Location: South of County Road #67, west of Creek View Lane, north of Purgatory Creek. A continued public hearing. Terry Schneider reviewed the changes that have been made to the plan that was presented at the last meeting. The revised plan calls for one additional temporary access road to be installed immediately. This would be graded as a temporary fire access and removed as soon as the permanent access goes in. Various alternatives were reviewed to bring the length of the cul-de-sacs within 500 feet. This was accomplished for the Mallory Lane • cul-de-sac. Hwoever, the Timber Creek Drive cul-de-sac would remain at approximately 600 feet in length because of topographical restraints. The J Planning Commission Minutes 2 June 22, 1987 Parks, Recreation, and Natural Resources Commission reviewed this item at their June 15, 1987, meeting. At that time, a recommendation was made to maintain a mown trail between Creekview Lane and the proposed development. A study was made on single family homes as opposed to multi-family units. Proponent will provide a minimum distance of 85 feet between single family homes and multi-family units. Finally, sight line sections were presented depicting the existing homes and those proposed on Creekview Lane. A copy of this study showing distances between the homes was given to the neighborhood. Planner Uram stated that themajor issues presented at the previous Planning commission meeitng have been discussed and Staff is recommending approval of the proposed project. Chairman Schuck asked for comments from the public. No comments. MOTION 1: Motion was made by Bye, seconded by Anderson, to close the public hearing. Motion carried--6-0-0 MOTION 2: • Motion was made by Dodge, seconded by Anderson, to recommend to the City Council approval of the request of Timber Creek North Partnership for Comprehensive Guide Plan Amendment from Low Density Residential to Medium Density Residential on 14.9 acres and from Public Open Space to Low Density Residential on three (3) acres, for Timber Creek North, based on revised plans dated June 4, 1987, subject to the recommendations of the Staff Report of June 5, 1987. Motion carried--6-0-0 MOTION 3: Motion was made by Dodge, seconded by Anderson, to -recommend to the City Council approval of the request of Timber Creek North Partnership for Planned Unit Development Concept Amendment on 162 acres to the overall Timber Creek PUD, for the Timber Creek North development, based on revised plans dated June 4, 1987, subject to the recommendations of the Staff Report dated June 5, 1987. Motion carried--6-0-0 MOTION 4: Motion was made by Dodge, seconded by Anderson, to recommend to the City Council approval of the request of Timber Creek North Partnership for • Planned Unit Development District 'Review on 89 acres, with Zoning District Change from Rural to RM-6.5 on 14.9 ' acres and from Rural to R1-13.5 on 44 acres, with variances, for Timber Creek North, based on revised plans dated June 4, 1987, subject to the recommendations of the Staff Report dated June 5; 1987. Planning Commission Minutes 3 June 22, 1987 ' Motion carried--6-0-0 MOTION 5: Motion was made by Dodge, seconded by Anderson, to recommend to the City Council approval of the request of Timber Creek North Partnership for Preliminary Plat of 89 acres into 110 lots, three outlots, and road right- of-way, for Timber Creek North, based on revised plans dated June 4, 1987, subject to the recommendations of the Staff Report of June 5, 1987. Motion carried--6-0-0 MOTION 6: Motion was made by Dodge, seconded by Bye, to recommend to the City Council a finding of no significant impact for the Timber Creek North Environmental Assessment Worksheet, based on revised plans dated June 4, 1987. Motion carried--6-0-0 B. DORENKEMPER ESTATES, by Alex Dorenkemper. Request for Preliminary Plat of 45.7 acres into 4 lots. Location: South of Pioneer Trail, • west of Riley Creek. A public hearing. Planner Franzen stated that due to legal issues involving the property, the proponent has requested withdrawal of this item at this time. MOTION: Motion was made by Bye, seconded by Anderson, to close the public hearing and return the item to the proponent, without prejudice. Motion carried--6-0-0 C. THOMPSON'S ADDITION, by David Thompson. Request for Preliminary Plat of 0.993 acres into 2 single family lots and road right-of-way with variances to be reviewed by the Board of Appeals. Location: Southwest corner of Valley View Road at Franklin Circle. A public hearing. Brian Olson, consultant for David Thompson, explained the variance for lot size and the request to divide the parcel into two lots - 95 foot frontage for Lot 1 and 113 foot frontage for Lot 2. Fell asked if the 24" elm tree which is only 15 feet from the property line is salvageable. Planner Uram stated that the Staff will review this. Chairman Schuck asked for comments from the public. No comments. • MOTION 1: Motion was made by Bye, seconded by Anderson, to close the public hearing. Motion carried--6-0-0 Planning Commission Minutes 4 June 22, 1987 MOTION 2: Motion was made by Bye, seconded by Fell , to recommend to the City Council approval of the request of David Thompson for Preliminary Plat of the Thompson Addition for 0.993 acres into two (2) single family lots and road right-of-way with variances to be reviewed by the Board of Appeals, based on plans dated June 4, 1987, subject to the recommendations of the Staff Report dated June 19, 1987. Motion carried--6-0-0 D. WYNDHAM CREST, by Burl Corporation. Request for Zoning District Change from Rural to R1-13.5 on 19.9 acres, Preliminary Plat of 27.9 acres into 25 single family lots, 1 outlot, and road right-of-way. Location: West of Purgatory Creek, east of Tristram Way. A public hearing. Planner Franzen told of meeting with the proponents on June 18th to discuss the major concerns that the Staff has with this project. The developer has agreed to provide the Commission with the following: 1. Provide soil tests and topographic information in order to analyze . the through-road connection. 2. Provide a more complete tree inventory and look at different road and house pad locations to save more trees. Currently, 2,400 inches, or 68%, would be lost with the plan as proposed, and most of the trees are of the oak variety. 3. As a potential mitigating measure for development within the Purgatory Creek Conservancy Area, dedicate all land within the 100- year flood plain. This would amount to 15 of the total 27 acres within that area. 4. Revise the grading and lotting patterns to keep grading out of the flood plain and to provide more buildable land area per lot. Don Patten, proponent, stated that the road access, trees, and lot sizes are the issues. Bye expressed concern about building so close to a flood plain and potential flooding and asked that this issue be thoroughly addressed. Chairman Schuck indicated that road access and tree loss appear to be two primary issues. He added that it appeared that the amount of tree loss is high and that the development as proposed may be too intense for this area. Fell expressed concern for a second access to the site and asked Staff to . look at potential access to the south in the event that the road could not be extended back to Dell Road. Planning Commission Minutes 5 June 22, 1987 • MOTION: Motion was made by Hallett, seconded by Anderson, to continue the public hearing to the July 27, 1987, Planning Commission meeting pending resolution of the design issues raised at this meeting and directed Staff to publish the item for the City Council meeting on August 4, 1987. Motion carried--6-0-0 V. OLD BUSINESS None. VI. NEW BUSINESS Hallett asked Staff for an update on development plans for the southwest section of Eden Prairie. Staff will provide Planning Commission with an update of development plans in the near future. VII. PLANNER'S REPORT None. • VIII. ADJOURNMENT Chairman Schuck adjourned the meeting at 9:00 p.m.
