A. Lutheran Church in America, requesting rezoning from Rural to PUB or
Quasi-Public for a 3.4 acre site, located on the south side of Pioneer Trail
and 600 feet west of Homeward Hills Road.
Suggested Action: Recommend denial of the rezoning request by the Lutheran
Church in America for the 3.4 acre site as per the reasons in the 3-4-75
staff report, or continue or approve.
8:15 B. Titus Inc. & Flying Cloud Land Company, proposal for commercial uses on
7.8 acres located north of W. 78th Street and west of the new Eden Prairie
Ring Road in the MCA. Request for rezoning from R1-22 to C-Hwy and
PUD 74-10.
• Suggested Action: Recommend approval of the modified conceptual site develop-
ment plan, or continue or deny.
8:45 C. Chestnut Phase III, by New Town Development requesting development
phase approval and rezoning to permit medium density garden apartments .
Suggested Action: Recommend denial of the phase III application based upon
Brauer's staff report dated Feb, 6, 1975 and the staff evaluation dated
Feb, 20, 1975, or recommend modification of the site plan or approve the
plan as submitted.
9:15 D. Edengate To:•:rehouse Project, located north of Duck Lake Trail and east of
T-ochanbuzn Addition on a 120 acre site. The proposalis for 206 rental
townhouse units, 78,9 acres of community park, and 6 acres of neighborhood
park. Discussion of area plan and the open space/ recreational plan for
northwestern Eden Prairie.
-Suggested Action: Continue to the March 24 th meeting for a staff report.

I. MINUTES OF THE FEBRUARY 24 , 1975 PLANNING -COMMISSION MEETING.
Sorensen moved, Lynch seconded, to strike the 3rd P from the bottom on .
page 5. Schee moved, Lynch seconded, to approve the minutes as
published and changed. The motion carried 4 : 1 with Boerger abstaining.
II. MEMBERS REPORTS.
A. Chairperson Don Sorensen.
Sorensen reported that Eagle Enterprises will be requesting a parking lot
variance at the Board of Appeals and Adjustment's March 14th meeting.
Sorensen asked if the commission desired authorizing him to request a
60 day reviewal and referral of the request to the Planning Commission
before the Board of Appeals and Adjustment takes action on the item.
Boerger seconded the authorization and the motion carried unanimously.
1. Guide Plan Seminars.
Sorensen felt the city should meet with Brauers or other professionals from
other communities in a seminar type meeting to discuss where the City of
• Eden Prairie is now ., and where it is heading .
Lynch asked if such a request was previously before the council, but
was delayed because of lack of funds. The planner replied affirmative ;
and reported that in checking casts of updating the City's Guide Plan
the cost of appioximatately $ 40,000 seemed.to high.
Boerger agreed that seminars should be -conducted because alot has occurred
from 1968 to 1975.
Commission members Schee, Lynch , and Feerick also favored .Guide Plan
seminars.
Sorensen suggested the planner draft an outline to be presented to the
Council and Planning Commission as a recommendation from the Planning
Commission of a method by which the Guide •Plan review can be accomplished
and directed the staff to place the item on- the Planning Commission's
following agenda.
B. Meyers , Council Representative.
The planner reported the Council had passed the Family Care Home Ordinance.
C. Fosnocht, & Boerger.
Boerger distributed to the commission and staff an outline for the systematic
and complete presentation of material. Sorensen requested the commission
members --ontactF.osnocht or Boerger regarding suggestions or comments.

III. REPORTS AND RECOMMENDATIONS.
A. Lutheran Church in America , requesting rezoning from Rural to PUB or
Quasi-Public for a 3.44 acre site, located on the south side of Pioneer '
Trail and 600 feet west-of Homeward Hills Road.
With the use of slides, the planner illustrated the concept of community
centers in other communities and those proposed in Eden Prairie.
Schee questioned the validity of petitions wherein a person signs for
another , i.e. Mr. & Mrs,John Doe, and suggested- husbands and wives
sign separately. Sorensen felt petitions are not considered legal
documents , but an expression of an opinion, ( and agree that governmental
bodies should be . careful in evaluating petitions bearing joint
signatures and of the aq npleten ess of .presentations made by persons
soliciting signatures of the petitions.).
Mr. Robinson stated that LCA does make use of the community center
concept in some communities, but feel the most effective location in Eden
Prairie would be the site they have selected which would serve more than
• 1 village canter ' and- allow people a choice. He stated that their
planning staff feels that high traffic exposure is an important determinent
in the location of a church and that the 2 mile location rule has not been
used for some time.
Sorensen asked if the high traffic exposure rule in locating churches was
a proven method. Robinson replied that it is a theory that ha.s evolved.
Schee asked what other factors besides high traffic exposure are used in
locating LCA Churches. Robinson listed some other determining factors
as; 3 acre miniuum lot size and topography that lends itself to development.
Lynch felt the church's basic reason for locating at the site was for the
traffic exposure,and warned Mr. Robinson that Co. Rd. 1 may not develop .
as a major collector.
Bill Bonner of Hustads stated that they feel spot zoning and the intent of
community centers contained in the Guide Plan are at stake.
Bob Hansen, 6932 Rosemary Road, asked.where the proposed church site
is in relation to the proposed community center. The planner replied that
• the .proposed center is about 1/3 mile south on Homeward Hills Road
overlooking the • small pond.

