A. HIGHWAY #212 ALIGNMENT
Mike Franzen explained that the Planning Commission was required to make a
recommendation to the City Council on the alignment of #212 in the City of
Eden Prairie. Upon recommendation by the Planning Commission, the City
Council will adopt this alignment as part of the official mapping process
required by State Statutes.
The Planning Commission raised issues with regards to Highway #212 phasing
and traffic on County Road #4, storm drainage, noise barriers, and
compensation to land owners.
The Planning Commission was concerned that the lst phase of Highway #212
would only extend the #212 Highway to County Road #4. Considering that the
amount of p.m. peak hour traffic is likely to be high, Commission questioned
if this was a good idea considering that County Road #4 may not be upgraded
at that time and also whether or not County Road #4, if upgraded, would have
the capacity to handle the traffic. Commission raised questions with
regards to the intersection location on County Road #4, the need for
signalization, channelization, turn lanes, etc.
• Commission noted that the #212 alignment would be going through and past a
number of existing and future residential neighborhoods. Focusing primarily
• on the area in southwest Eden Prairie, the Commission raised the question as
to whether or not the roadway would be depressed or not depressed, and would
the State be required to construct noise barriers? Commission also
indicated that, in the event the State would would not be responsible for
the noise barriers, would the City consider constructing them anyways?
The Highway #212 alignment proposed a considerable amount of ponding areas
adjacent to the highway. Commission questioned if there has been a detailed
study to determine if the ponding areas would be adequate to handle the
amount of storm water run-off generated off the highway and where would the
water go eventually. Commission was concerned about water quality and if
the water was. to be discharged in any of the City's creeks or lakes, would
there be sedimentation ponds to reduce the amount of sediment and other
pollutants discharged into them?
Commission noted that there was a considerable amount of land along or
within the Highway #212 alignment where there were single family homes that
had been there for a number of years. Commission questioned if the
homeowners were aware of this and if there was some provision for the State
to buy out their properties in advance of the Highway #212 construction.
Commission was concerned about these hardship cases. Homeowners may need to
know if they should sell their property before the alignment goes in.
Motion was made by the Planning Commission to unanimously recommend to the
City Council adoption of the proposed alignment of Highway #212 as presented
by the State Highway Department subject to further clarification regarding
• solutions to the following problems including:
1. Highway #212 phasing and what impact phase one of #212 would have on
County Road #4, the need for turn lanes, signals, and other
improvements.
2. Noise barriers - would the State be constructing them or would the
City participate in the construction of noise and visual abatement?
3. Analyze the proposed storm drainage system in more detail and insure
that there would sedimentation ponds to minimize pollutant discharge
into the City's creek and lakes.
4. Provision be made for property owners with financial constraints
being placed upon them as a result of the #212 alignment and the
uncertainty of the timing of the project to have the opportunity for
the State to purchase their properties in advance of the
construction of the project.
5. That the #212 alignment be subject to the findings and conditions as
stipulated in the Environmental Impact Statement.

B. SHORELAND ORDINANCE REVISIONS
• Scott Kipp presented the Shoreland Ordinance revisions as outlined on the
handout. A lengthy discussion was held on this. Concensus was that we
would raise the issue at a future meeting, perhaps in January for the
February meeting; 3 members were absent this evening, and the issue should
have every member's attention. No action taken; tabled until further
notice.
Questions raised about zoning; there are certain parts of Eden Prairie that
were zoned and not developed; should these be rezoned and put back into
circulation? An inventory of zoned and not developed properties is needed.
