MEMBERS REPORT NONE VI . DEVELOPMENT PROPOSALS A. TIMBER CREEK, by B-T Land Company. Request for Planned Unit Development approval on 150 acres for 136 single family, 120 quadraminium units, 48 eightplex units , and 2. 3 acres com- munity commercial site. A cont;nued public hearing. .Jack Lynch, B-T Land Company, gave a brief presentation of the proposal . He explained that subsequent to the first Planning :Commission meeting, they had revised their plan to respond to the concerns of the residents and Commission. He then explained the changes in the development proposal . Levitt;i"utr'ed about the. dansity--on the different -arreas of the proposal , and asked that thiF information be provided as a part of the staff report. Lynch stated that the density on the northern portion of this site is 1 . 3 units/acre, and 2.9 units/acre on the souther por- tion of the site excluding the laAd designated as parks. Levitt .i nqui red about_.the proposed access onto County Road 4 _ and the traTfic impact this developm*nt would have '6ft Townl ine Road. The Planner stated that this was currently under study and information would be provided. Jeanie Pedric, 15816 North Lund Road, stated she was also con- cerned about the access to the park, from the {North Lund Road residents. Gery Gorder 6717 168 Avenue Nest, inquired to what degree vege- tation was to be preserved. Mr. Lynch stated In the- northern area 1 ittle mass grading wits expected and since the plan was for large lot single family, that tr..:ch of the vegetation would remain. In the southern area, much of the vegetation would be removed in the quadra- minium area. The Commission and residents had concerns over the access to the parks, enchroachment into the flood plain, and the number of cul-de-sacs. MOTION: Retterath moved, Gartner seconded to continue the Timber Creek public hearing to ' the April 14, 1980 meeting and instructed the staff to prepare a report. Motion tarried 6 - 0. B. Planning Commission Minutes -3- March 24, 1980 Mr. Gertz, re;-:resenting The Preserve, gavea brief presentation expl a i n i ng the changes i n 1 of 1 ines and the reasons for these changes. The Commission had discussion regarding the impact of the future Anderson Lakes Park way in this project. Bearman asked for audience comments, there were none. NOTION: Gartner moved, Retterath seconded to close the public hearing. Motion carried 6 - 0. Located past of TH 101 aid south of Hidden Ponds Second Addition. A public hearing. Rick Sather, McCombs-Knutson, gave a brief explanation of the proJt.:t explaining the changes in density. Levitt inquired about the road systems , the road frontages and the safety of the access onto highway 101 . Sather explained the road systems and the amount of land allowed for their frontages. He stated that the projects auin access is onto highway 101 . Levitt inquired if any type of berming was planned for -,long Dell Road for noise abatement. The Planner stated that there are no plans at this time but feels thet smothing should be done for noise abatement. The Commission also had corcerrs over the utility connections and the safety of the recreational facilities. Bev_ BEhlmer, 18920 Pheasant Circle, stated that she still feels that the access onto 101 is unsafe. The Planner went over the recommendations of the staff report. MOTION: Levitt moved, Sutliff seconded to close the public hearing. Motion carried 6 - 0. Motion carried 6 - 0. D. CHERNE PUD & REZONING, by Lloyd Cherne. Request for PUD con- cept approval on 66 acres for office, industrial , and multiple residential uses; and rezoning and platting 5. 5 acres from Rural to I-2 Park for construction of an office/warehouse building. Located south of Tudor Oaks and West of U,S. 169. A public hearing. Phil Pescola, Des fgn Management, gave a brief presentation of the proposed project, explaining the location and the building structure. Levitt inquired what type of use was proposed for this building. Lloyd Cherne, owner, stated taht he plans this building to be used as an office and manufacturing plant. He also stated that he eventually plans this building to be completely office with- out the manufacturing. Beaman asked where the development would obtain its access. He also inquired about the road systems between this devel - opment and Tudor Oaks. Phil Pescola stated -that this development would be obtaining temporary access on Schooner Boulevard through Tudor Oaks and would in the future have its permanent access on 169. MOTION: Gartner moved, Retterath seconded to continue this item to the April 14, 1980 meeting. Motion carried 6 - 0. E. CARDARELLE & ASSOC. INC. OFFICE, request to rezone .8 acres from Rural to Mice and setSaW variances . Located in the Major Cen- ter Area , east of Eden Road and west of 169, at 8123 Eden Road. A public meeting. Mr. Cardarelle gave a brief explanation of his request. he explained the location and shape of his site , the type of building proposed and the proposed parking area. Cev:tt inquired about the road systems and where this project would obta 'n its access . Cardarelle replied that access would, be completely from Eden Road. Bentley inquired if this project met the City' s setback requi remer!Ls . The Planner replied that a waiver was being sought to allow parking within the frontyard setbacks. The Commission also had concerns over the signage and the building of the retaining walls. Mr. Cardarelle stated that he would build all retaining walls and provide sidewalk easements. The Planner went over the recommendation of the staff report dated 3-20-80. MOTION: Bentley moved, Retterath seconded to recommend to the City Council approval of the request by Cardarelle & Assoc. Inc. Office for rezoning of .8 acres from Rural to Office District with setback variances according to the plan dated 2-25-80 and the recommendations of the staff report dated 3-20-80 provided that the following item be added : Cardarelle to build retaining walls and provide sidewalk easawits along T.N. 169 and Eden Road. F. ROSDKIaM . ENGINEERING, request to vacate excess right-of-way along the south Pro of West 78th Street. MOTION: Gartner moved,, Retterath seconded to recommend to the City Council vacation of the excess right--of-way along the soup side of ilest 78th Street. Not ion carried 6 - 0. V I I .
