III. 14EMBERS REPORTS A. Chairman Don Sorensen 1. Sorensen expressed concern that the recent Council approval of the Highway Maintenance Facility appears considerably different from the previous city approval and he would have desired that, dut to the significant changes, the matter had been referred back to the Planning Commission. He felt no sensitivity had been given to the City's planning process or :siltation protection for Nine Mlle Creek. He then asked the staff to outline the Council 's approval . The planner summarized the approved plan as a slightly larger building surrounded by a cyclone fence and plantings. Sorensen said he believes the City has the right and obligatiun to reconsi- der the Highway Maintenance Facility. Pauly stated she would convey his concerns to the Coemcil. 2. Sorensen felt , if t?-? recent ahsao from the City Attorney regarding mobile homes is to be part of the Guide Pam update, the comission world benefit from reviewing i t. S. Sorensen questioned wh+ether the Planning Commission had ever made a recom erda- tion or held a public hearing on the preliminary plat of the Edenvale Family Recreational Center plat and the legality of holding a preliminary mid final plat simultaneously before the Council as was done with the Edenvale Famnily Recreational Center plat. Pauly reported the Council had referred the East/Vest Parkway Apartments to the commissjon for their r-.;c■mmandations. Poolside artments 84 unit apartment and double bungalow lots located south of Anderson Lakes Parkway and northwest of Neill Lake Road in The Preserve. Request for PUD Development Stage, rezoning to RM 2.S and RM 6.S and preliminary plat approval. The planner deferred the commission to the brochure and informed thou thehiilding plan • is essentially the same as the Neill Lske Apartments , except it is located on a different site. Dan Ness, The Preserve, outlined the location of the site and trails around the site. He stated the PUD approval is for 7-I5 units/acre and they are proposing approxiaately 13 units / acre. Mr. Noe, architect for the project, showed a model of the building and discussed the layout, topography, acigled balconies, nrd parking of 2h spaces / unit. Pauly asked for the total length of the building. Mr. toe responded 250 feet. Dearman asked if 1 parking stall "in' was mandatory. Noe was unsure if that had been determined . Sorensen asked the staff to address the adequacy of overflow parking for the project since no parking is allowed on the East/West Parkway. Lynch questioned the type of units being considered for the purposed RM 6.S site. i Mr. Ness replied .possibly 3 double bungalow units. Sorensen questioned the safety of locating the totlot across the parking )ot. On responded they would research alternate locations for the totlot . Sorensen asked for the lineal distance betwoen the building and the Ridgewood garages. Moe estimated 40-Si? feet. Tom! Bach,9051 Neill Lake Road, stated the project is the same as the Neill iAke Apartmeas project which was recently denied, has adverse impacts upon the Highpoint area, there is no assurance the buffer will be built, and since the residents have not had sufficient time to have their attorney review the proposal that it be continued until late November. He added that because the project is similar to the Neill Lake project it should nflt have been approved to- be reconsi- dered in less than one year's time. gob Carlsom,9061 Neill Lake Road, expressed disapproval of the request and felt the changes submitted do not warrant reconsideration of the project. John Retterath,9011 Higllpoint, expressed concern that the proposed double bungalow lots hm►e sufficient setbacks and ade"te buffering. Sorensen asked the staff to investigate the significance of the Shoreland Awagement Act relative to this project. Sorensen asked The Preserve to submit more detailed grading plans. Sorensen asked if 1 enclosed garage would be included in the rent . Hess replied affirmative. Mir. Carlson, 9061 Neill hake Road, questioned .thy the project was approved for reconsideration if the previous plan had been denied partially due to the City's present number of subsidized units. The plainer replied he believes the changes warrant reconsideration and the City has an obligation to act upon applications. 221 Hess stated funding is available for4D3 progrates, and a report upon the project's impacts will be -forthcoming along with a statement from the South Hennepin Hwan Services Council . W. Bach, 90Si Neill Lake Road, asked who the owner/manager of the apartments would be. Mr. Larry Peterson replied Mr. Bernardi. The planner referr6d the camiission to the Design Pramework Manual submitted 7 by The Preserve as a tool for developing Area G. Hess stated the Design Framework Manual ( CFM ) standards are similar to those used at Yorktown. He stated many plans are possible for the development of Aram G and he believes the 5-8/1 ,000 parking ratio will accn modate most uses. NEW BUSINESS None VII. PLANNER'S REPORT A. Land Development Procedures. The planner suggested the Planning Cowmi.ssion consider adopting a public hearing format, page 2 of Draft PUD Procedures, similar to the format presently used by the Council. Sorensen felt if too structured of a format is adopted, the commission night lose the part of the governmm►t process which is--:public relations.