Motion:
Schee moved, Boerger seconded, to recommend to the city council that the
LCA request for , rezoning from Rural to PUB on the 3.44 acre site be denied
for the following reasons
a. This proposal is not in conformance with the Comprehensive
Guide Plan as it does not reinforce the community center
concept for orderly community development.
b_. The zoning of the property from Rural to PUB , well in advance
of any expected development ( 5-10 years ), is inconsistent
with the Comprehensive Guide Plan, Zoning Ordinance 135
and other city-actions requiring time limits on zonings. }
c . Zoning of the 3.44 acre LCA site may enhance the
adjacent properties potential for commercial,institutional
and.non-residential development.
d. Zoning of a church site, totally detached from other
complementary development, schools, parks, and neighbor- !
• hood commercial seriously erodes the community center
concept suggested in the Comprehensive Plan and greatly re-
ciuces the implementation of the neighborhood concept for
residential development.
Discussion
Sorensen commented that the church's :proposed construction of 5-10
years in the future was undesirable due-to time limits placed on other
rezoning projects and that substantial changes in the surrounding
land uses could occur within that timeframe which would rander such
zonings inappropriate.
Vote: The motion carried 3:2 with Lynch and Feerick voting nay.
Lynch voted nay because Recommendation 1(b) -in-the March 4th staff
report was not included in the motion.
Feerick voted nay because he believes independent church sites can
also exist in Eden Prairie. ( Sorensen, Schee, &Boergervoted aye ).

B. Titus Inc. & Flying Cloud Land Co. , proposal for commercial uses on the .
Ring Road in the MCA. Request forrezoning fromRl-22 to C-HWy and PUD74-10
Mr. Reese outlined the proposed roadwayjwhich can be extended to the north
when and if necessary, and the . egress to W. 78th Street they desire for
the t most western portion of the development.
Sorensen asked if Titus intends to sell areas of the development to others.
Reese replied that Titus will develop the largest building and market
the others.
Lynch believed the single family homes to the north were not adequately
protected from the development. The planner suggested the use of earth
berms because requesting the developer to invest large sums in trees,
which may be removed when the northern area develops would be unfair.
Sorensen asked if the parking plan conformed to the parking ordinance. The
planner responded - affirmative.
Motion:
Boerger moved, Schee seconded, to recommend to the city council approval
of the revised conceptutba site development plan of .*Titus Inc. & Flying
Cloud Land Company , LD-74-PUD-10, dated March 10, 1975, including the
• recommendations of the Feb. 3., 1975 Staff report with specific -emphasis
on screening, landscaping or berming, on the northern edge. The motion did not
include approval or disapproval of the use of TBA. The motion Carried unanimously.
C. Chestnut Prase III, by New Town Development requesting development
phase approval and rezoning to permit medium density garden apartments.
-The planner reviewed-the staff-report and commented-that the-idea---of mixed use-s-
in the large scale development had not been accomplished in phase III,
50 additional parking spaces would be needed to meet the city ordinance,
and that to date no development has been approved within the flood plains
of Eden Prairie. The planner then suggested that a different building type
may be more appropriate.
Doug Johnson remarked that in*phase I & II 3/4 garage spaces •in and 1 1/4
spaces outside were approved. . Mr. Johnson stated he is willing to redesign
the building and.modify the parking if necessary.
Lynch disliked the idea of dwellers of phase III crossing the parkway to reach
the recreational center.
Motion:
Boerger m oved, Schee seconded, to recommend to the city council denial of
• Chestnut Phase III and include the rationale of Brauers staff report dated Feb.
6, 1975,and the city staff evaluation of Feb. 20, 1975, and to include the
staff's reaction dated March 7, 1975. The motion carried unanimously.

• D. EdenQate Townhouse Project, located north of Duck Lake Trail and east of
Lochanburn Addition on a 120 acre site. The proposal is for 206 rental

The planner showed slides of the site location, proposed parkway, 'golf
course, and the natural features. He then used overlays to illustrate different
traffic projections for the area.
Mr. Mavis,6620 Lochanburn, read the following statement from residents
surrounding the proposed Edengate development .

