APPROVAL OF AGENDA Sutliff moved to approve the agenda as submitted. Gartner seconded , motion carried 6-0. II . APPROVAL OF MINUTES FROM AUGUST 25 1980 p. 3 para. #1 , second line, should real. . . Request for PUD Development Plan revision & replatting of Block 6, Loi 1 , Basswood Forest for construction of 252 condominiums. Located North of Anderson Lakes Parkway & Northwest of Basswood Road. A public hearing. Beaman reviewed the letter from The Preserve dated 9/4/80 requesting to postpone the public hearing until September 22, 1980. Motion Gartner moved to continue to the September 22, 1980 meeting. Bentley seconded. motion carried 6-0. B. PIRAM'S FIRST ADDITION, by Richard Piram. Request to preliminary plat approx mate y 1 acre zoned R1-13.5 into 2 lots . Located in the North- east corner of Duck Lake Trail & Barberry Lane. A public hearing. The Planner introduced Mr. Richard Piram and Cal Ladd , of Calhoun Realty. Laid stated that the outbuilding is 9 on different nrnnPrty: The Planner reviewed the staff report dated 9/4/80 and stated that both lots meet the minimum lot size. Bentley asked if the existing structures should also have a cash park fee . The Planner replied the .staff is investigatino. R31ph Lauro, 17301 Barberry Circle liked why this proposal was a public hearing. Bearman replied since all the neighbors did not sign the administrative division the owner applied For a plat. George Kissinger, 6601 Barberry Lane, was concerned with the cutting down of trees . Owen Gehlert, owner of the property, stated that 2 small basswood trees would be cut down. Sue Lauro, 17301 Barberry Circle was concerned with the driveway. Gehlert stated that there are footage requirements that have to be met. Levitt stated that a staff recommendation was to have the driveway on Barberry Lane . The Planner stated that because of heavy traffic on Duck Lake Trail , the driveway should go on Barberry Lane. Ra ; ph Lauro, 17301 Barberry Circle stated that he felt that the trees should be • saved. Motion I Levitt moved to close the public hearing. Retterath seconded , motion carried 6-0. Motion 2 Levitt moved to recommend to the City Council approval of the Piram 1st Addition as per the plan dated 8/12/80 and the 9/4/80 staff report. Retterath seconded , motion carried 6-0. C. LAKE RILEY ESTATES, by Leonard Swedlund. Request to preliminary plat 14+ acres zoned Rural into 3 lots. Located North of Lake Riley and East of Chanhassen. A public hearing. The Planner introduced Mr. Leonard Swedlund and Mr. David Squire of McKombs/Knutson , representing Mr. Swedlund. Squire reviewed the proposal and stated that the proponent would like a variance on the lot size and side setback requirements. The Planner reviewed the staff report dated 9/4/80 and stated that the lots will not meet the mean width of 300 ft. Bentley asked what would happen to the remaining buildings after 3 are remved. Squire replied that they wi l l remain. Levitt asked if the homes on the surrounding lots were built prior to the Shoreland Management Act and asked if the hones are outside of the KJSA line. Moi ton 2 ent ey moved to recomnend to the City Council approval of the Lake Riley Estates plat dated 8/11/80 as per the staff report of 9/4/80. DISCUSSION ut stated that he wanted to change the second recommendation in the staff report to read. . .Building plans for lots 2 and 3 shall be subject to Watershed District review and approval . Levitt felt that the parcel could be divided into 2 rather than 3 lots and meet all ordinance requirements. lbticm was seconded by Retterath and carried 4-2. Bearman and Levitt voted nay. D. RENARD ADDITION REPLAT, by Menard, Inc. Request to replat Outlots nar Lion. The easterly portion of Renard Addition. A public hearing. The Planner introduced Mr. Dan Johnson of Suburban Engineering and Mr. Mary Prochaska of Menard's, Inc. Johnson reviewed the Renard Addition •nd stated that because of problems , the proponent wants to replat. He also stated that the preponert would like to relocate Plata Drive so that access can be provided to lots off of Schooner Blvd because of engineering problems . He also stated that there will be some screening done for tife views of the hoses near the s i to. The Planner reviewed the staff report of 9/5/80 and stated that the main difference in grading is by Schooner Blvd. Levitt asked if Topview Road would intersect with Valley view Road. The Planner stated tlat it is not proposed at this tiwt. Sutliff asked if Topview Road has access to other roadways. Bentley stated that he felt that the proponents should return. Bill Verkuilen, 12650 V#1ley View Road, presented photos of the views from his backyard. These photos are part of tie minutes. John Reedy, 7262 Gordon Drive, represgnting the residents from Topview stated that the residents feel that the siteilooka- m+uch different than proposed. He also read 2 quotes from -Zone 4: AM Book, and stated that he felt that there is a need for sensitive development for the entire site but also felt that with the proper .screeiing andLI berming, that the site will look fine: Jerry Spei bean, 6601 Golden Ridge Drive felt that the plan needs sensitivity. The Planner stated that Plaza Drive could be connected to Valley View Road if improvements werj not done. Levitt asked Prochaska if they would like this to be returned to them for revision. 'Iftms VII . PLANNER'S REPORT The Planner stated that Hartford is ready to start grading their 2nd lot and showed what they are doing. The Planner stated that Eide' s Knoll , Dolejsi Addition, and CNR Goldei Strip East are coming up at the September 22, 1980 meeting. The Planner also stated that Monday, October 13, is Columbus Day and anted the Planning Commission to chooss another date for the meeting. �~ Searman suggested Tu"day, October 14. The Commission so moved and the motion carried unanimiovtiy. VIII . ANUIRNMENT Bentley moved to adjourn the meeting at 10:02 PM. Gartner seconded , motion carried 6-0. J ' 1 r
