APPROVAL OF AGENDA Bearman moved, Sundstrom seconded, to approve the agenda as submitted. The motion carried unanimously. II . MINUTES OF THE DECEMBER 13, 1976 PLANNING CC'M.MISSION AT.ETING } Bearman moved, Sundstrom seconded, tc approve the minutes as submitted. The motion carried unanimously. III . MEMBERS I:EPORTS ' A. Chairman Sorensen 1 . Sorensen referred the commission to the draft resolution acknowledging and thanking Mr. Fosnocht for his service on the commnission. Bearma-a muved Sundstrom seconded to recommend the CityCouncil adopt pt the resolution. ( resolution attached) 2. Sorensen questioned the two McDonald signs on the northwest side of the �i�-e. The planner stated the two lighted signs are directional signs for "in-out" traffic and were part of the signage plan approved. B. Council Representative Pauly In Pauly' s absence the planner informed the commission the counc-11 set February 8th as the public hearing date to consider the planned unit developments around. the Miley • SprinKle • System site and the Eden Prairie Industrial site. Al;o, the counc l did not approve reconsideration -of the East/West Apartment project . C. Others none Pauly arrived. IV. REPORTS AND REC01,*1ENDATIONS A. 1977 Community Development Block Grant , joint application for approximately 45,800 of Federal funds to be used for eligible community projects , General discussion of program and suggested projects for 1977. The planaer 'stated numerous organizations and associations have received information on the funds and eligible and ineligible projects and todate no responses have been received. Rearrnan askedd if the 175-76 fonds could be transferred to different projects. M i'+l � •�� �.., a r t approved Planning Commission Minutes -3- .Dec.. 27, 1976 The planner did not believe the 15 ' easement would be that visible to people not familar with the area as it would not be marked or surfaced. Sorensen asked for further questions or comments . No questions or comments were raised. Bearman moved, Sundstrom seconded, to close the public hearing. The motion carried 4 :0: 1 with Sorensen abstaining. Motion 2: Beaman moved, Fosnocht seconded, to recommend to the City Council approval of tha Carnes RLS of Truct F of RLS 1421 , Certificate of Survey dated 12-.6- 1d located north of lots 10 and 11 of Willow Creel. Addition as per the Engineering Report dated 12-23-76. The motion carried 3 :0 : 2 with Sorensen and Pauly abstaining. Pauly abstained because she still had questions relative to the easement and street and would be voting on the request when it is on the council agenda. VI. OLD BUSINESS none r VII. NEW BUSINESS none V I I I. PLANNER'S REPORT 1 . Round Lake School/Park site plari„ing The planner showed alternatives for the Valley View Road connection between Co. Rd. 4 to Hidden Ponds Drive which passses through Round Lake Park and near the proposed new school site.' He added that an access road from proposed Valley View Road into the park would also have to be determined. Bearman asked if the road is necessary if the school is not built . The planner felt the road would not be needed until sometime in the future if the school is not built. Fosnocht felt a concern of the city and school should be to minimize trafU c through the park. Sorensen preferred the most direct route with care taken so not to divide the park. Pauly felt the route which passes under she railroad may be the most economical . The: planner informed the commission a model wovild be built to better illustrate the alternatives and the item would be back on their agenda. C IX. Opus II Planned Unit Development Preliminary Plat , Rauenhorst Corporation's request to preliminary plat the approved PUD of Opus II into 3 'Lots, The 19 acre PUD is located in the northwest corner of Co. Rd . 18 and C.S.A.H. 62 . The planner pointed out the location of the PUD plat and the location of the American Family Insurance Company on lot 2 . He referred the commission to the staff report by the Engineering C:partment and stated the Engineering and Planning Departments are recommending ap � valof the request . Sorensen inquired if the joint service agreement was being finalized. The planner responded some type of arrangement would be arrived at prior to Council approval of the plat . Notion 1 : Sundstrom moved, Bearman seconded, to close the public hearing. The motion carried unanimously. Notion 2: Bearman moved, Sundstrom seconded, to recommend to the City Council approval of Rauenhorst Corporation's request for preliminary plat approval of the plat dated 12-8-76, Reg. No. 5065 , of the Opus II PUD located in the northwest quadrant of Co. Rd. 18 and C.S.A.H. 62. The motion carricd unanimously. B. Carnes Registered Land Survey, request for approval of a RLS of Tract F of RLS # 1421 into 6 lots . The approximate 5.5 acre site is located north of lots 10 and 11 Willow Creek Addition. Because of his business and friend relationship with the proponent, Sorensen informed the other commission members he would not be voting on ti;iz Mr. Carnes reviewed the location of the plat , ownership of the lots, access possibilities, and the easement of 15 ' asked by the City for access to the parkland to the north . He stated lots A and C of the proposed plat will -be built upon. He noted that the 15 ' easement_ would be dedicated to the city now, but maintained by the landowners at this time. Ed Ames, Registered Land Surveyor, stated he believes it would be difficult to build the road to the 66' standard the city desires because of the steep slope. Sorensen inquired if an additional 16 ' could be obtained from lot 11 . Mr. Porter, owner of lot ll , .stated it may be nossihle. Porter then asked if his taxes would increase substantially when he combines Tract C to hip lot . Mr. Sorensen believed the assessed value may rise because of the additional acreage, but he would not be taxed for a buildable :zoned single family lot in addition to his present lot . ,� Pearl Freeburg, 7010 willow Creek Road, complained about traffic nuisances of snow- mobiles motorcycles, etc. , and questioned if the 15' easement would generage traffic through Willow Creek as an access to the park.