• Robert Kennedy,18360 Ginavale Lane, asked when the north/south
parkway and Valley View would be completed. The planner replied
that the policy has been to -construct roads in conjunction with develop-
ment. Kennedy remarked that he felt the construction of a golf course
was unrealistic. "The planner reported that Brauers feel such a course

Sorensen directed the staff to place the proposal on the next -agenda.
Lynch suggested the staff consider the statement presented by the
surrounding residents in their evaluation.
E. Homart Cinema Signage Program, discussion of revised signage plans.
Jan Porter presented the cinema sign,and reported the brick at the lower
portion of the sign vwuld be the same as the brick on the center.
Boerger asked where the sign will be located ' . The planner replied it
will be located ' at the northern most center entrance on T.H. 169.
Sorensen asked what the maximum height of signs is in the Sign Ordinance.
The planner thought the maximum height is about 20 feet. The planner
• then reported the city requested the cinema be located inside the mall,so
there is a need for a sign to identify what is playing.
Boerger expressed the concern that from the cinema sign approval the
city may receive other requests for large signs.
Sorensen felt the identification of the 5 movies playing makes the sign
an advertising sign.
Marshall Levin, architect, said that United Artists uses the same standard
sign all over the country.
Feerick said he saw the need for the cinema to have a sign , but believed
its size should be scaled down.
The planner stated that the shopping center is allowed I freestanding sign,
and signs within PUDs are notgoverned by the Sign Ordinance.
Motion:
Schee moved, Boerger seconded, to approve the revised cinema sign as
submitted with the March 14,1975, cinema sign display to be used to document
the landscaping to be required. The motion failed 2:2:1 with Boerger & Schee
voting aye, Sorensen & Lynch voting nay, and Feerick abstaining.

• Porter asked what guidelines he should relate to the United Artist
representatives. Lynch stated he thinks the cinema sign should more
closely resemble the standards in the Sign Ordinance. Feerick stated
he would like to see a reduction in the size of the sign.
Entrance Signage
Sheldon Johnson , Barton Aschman, reviewed the entrance signs and
striping plans for the center. He stated that the plan conforms with the
guidelines used for traffic. control and will keep traffic moving as
freely as possible.
Sorensen asked how effectively arrows would function during Winter months.
Sheldon Johnson replied that most drivers will realize the angle parking
from the first few parked-cars or by the placement of the large planters.
Motion:
Boerger moved, Schee seconded, to approve the - parking lot and striping
.plans as submitted. The motion carried 3:1:1 with Boerger, Schee &
Feerick voting aye, Lynch voting nay and Sorensen abstaining. Lynch
voted nay because he felt a better alternative than arrows could have
been pursued.
IV. PUBLIC HEARINGS.
• A. Area A of The Preserve Commercial Plan, request for conceptual approval
for Office, Commercial & Multiple uses and preliminary plat approval .
The planner announced that the Preserve Commercial Plan would be
presented for both the city and the public on March 20, 1975,at 7:30 PM
at the Vo-tech School.
Loren Galpin presented the preliminary plat and conceptual land uses-
being requested for Area A of The Preserve. The conceptual uses include offices,a
motor lodge, and restaurants. Galpin stated that 18 of the36 acres will be
for scenic easement. Galpin said the area around Anderson Lakes would
have limited access.
Sorensen asked if a path would be constructed along 78th Street to the
Ring Road. The planner replied affirmative.
Sorensen then referred the item to the staff and Park & Recreation Commission.
V. PETITIONS AND REQUESTS.
A. Methodist Hospital Clinic requesting PUD development stage approval and
rezoning to OFC District for the construction of a medical office-building.
The site contains approximately 5 acres and is located in Area .F of The
• Preserve Commercial Plan.

• Mr. Earl Dresser presented the proposal for a. Eden Prairie health center
which would initially house 5 physicians, health education & counseling
rooms and a base for a mobile life support program in conjunction
with Smith Ambulance.
Sorensen noted that the 2nd building, as shown on page 18 of the brochure,
had substantial intrusion into the woods. The -planner felt that it may be
possible to shift the building.
Sorensen referred the item to the staff for a report.
VI. PLANNERS REPORT.
a. Discussion of amendment to Ordinance No. 135 allowing office uses in
industrial districts.
The planner informed the commission that the item would be on the council,s
April 1, 1975 meeting and a draft of suggested changes is expected at that
meeting. The planner-then reviewed the alternatives in the March 7, 1975
memo and directed them to strike the second sentence in 3b.
Mr. Crouch felt alternative 3a. was more restrictive then what presently
exists.
• b. Discussion of CDA Progress.
The planner reported that the CDA application had been submitted and that
if funds are available a pathway will be constructed along Valley View
to Round Lake Park.
c. _Discussion of Housing Assistance Plan.
The planner reported that the Housing Assistance Plan is near completion
and will probably be referred to the Planning Commission.
VII. ADTOURNMENT.
Lynch moved, Feerick seconded, to adjourn at 12 :45 AM. The motion
carried unanimously.
