Stage approval ,
preliminary plat and rezoning frog, Rural to P1 -13. 5 for the uesterm 200 acres
of the PUD. The PUD is located south - of Co. ►' : I between Co. Rd. 18 and
Homeward Hills Road. A public hearing.
The planner referred- the commission to the Environmental assessment Worksheet ,
(EAN) and the Environmental Review Process outline which delegates the assess-
ment to local governments. The planner stated if the city approves the PUD the
EAk would be forwar4ed to agencies for further review and published in the EQC
Monitor. After 30 days from publication, the EAX stands as final and objections-
to the EAW can be raised! and filed ..V,ithin those 30 days .

Bluffs East/West Continued
Mr. Wally Hustad outlined the boundary of the PUD and stated utilities are
available for the project and the market demand exists .
lie stated homes wo:.ld be higher income houses, starting between 560,000-
70,000, and they are suggesting private ownership unti 1 t h e.. city can imple -
ment s preservation program. tie stated they are ready to
develop this sururier if approvals are given and the development will only
encompass 120 of the 200 acres. Seventy acres ( 2 vista locations 1 , are
identified and suggested to be purchased by the city. The project would
contain approximately 250 lots .
Lynch inquired if the $60, 000-70,000 costs would include the price of the lot .
Mr. Hustad replied affirmative.
Sundstrom still did not feel assurances exist that the public l:..0 could
survive the private development surrounding it . Sundstro,% t',len asked
if any recreational areas are planned . Hustad replied negative.
The planner stated the staff todate has no final determination on appropriate
uses near or in the creek valley.
Ms. Robert Engstrom, Engstrom & Associates, did not feel the fragile nature
of the creek would be suitable for trails if it is to retain its character.
Pauly asked if a price nix is necessary . Mr. °'ally Hustad replied it :.ould
be unfeasi3ble to develop the entire area as higher income hones.
Pauly, referring to the EAW question about ar:haeological sites, asked if any
indian mound sites would be encountered . Mr. Hustad believed the Lndiam mounds
are located primarily along the river bluff.
Sorensen asked the staff how much money is involved with the acquisition as
shown in the Hustad plan. The planner felt the 70 acres to be purchased
may be assessed in value as if it were developable property.
Sorens^n questioned t;,c advisability of t#t.%-; variance request an such a large
development of 5' on garage side , setbaiks not to include overhangs or f i rep i aces .
Mr. Hustad stated they are requesting the variance as the need does arise in
a few circumstances. _ .
Sundstrom inquired if nature specialists would be available to answer questions
on the compatibility.of private and public uses . The planner hot ed to have
9palified specialists at the next meeting.
Gordon Campbell ,9901 Riverview Road . di;approved of the ntmber of small lots
and stated he would prefer larger lots.
_ Helen Fowler, 1031S Riverview Road, believed more trails in the area w.Wld cause
more tre-aible, the increase of people near and in the creek valley would increase
the danger of fires which are very difficult to fight in the creek valley, and
suggested the land be developed in larger lots.
Fred Ekrem, 9S4F Bluff Rosa, inquired if the Bluffs East wo'nld have city sewer.
Mr. Hustad replied affirmative but may be 3-S ve6rs off as lift stations are

V. Ptl'ITIONS NND REQUESTS
A. Pillsbury Company Rezoning, request to rezore 26 acres from Rural to
I-S Park for the construction of Pillsbury' s Research ani Development
Facility. The site is located on 228 acres south of W. *18th Street ,
east of the Eden Prairi% Shopping Center, ,�,est of upper Anderson Lakes
and north of Northmark and 4stvinds Additions .
Mr. Wal%er, Pillsbury Co. , presented the models and plans to the commission
and audience and stated the architect for the.project was selected based upon
their excellent record and architectural awards for sensitive handling of
unique sites.
Mr. Jerry Sincoff, Hellm;th,0;)ata&Kassabaum , Inc . ,Arch . , said Pillsbury in selecting
their. as architects directed them to pay strict attention to the quality of the
site He stated the Research and Development Facility only covers a small
portion of the site, and the buildings, parking and roads cover less than 80
of the total acreage. He added that the proposed building is located where`
it is believed the least physical impact will occur on vegetation , the lake,
watershed and other environmental aspects of the ar-ca. Phase I of building
will be 465 ,0O0 gross square feet . Colors, textures and materials will be
sympathetic to the natural surroundings and the bronze toned glass will mute
night lighting effects .
Pauly inquired how close the parking lot is in relation to the Northmark Addition .
Mr. Sincoff replied the parking lot is 65-90 feet away and will be bermed and
planted in addition to plantings within the lot .
Lynch asked if the proposed berm would preclude Northmark ' s view of the 'lake.
Mr. Sincoff responded affirmative.
Sorensen asked if Pillsbury is willing to work with adjacent homeowners when
developing the berm and plantings. Mr. Sincoff replied affirmative.
Lynch asked if the 8% coverage referred to included all buildings or just the
first phase. Mr. Sincoff replied the first phase .
Lynch then asked if the parking lot shown would serve Lhe entire development or
just the first phase. Mr. Sincoff replied the parking lot shown is for the first
phase an.. additional buildings may utilize a parking structure.
Liz Fundingsland, 10765 Northmark Drive, did not feel the plan is sympathetic
to the area or residents and asked boy; the parking structure would be screened.

