I. APPROVAL OF AGENDA
Gartner moved, Torjesen seconded, to approve the agenda as submitted.
Motion carried 6-0.
II. APPROVAL OF THE MINUTES OF JUNE 23s 1980
Torjesen moved, Retterath seconded. to approve the minutes as submitted.
Motion carried 5- 0-1. Bentley abstained.

Gartner reported that the highway 212 Study is officially over. It wit
have a shelf life of 5 years.
IV. DEVELOPMENT PROPOSALS
A. DrEER CREEK PUD AND REZONING, by T.G.C. Devel opement, Inc. Request for
PUD oncept approval on acres for single family, townhcuse , quad-
raminiums, And commercial use; rezoning from Rural to RM 2.5; prelim-
inary plat approval , and approval of an Environmental Assessm*nt Work-
sheet. Located East of Mitchell toad, South of Old Farm quads, and
North of Ridgewood West. A continued public he+ariwy.
-14r. Bill Dolan, project designer, stated that there is a major east/west street
with CO' R.O.W. with a 5' concrete sidewalk. All public streets have a 28' wide
surface Except there is 1 private street 280' in length. There is also additional
berm and plantings to screen from adjacent uses.

Dolan stated that an Anderson Lakes Parkway ' -.(Ition has been signed by Centex,
Northrup King, Mitchell Lake Townhouse Development, and Old Fam De"lopment.
Dolan appreciated Staff and Commission patience in working out the project specifics.
The Plannar noted the revised plan contains 19 standard quad units a*d 19 new quad
units. The Planner suggested detailed landscaping plans with size0type be suw-'itted
so the screening from the north and south loop roads can be adequately reviewed.

The Planner also suggested the trail easementashould contain 6 ' wide 4" deep
asphalt surfacing and that the Engineering Department review road locations and
off-sets.
The Planner Stated storm protection is unanswered.
Dolan stated that a building 2800 Sq. ft. is more durable than single family.
Four units together rill form an X and stairways provide strength that could be
utilized for protection. He added no quads in the Twin Cities are required to
provide stom protection. He felt they can educate the owners where the best
protection exists.
Bentley questioned the trail along the Southwes� border. Doan answered that yes ,
there is a trail linking the South loop road to the West of phase 1 .
Torjesen stated that the garages on the South side appear- to be small . Dolan
answered that those on the South side are single car garages .
Bearman expressed dislike for the road layout and inquired if alternatives were
investigated. Dolan replied other designs were unsuitable because of the land
configuration, soils , grades , etc.
Beaman asked if anyone in the audience had comments . None were raised .
Motion 1
Bentley moved to close the public hearing on Deer Creek PUD and Platting. Gartner
seconded, motion carried 6-0.
Motion 2
Bentley moved to recommend to the City Council approval of the Deer Creek PUD based
upon the plan dated July 10 and the staff report of June 20, 198D and the following
recommendations:
1. That the parr be deeded to the public, if to be public , at
time of phase 1 development.
2. That access to Mitchell Road be constructed with phase 1.
3. That landscaping along the south loop road be submitted
to City Staff for review and approval prior to building
permit issuance.
4. That all walkways be hard surfaced.
5. That Public Safety meet with project architects to work
out some type of storm protection.
Retterath seconded, motion carried 6-0.
Motion 3
Bent ey moved to recommend to the City Cuunci l approval of the first phase
0rezoning from Rural to RM 2.5 based upon the plans dated July 10, 1980 and the

Bentley moved to recommend to the City Council approval of the Deer Creek Environ-
mental Assessment Worksheet Finding of No Signi- ficant Impact. Retterath seconded ,
motion carried 6-0.
B. SUPERAMERICA STATION, at Co. Rd. 4/TH 5. Request to rezone 1.3 acres
from Plan Study to Highway Commercial for construction of a convenience
store and gas station. Located in the Southwest corner of TH 5 and Co.
Rd. 4. A continued public hearing.

Qetterath moved to continue to August 11 , and if the proponents are not ready by

C. BRYANT LAKE CENTER PiJD LAKERIDGE OFFICE DaoK o`2nNrNG. Request for _
PUD Concept approval of office & commercial uses ors 31 acres , rezoning
from C-Reg. to office for 7.7 acres , preliminary plat approval , and
e approval of an Environmental Assessment Worksheet. Located South of
Co. Rd. 60 b North of 494. A public hearing.
Bearman stated that he is unhappy about the graphics being iillegible in the brochure,
Mr. Putnum, Hustad Development Corp. , introduced Tom Ryan and Dan O'Brian, He
reviewed the project location, steep slopes , general off/com uses in PUD, orien-
tation, and surrounding !uses of; KRSI , Super Jalu, and Condon-Naegele.
He said first phase rezoning will be grading of 8 acres for three buildings and the
site will be restored as per watershed rec;4ir;^ients.
Mr. Ryan stated that thCy build resorts, commercial/industrial h townhouses . They
want to develop an office park with ownership of com en areas by association.
Dan O'Brian, architect, stated that the buildings would,:range from 3800 - 9000 sq.
ft. , floor elevations would vary frc5m 870 - 895, the buildings are designed to be
residential in bhar°acter with wood exteriors with brick trim and sloped shingled
roofs. Mr. O'Brian then reviewed the signage proposed .
The Planner reviewed the staff report recommending additional material be submitted .
Retterath asked how high buildings would be. Mr. Putnu+ estimated to the 925 -93C
ft elevation.
Retterath questior.2d, out of the 7.4 acres, what is the existing highest elevation.
Putnum replied that maybe 91C - 915 ft.
Retterath asked is the estimated 85% - 95% grading for the 7.4 acres or total site
Putnum replied that it was the overall site,

