Motion was made by Hallett, seconded by Ruebling to
approve the agenda as printed.

III. MINUTES
Chairman Shuck requested a motion for approval of minutes
of the November 9, 1987 meeting. Commissioner Fell
requested a change in the minutes on page 7, paragraph 9,
line 4 should read, "mph on County Road 18. The
feasibility report. . . "
MOTION:
Motion was made by Bye, seconded by Fell to approve the
minutes of November 9, 1987 Planning Commission meeting as
presented and changed.

IV. DEVELOPMENT PROPOSALS
A. SOUTHGATE, by William Smith. Request for Zoning
District Change from R1-22 to R1-13 .5 on 2 . 3 acres,
and Preliminary Plat of 2 . 3 acres into six single
family lots and road right-of-way. Location: North
of St. Andrew Drive, west of Baker Road, east of
Prairie View Drive. A public hearing.

Ron Krueger, representative of proponent, presented the
preliminary plat of 2.3 acres proposed for 6 lots with
access via a public street extension from St. Andrew
Drive. He stated the southeastern slopes will have fill
of approximately seven feet. Storm water run-off is
proposed to be collected within a catch basin system and
extended down the eastern property line. With the
development of the adjacent property, an overall storm
sewer system must be designed and subject to review by
City Engineer and Watershed District.
Ruebling questioned the zoning change from R1-22, which is
what the present lots in the area are zoned, to R1-13 .5.
Franzen responded that earlier development required more
lot space to accommodate sewer and wells. Now that storm
sewer and utilities are available, the lot size can be
decreased.
Fell asked proponent why the house pad dimensions are not
indicated on drawing.
Krueger responded because its understood they are forty
feet from the setback, but if Commission so desired
dimensions he would incorporate them on the drawing.
• Fell felt it would better define where the soil correction
was made.
Franzen responded that this is a dimension that is arrived
at on case by case basis depending on the soil problem.
It is normal practice to build thirty foot setback pads,
and we require the developer to identify through the
grading plan, the soil correction.
No audience participation.

Motion was made by Ruebling, seconded by Bye to close the
public hearing.
MOTION 2 :
Motion was made by Ruebling, seconded by Bye to recommend
to the City Council approval of the request of William
Smith for Zoning District Change from R1-22 to R1-13 .5 for
2.3 acres, to be known as the Southgate Addition, based on
revised plans date November 17, 1987, subject to the
recommendations of the Staff Report dated November 20,
1987.

MOTION 3:
Motion was made by Ruebling, seconded by Bye to recommend
to the City Council approval of the request of William
Smith for Preliminary Plat of 2.3 acres into six single
family lots and road right-of-way to be known as the
Southgate Addition, based on revised plans dated November
17, 1987, subject to the recommendations of the Staff
report dated November 20, 1987.

V. OLD BUSINESS

VI. NEW BUSINESS
A. WOODDALE BAPTIST CHURCH
Planner Franzen indicated that representatives of the
Wooddale Church approached the City Staff with a proposal
for increasing the size of Wooddale's facility. Wooddale
owns 31 acres of land, upon which they have constructed
Phases I and II of a church facility approved by the City
in 1981. This was based upon a Phase I building of 50,000
sq. ft. , with an ultimate size of 100,000 sq. ft. ,
• including an 1800 seat sanctuary. The building was to be
low profile with a sanctuary of 60 ft. in height and a
bell tower for image of 75 ft. in height. The parking
proposed at that time was 470 spaces for Phase I and 1100
spaces ultimately.
Planners at Wooddale informed Staff they are prepared to
start working drawings for construction next Spring of a
220,000 sq. ft. facility requiring 2,256 parking spaces,
parking ramps, and a sanctuary topped by a belfry and
spire of approximately 200 ft. (Colonial Church of Edina
has a bell tower of about 110 ft. )
In 1984, the Commission recommended denial of a request to
place a facility about the size of the approved Wooddale
Church on a site just south of Wooddale on Bryant Lake
Drive. The Commission found that two churches of a
regional size generated traffic at the same times which
overloaded intersections. The current Wooddale request is
roughly the equivalent of doubling the approved size.
The Wooddale Church would appreciate hearing the
Commission's thoughts about their proposal before they
spend more dollars on plans. If 200 ft. bell tower is not
feasible, what height is acceptable? Wooddale realizes
this is larger than first anticipated but they like the
site they are on and hope to stay there with the building
expansion.

Commission expressed they cannot justify the variance
without setting a precedent. The Board of Appeals has
previously denied proposals for towers over 100 ft.
Bye was concerned with parking, traffic after services,
what time are the other activities of the church. Are we
considering the Monday through Friday traffic.
Fell suggested they implement traffic management tools
such as fellowship after services to phase the people out
of the parking lots.
Hallett expressed a real concern about parking spaces, and
how the past configuring of parking spaces at churches has
been off site, and created a real parking problem as well
as traffic congestion.
Ruebling was comfortable with size and height due to the
aesthetic architectural features, but felt this 31 acres
might not be the right site for this building.
Anderson requested Wooddale provide a compelling need for
that height.
Hallett reminded Commission that the Board of Appeals
denied KMSP a tower last year, and if Wooddale's 200 ft.
tower is approved, KMSP will be in the following week.
Hallett was comfortable with 100 ft. but not 200 ft.
Ruebling inquired if anyone had inspected these drawings
for accurate dimensions.
Franzen replied affirmatively. Franzen added that
Wooddale Church held a meeting with Golden Ridge Estate
residents and they received no negative feedback but not
many were in attendance.
Fell did not like the 200 ft. height and feels it would
invade the neighborhood.
Franzen reiterated that the Church will listen to this
feedback from the decision making people. They may revise
or they may come back to the Commission again with the
same proposal.
Bye expressed the foresight of this proposal and the
booklet provided lends itself nicely.
B. CREEKVIEW INSPECTION
Franzen inquired to Commission interest in visually seeing
the Creekview property, and the grading on the Fillippe
site. He instructed Commission that two groups will go in
so as not to violate an open meeting.

Hallett expressed the importance of a trail along the
creek so citizens can have access to a nature area.
Franzen replied that presently sidewalks and overlooks
will be provided but no trails along the creek.
