APPROVAL OF AGENDA II. APPROVAL OF JANUARY 12, 1981 MINUTES III. MEMBERS REPORTS IV. DEVELOPMENT PROPOSALS A. CPT 2ND PHASE BUILDING, by CPT Corporation. Request to construct a second building and additional parking west of existing CPT Office. A continued public meeting. B. NORTHMARK 5TH ADDITION, by The Preserve, Inc. Request to combine 3 outlots zoned R1-13.5 into 1 lot for a single family home. Located between 10760 and 10750 Fieldcrest Road. A public hearing. C. PRESERVE CENTER 3RD ADDITION, by The Preserve, Inc. Request to divide an outlot zoned RM 6.5 into 2 lots for 2 duplex buildings and rezone the 25' of outlot R, Lake Eden, from Rural to RM 6.5. ADJOURNMENT � 4 MINUTES EDEN PRAIRIE PLANNING COMMISSION approved Monday, January 26; 1981 7:30 PM, City Hall MEMBERS PRESENT: Chairman William Bearman, Liz Retterath, Virginia Gartner, Matthew Levitt, Grant Sutliff, Hakon Torjesen, Robert Hallett(arrived at 7:42) MEMBERS ABSENT: None STAFF PRESENT: Chris Enger, Director of Planning; Sue Schulz, Planning Secretary I. APPROVAL OF AGENDA Torjesen moved to approve the agenda as submitted. Sutliff seconded, motion carried 6-0. II. APPROVAL OF JANUARY 12, 1981 MINUTES Sutliff moved to approve the minutes with the following corrections: page 2, 14th para. , strike 'the plan would be OK' and insert ' concept might be acceptable' . page 3, 1st moti.on, add after the word 'to' , "forward to the City Council and commend. . . ' page 4, 11th para! , add after the word 'occur' , 'and stated that he felt that the land should be developed from south to north to keep the drainage open into Lake Idlewild: ' page 4, after 11th para. , add 'Shardlow stated that the interior road would be completed through the subdivision before occupancy of buildings. ' Motion was seconded by Torjesen, and carried 4-0-2 (Retterath and Bearman abstained): III. MEMBERS REPORTS None IV. DEVELOPMENT PROPOSALS A. CPT 2ND PRASE BUILDING, by CPT Corporation. Request to construct a second building and additional parking west of existing CPT Office. A continued public meeting. The Planner stated that Mr. John Torseth of Armstrong, Torseth, Skold, and Rydeen Inc. was present to go over what is being done. Torseth stated that they have worked on the road, landscaping, etc. , and stated that they have not yet met with everyone, but have talked to 4 who are in favor, 1 who is thinking, 1 is out of town, and 1 they have not yet been able to contact. He also stated that the proponent would like to come back to the commission with a P.U.D. request . He requested that the item be tabled until they are ready. approved Planning Commission Minutes -2- Jan. 26, 1981 Levitt asked what changes have been made to the parking. Torseth replied that they have redesigned the parking and reevaluated the building to be in conformance with all the requirements. He also stated that the parking lot will hold approx- imately 900 cars and that stage III would require a parking structure. MOTION Retterath moved to table the CPT 2nd Phase Building. Gartner seconded. DISCUSSION Sutliff asked the proponent if they have been working with the roadway to the east. Torseth replied yes. The Planner asked the commission what their views were toward a PUD approach. Bearman stated that he felt that the PUD would be better Ahan an inflexible rezoning. Levitt stated that he was concerned with the surrounding land uses. Motion carried 7-0. B. NORTHMARK 5TH ADDITION, by The Preserve, Inc. Request to combine 3 outlots zoned R1-13.5 into 1 lot for a single family home. Located between 10760 and 10750 Fieldcrest Road. A public hearing. The Planner stated that Mr. Lee Johnson of The Preserve was present to answer questions. He also reviewed the original proposal for the outlots. • Levitt asked if the residents have been notified. The Planner replied yes. DISCUSSION Mr. Kinsella, 10750 Fieldcrest Road, arrived and stated that he would like to "swap" part of -his land for part of The Preserve's land to make the lot line even. The Commission agreed that Mr. Kinsella and Mr. Lee Johnson of The Preserve should get together to discuss this and if it is agreed upon, they would come back for a replat of the lots in the future. However, that potential action would not preclude the combining of lots at this time. MOTION Torjesen moved to close the_public hearing on Northmark 5th Addition. Retterath seconded, motion carried 7-0. MOTION Torjesen moved to recommend to the City Council approval of the plat dated January 15, 1981 as per the January 23, 1981 staff report. Retterath seconded, motion carried 7-0. F .approved Planning Commission Minutes -3- Jan. 26, 1981 C. PRESERVE CENTER 3RD ADDITION, by The Preserve, Inc. Request to divide an outlot zoned RM 6.5 into 2 lots for 2 duplex buildings and rezone the 25' of outlot R, Lake Eden, from Rural to RM 6.5. Located in the southwest corner of Anderson Lakes Parkway and Preserve Boulevard. A public hearing. The Planner explained the additional 25' and reviewed the request. Levitt asked what this outlot is designated in the Guide Plan. The Planner replied medium density residential . MOTION 1 Retterath moved to close the public hearing on Preserve Center 3rd Addition. Gartner seconded, motion carried 7-0. MOTION 2 Retterath moved to recommend to City Council approval of the plan and rezoning dated January 15, 1981 as per the staff report of January 23, 1981. Gartner seconded, motion carried 7-0. V. OLD BUSINESS A. Shoreland Management Ordinance The Planner reviewed the impacts of the proposed ordinance upon past and future developments within the City. The Commission instructed The Planner to work on language which would allow a more flexible approach with regard to multiple unit minimum lot frontage. VI. NEW BUSINESS None VII. PLANNER'S REPORT The Planner reviewed the January 15, 1981 meeting with the Metropolitan Physical Development Committee on the Comprehensive Guide Plan. VIII. ADJOURNMENT Retterath moved to adjourn the meeting at 9:34 PM, Gartner seconded, motion carried 7-0.