Retterath inquired about the vegetation. Putnum answered that it is grasslands ,
few oaks , aim and rnttnnwnnd
Bearman inquired as to why the cul -de-sacs are not looped . Putnum answered that
you can drive through the parking lot to reach, either cul-de-sac.
Bearman inquired about the total amount of land covered by buildings and parking.
O'Brian stated that 60% will be of impervious surface.
Bearman felt that there are serious difficulties with this project. He believed
sight lines .should be submitted, and revisions to the internal street system.
John Wilke, 7221 Willow Creek Road, distributed a letter and read same .,
Don Sorensen, 7121 Willow Creek Road, stated that he agrees that the uses should be
for office and some grading will occur. He believed the submitted plan would create
a mass of buildings with little green space visible and recommended that a sonnle
larger office use would be more appropriate.
Motion
Gartner moved to continue to July 28, 1980 Planning Commission meeting. Sutliff
seconded, motion carried 6-0.
D. THORN CREEK PLACE PUD, by Minneapolis Retail Meat Cutters & Food
Handlers Health & We fare Fund. Request for FUD Concept approval for
office, commercial and multiple residential uses on 60 acres. Located
North & West of Co. Rd. 39 & East of U.S. 169-19-12. A public hearing.
John Uban, Howard Dahlgren & Assoc. , reviewed site location, utilities , aroposed
office/commercial /multiple residential uses , noise contour study, vegetation , etc.
He stated the first stage is expected to be a 4 story office and raquet club. He
then outlined the road systems and stated they would be working with City and
Cot.aty to resolve access poi ntc� .
The Planner reviewed the staff report recormending approval .
Bentley asked if the planner recommended more housing units than depicted. The Plan-
ner replied affirmative.
Bearman expressed concern that additional housing will generate more impact upon
the environment.
Frank Smetana , 7680 Smetana Lane, was concerned with the improvements to Valley
View Road. Uban replied that R.O.W. will be enlarged an extra 17' and a right
and left turn lane and bypass lane will be added.
Smetana inquired about the oak trees in the South tip stating they are a good sound
barrier. Uban replied that they want to keep them but, some may have to go for
the Valley View Road construction.
,Gary Kostecka, 10805 Valley View Road, does- not want to give up any land for Valley
",-View and he dues riot feel that Valley View Road can handle the traffic flow.
rylw-m, 10610 Valley View Road, owner of the land to the East, stated he sold
8 acres for the project and is satisfied with the concept.

Dan Enblom expressed concern about the parking lot in the woods located at the Nort

end of the oro.iect.
Uban stated that schematically they show required parking spaces , but given a vari-
ance for fewer , more trees couln be retained.
Motion 1
Retterath moved to close the public hearing on the Thorn Creek PUD. Gartner sec-
onded, motion carried 6-0.
Motion 2
Rett-erath moved to recommend to the City Council approval of the PUD as per the
Staff report of July 3, 1980 with the exclusion of #5. Gartner seconded , motion.
carried 6-0.
V. OLD BUSINESS
V1 . NEW BUSINESS
A. Bearn;an expressed concern with cul -de-sacs and felt that the r1anning
Commission should seriously discuss the policy.
VII . PLANNER ' S REPORT
A. 1. The Planner informed the commission the Interstate Detroit Diesel
item would be on July 28.
2. Reinstatement of Plan Study in Southwestern Eden Prairie.
Torjesen moved to set a public meeting for Jily 28 for the purpose
of rezoning to Rural properties previously zoned Plan Study in
Southwestern Eden Prairie along the Tailroad. Gartner seconded ,
motion carried 6-0.
3. Timber Creek
'The Planner reported the Parks, Recreation and Hatural Resources Commission
reviewed a revised Timber Creek Plan and recommneded approval 6-0.
He asked if the Planning Commission would like to set a new public hearing
to review the revised plan prior to the Council public hearing of August 19.
Torjesen moved, Retterath seconded, to schedule a public heari ray for T'n*w
Creek for Aug. 11, 1980. Motion carried unanimously.
VIII. ADJOURNMENT
