1 . That RauenhorsL Corporation redesign certain elements of the Arner ican
Family Insurance site to greet the following objectives :
a. Mini..zizc encroachment on the wooded hillside.
b. Create an aesthetically pleasing and high quality image as viewed
from Crosstoi.-n 62 .
In line with these objectives the following sit plan modifications
are necessary:
1. Slight relocation of the building involving elevation
and placement to reduce significant encroachment into
the northern hillside wooded area.
2 . Relocate ' he utility connections.
3. Exnlore alternate grading and parl.ing lot d--vclopment plans .
•1 . Provide positive scree;;i ng and buffering of the Parking area
viev.ed from Crosstown 62 .
2. The Planning Commission recommend; the resolution of the :utility service
costs/responsibilities berWren the Cities of Eden Prairie and Minnetonl.-a at'
the earliest opportznlity to prcvide Rauenhorst and the American Family Insur-
. ance Company with accurate costs and time tables.
3. Planning Commission finds the 260 parking spaces ,4 . 2/1 ,000GFA, proposed is rcases-:1U
and re.o-mmend additional pari_ ing , if recessary, shculd be provided by ramp
construction or jointly with other development uses in the Area.
4 . Planning Co:,riission recommends ipproval of the development stage plan and

Mr. Peterson thuo introduced Ron and Jerry Bailey ( Artecka , Bailey &
i-.-h o dosi re to iocate a landscaping office on 3/4 acre within the site and liease
a,iditicrial acrenf-e for outside stor3ge of material inventory. Mr. Jerry Rai ley
stated th.-y intend to purchase 3/4 acre for construction of a 5 ,000 square foot
office building.

Jerr - L. respc 1]ed affirmative. Lynch then asked if the storage area would tie
screener . ..-,rry Bailey stated it would be screened and fenced .
Schee asked if the landscaping business would include retailing . Mr. J . Bailey
replied negative.
Mr. Peterson asked the commission for their feelings on the landscaping firm' s
plan.
Sorensen felt since the uses do not conform to the approved PUD, the staff should
investigate the pros and cons of the request.
Lynch stated the basic concept makes sense, but he does not favor this specific plan
because of the lack of detail .
Sclice said she has no objections to the landscaping firms ' building and intentions ,
but is concerned with the replat of the shopping plaza into 8 lots.
Sundstrum expressed concern about the precedent that may be established.
The planner felt the issues at hand are:
1 . Are the uses undtr C-Com -Zoning district reasonable?
2. Will the uses work on this site?
3. Are the uses reasonable interim uses?
Chairman Sorensen directed the staff to prep"-Tc a report and recommendations on
the Edenvale Plaza request .