the acreage should be parkland .

is also included in the N.Major Center area PUD.
Sorensen, referring to brochure material estimating 100 of traffic using
W. 718th Street , felt some other alternative should be possible as W. 73th
Street may be closed.
Sorensen asked if Pillsbury has concept plans for the remaining acreage.
Mr. Walker replied not at this time.
Sorensen then asked for thelineal length of Phase I & II buildIrg. Mr. Sincoff
estimated 501 feet.
Mr. Burn, e ster, 10898 Hyland Terrace, objected to the parking lot being so close
to the single family and the buildings blocking vie�-.Is- of the lake.

Mr. Join Nelson, 9051 High Point Circle, (not speaking for Preserve HIOA) stated
the Pillsbury plan was presented to The Preserve Executive Council and received
10010 support excepting the parking lot location. lie felt Pillsbury is well
received by the majority of Preserve residents and believed the Pillsbury
buildings will obscure less lake view from Northmark than 2-3 story multiple
family if built .
Bill Pelton, -presently building a home in Northmark, stated Ban Con told him be
would not see Aie Pillsbury building and feels the project should be mo'.-ed
to an altein ate site in the 228 acres .
Mike Sankey, 10745 Fieldcrest., -stated homec%ner' s in The Preserve presently
have less than 30% of the voting power and feels the residents along Fieldcrest
should have greater say in this matter.
Ken lJollanquist, 10865 Hyland Terrace, felt Pillsbury has a good plan, but
the parking lot should be moved, perhaps to the side of the building.
George Bently, Jr. , 10800 Fieldcrest , stated the development is directly behind
his home and although the buildings are aesthetically pleasing the parking lot
is extremely detrimental to the single family lifestyle.
The planner stated according to ordinance the parking lot would have to be
screened from the single family.

Mr. Nelson asked how soon the second building would be constructed . Mr. Sincoff
estimated 5- 10 years later.

northern road only and redesign the parking lot for the first phase to
include only 1/3 of the parking strips shown .
Mr. Moore, 10735 Fieldcrest, expressed disapproval of the project ' s location
and believed the steam produced by the large building would be brought
by the prewailing winds over Northmark.
Mr . Sincoff stated they are willing to work with the residents on some proper
!-olution for a buffer.
Mr. Walker suggested they work with a Northmark spokesman and develop a plan
to be presented to the residents as it is difficult to work with a large
number.
Sorensen suggested the c*L-►:y staff assist in arranging meetings between the
residents and developer.

Patily moved, Fusnocht seconded , to continue the item to the April llth meeting
and refer to staff for a report . Motion carried 4 :0: 1 , Sorensen, abstained.

B. Edenvale 14-�h Addition , by Edenvale Inc. , request for PUD Development
Stage approval for 25 acres of land and first phase approval , preliminary
plat and rezoning from Rixral io RM 6. 5 for 30 lots . The 14th Addition
is to^ated directly north of Edenvale Boulevard and west of Edenvale llth
Addition. Publsc hearing to be held April 11 , 1977 .
Peterson presented the single family subdivision The plat consists of
minimum 60 ' frontage, average across pad of 70 ' , and passible connection
of the north/south street across the railroad to Kurtz Lane. He stated the
homes would be moderately priced .:raid they are requesting RM 6.5 zoning
instead of R1-13.5 because some lots are below the 13.5 size.
Motion :
Pauly moved, Sundstrom seconded, to continue the item to the April llth meeting
and refer to staff for a report . Motion carried 3 :0: 1 , Sorensen abstained.

Sorensen asked if an opinion on the Planning Commission members status had been
received from the city attorney. The planner replied ;negative.

VIII , PLANNER'S REPORT
The planner informed the con-nission the council has called a special meeting
tomorrow evening to discuss the Windslope project.
