I. APPROVAL OF AGENDA
Bentley moved to approve the agenda as submitted. Retterath seconded ,
motion carried 7-0.
II . APPROVAL OF MINUTES FROM SEPTEMBER 8, 1980
p. 3 10th para. should read. . . if Topview Road, not of Topview Road .
Retterath moved to approve the minutes of September 8, 1980 with the
above change. Gartner seconded, motion carried 6-0-1 . Torjesen abstained .
III . MEMBERS REPORTS
Torjesen stated that he had 'heard that the Ederi Prairie (Development)
Redevelopment A Tax Increment Financing was to go back to the commissions.
He asked if it will return to the Planning Commission. The Planner
stated that fie will check.
Bearman stated that there was not a request from 'renard ` s for continuance
in the packet. The Planner stated that the proponent said they were
going to have one for the meeting but they did not. He further stated
that the commission should continue the proposal 2 weeks (October 14, 1980) ,
and if by then there was no request to continue the proposal , the commis-
sion should take action.
IV. DEVELOPMENT PROPOSALS
A. PRAIRIE LAKES CONDOMINIUMS, by Prairie Corporation & The Preserve.
Request for PUG Development Plan revision b replatting of Block 6 ,
Lot 1 , Basswood Forest for construction of 252 condominiums . Lo-
cated North of Anderson Lakes Parkway A Northwest of Basswood Road.
A public hearing.
Bearman reviewed the letter from The Preserve dated 9/19/80 reouesting to post-
pon3 the public hearing until October- 14, i980.

Bearman stated that since there was no written request from Mena;d' s to post-
pone the public hearing, that they will be brought back in 2 weeks (October
14, 1980) and the commission will take action then.

obtain written confirmation of the request for continuance from Menards.. Retterath
seconded , motion carried 7-0. - --
C. SIDE'S KNOLL, by Orris Eide. Request to rezone 2 acres from Rural
to -1 and preliminary plat 4 lots for 3 new homes. Located
at 15601 Valley View Road. A public hearing.
The Planner reviewed the proposal and stated that Mr. Orris Eide was present to
answer any questions .
Bearman askeel if the land to the east o` this proposal is platted and if the
road would create a prcblew, for plowing. The Planner replied that yes the land
east of this proposal is platted and no, there would be no problems with plowing.
� . Bearman asked if the road was located where it was for tepngraphy reasons . The
Planner replied no.
The Planner stated that plantings could be placed between the .-^ad and the other
properties.
Bentley asked whose property the right of way would be on. The Planner replied
that Eide -( weed the land and it would he dedicated to the City.
Bearman asked who would maintain the boulevard. The Planner replied adjacent
Property owners traditionally ).maintain the boulevard as part of their lot.

The Planner reviewwed the pt:—Aposal , stated that Mr. Doinjil has obtained the
variance he needed to plat a lot without public frontage.
Levitt asked if there would be aay future problems with sideyard setbacks . The
Planner replied no.
Bentley asked if the proposal was 1 lot. The Planner replied yes .
Bearman asked if anyone was present and would like to comment on the proposal .

The planner reviewed the lncation of thee proposel and introduced Mr. Dbn Brauer
of Brauer and Associates Ltd. , Inc.
Brauer explained the changes that have been made to revise the proposal . He also
explained the road system. He felt that a bridge across I-494 would be the best
road solution.
The Planner reviewed the staff report and stated that he felt that an east/west
road would be beneficial through the project.

Bearman asked if a roars system study has been done recently. The Planner replied
there are no:.ment transportation studies.
Levitt stated that the bridge has to be consistent with tho county and state
mad systems and also stated that the City most likely could not help fund

The Planner stated that it would be helpful to everyone to have a transportation
engineer look over the proposal .
Levitt asked what would happen to the flood plain. Brauer replied that there
would be 10% ercreac?=. nt.
Bentley felt that an east;wer-t road should be put in. He also stated that he
felt that the bridge is unrealistic. He further stated that he felt that without
the east/west road the proposal would not work.
Warren Gerecke, 6622 Golden Ridge Drive, felt that the car auto dealership areas
were not an asset to the community. He also stated that he felt that the City
needs improvements of its transportation system because he felt that the roads
will all be overloaded. He further stated that he felt that there should be
an east/west road.
Retterath asked if Gelco, etc. , had any comments. The Planner replied that a
representative from Telco Corporation had reviewed the proposal but had no
commen is.
Levitt pointed out that the BacExnan/Anderson site is not in use now and already
78th Street was busy. He also stated that he felt that there is a need for an
east/west road.
Brauer stated that he needed a decision on the road network as it affected this
parcel .

Gartner moved to request the : :ty Council to authorize a traffic study of the area
surrounding I-494, West 78th Street, eastern Schooner Blvd, . and Co. Rd. 181I-494

V. OLD BUSINESS
Retterath asked where the bikepath will cross by Anderson Lakes Parkway.
The Planner replied it was originally olanned to cross at the signals,
but will scow cross slightly west of the Shopping Center.
Retterath stated that when coming out of Anderson Lakes Shopping Center,

Planner refit fed that he was aware of the problem and the berm would be
cut down.
Gartner asked if the City does anything to the bikers not usirq the

VII . PLANNER'S REPORT
The Planner asked Mr. Brauer to bring the Commission up to date on
Tudor Oaks , and the Purgatory Flood Plain Study.
Brauer stated that ABIO Corporation took over the Tudor Oaks project and
negotiated a contract with Kraus/Anderson. He stated that brochures are
expected to be out soon and that the units will now be owned by the resi-
dents. He further stated that the studios will be combined tc form
one bedroom apartments. He stated Chat there have been no major problems
and that the developer is buying the corner lot from the City.
With regard to Purgatory Creek he then stated that they will be testing
the soils to decide whatuses would be appropriate.
The Planner went over the proposals that will be coming up which are:
the meat cutters first phase, Group Health, an office proposal west
of Standard Oil (Single Tree) , Eden Prairie Church, 75 condominiums
south of Eden Prairie Center, and 115 unit apartrrrvent complex.
