A. UPDATE OF COMPREHENSIVE PARK PLAN
Bob Lambert, Director of Parks, Recreation, and Natural
Resources, stated that Barton-Aschman Associates had been
commissioned by the City in May 1988 to update the
Comprehensive Park and Open Space System Plan, which was a
Chapter in the Comprehensive Guide Plan. Lambert said
that the Comprehensive Park and Open Space Plan had not
been updated since 1979 and considered the next 5 years as
a critical time for the development of City parks and open
spaces . He said after the preliminary draft had been
reviewed by the Planning Commission and the City Council
the draft would be updated, forwarded to the Metropolitan
Council, and then the final draft would be presented for a
Public Hearing before the Planning Commission and the City
Council . Lambert introduced Barry Warner, representative
from Barton-Aschman Associates, to present the plan.
Warner stated that the purpose of the Comprehensive Park
and Open Space System Plan was to identify the City's
needs for parks and open spaces currently, in the year
1995, and in the year 2000 . He reported that the

following processes had been used to complete the study:
1) Population growth study, which indicated a high
percentage of young adults with children, 2 ) Population
density study, 3 ) Open space map updated, 3) Written
inventory prepared for each existing park, 4 ) Needs and
demands analysis study, 5) Newspaper survey conducted, 6 )
Four neighborhood meetings held . Warner reported the
following conclusions from the study: 1) A broad base
community support for the development of parks, • trails,
and open spaces was present, 2) Additional land
acquisition and facility development should occur, 3 )
Three areas in the City would not have adequate park
facilities; southwest area, west central area, and mid-
central area, 4 ) Need for additional youth and adult
athletic facilities, 5) Further study completed regarding
the function of the Community Center, 6 ) Completion of the
open space system.
Warner said the existing policies regarding parks and open
spaces had been reviewed and updated. Warner said the
study indicated the need for further study of the Bluff
Preservation.
Warner discussed the feasibility study completed for the
consideration of a golf course . He stated that a strong
potential existed for development of a golf course, with
three possible sites considered, the best location being
west of Flying Cloud Field. Warner said that a
considerable amount of land was required for a golf course
and a statement needed to be made now for the preservation
of the land.
Warner presented the following recommendations and
priorities : 1) Neighborhood park improvements, 2 ) Outdoor
swimming facility, 3 ) Golf course development, 4 ) Trail
system development, 5) Land acquisition, 6) Special use
facilities developed, 7) Purgatory Creek Recreation area
developed, 8 ) Resolution regarding the function of
Community Center Facility, 9 ) Miller Park developed with
youth facilities developed to compliment the park .
Anderson asked Warner what was meant by a resolution
regarding the function of the Community Center . Warner
replied that because of private development of health
clubs, etc . within the community, the City needed to re-
analysis the competition from the private sector, the
needs which exist within the community, and what
facilities should be contained in the Community Center .
Anderson asked what the relationship was with Flying Cloud
Airport regarding the youth athletics . Lambert replied
that an extension of the runway had been suggested;
however, he believed that it would be several years before
an extension of the runway would take place . Lambert

stated that the City's contract with MAC had not been
renewed at this time .
Anderson asked Warner to elaborate on the resolution of
the hockey facilities . Warner replied the hockey demands
in relationship to other priorities of the community
should be considered and that a statement should be made
as to hockey belonging in the Community Center or not.
Warner reported that the Parks, Recreation, and Natural
Resources Commission believed that stronger statements
needed to be made regarding the Riley Creek development,
the function of the Community Center. He said the
Commission had suggested an opportunity for a young hunter
program, educational opportunities, and trail linkage in
the Minnesota River Valley. Warner said the Commission
also suggested development of urban treatment for highway
right-of-ways to enhance the community's image .
Chairperson Bye believed that as a whole the Planning
Commission concurred with the findings in the report.
Anderson stated that he concurred with the Parks,
Recreation and Natural Resources Commission that the
Community Center and hockey issues needed to be more
specific.
Fell noted that the study called for a small increase in
acreage necessary for neighborhood parks and was concerned
if this amount of land increase would be sufficient.
Lambert replied that there were only 3 to 4 parks left to
be built to accomplish the City's goal of a neighborhood
park within a 1/2 mile radius of each neighborhood.
Lambert emphasized the importance to acquire the land now,
especially in the southwest area of the City, before land
prices increased further .
Fell was concerned about the Minnesota River frontage
being lost and believed the City should take advantage of
the land. Lambert stated that the Minnesota Valley Wild
Life Refuge and Recreation area had a federally approved
plan to acquire the Minnesota River floodplain area from
Fort Snelling to Jordan. He said that as part of this
plan Eden Prairie would be responsible to acquire the
floodplain between Riverview Road and the Minnesota
Valley. Lambert stated the acquisition of the floodplain
would allow the connection of the City's current trail
systems to a trail system within the Wild Life Refuge
Area. Lambert said the floodplain would be designated as
a nature preserve with limited hunting.
Schuck believed it was important to have the trail systems
connect to neighboring community's trail systems .

• Dodge stated that she was impressed with the report and
emphasized that land acquisition should be a top priority.
Hallett stated that the document had been well done;
however, he would have liked to have had more time to
respond . Hallett believed the Plan was too important to
rush through. Enger suggested having another meeting for
further discussion. Lambert said that he did not want the
Planning Commission to feel rushed .
Ruebling stated that he too would like more time and asked
if the Plan had to be approved by the Planning Commission
before it could be presented to the City Council . Lambert
said that the Plan was scheduled to be presented to the
City Council at the November, 15th meeting, which would
allow enough time for the Planning Commission to discuss
this at the neat meeting.
Hallett stated that he would like to see trap and skeet
shooting to be discussed for the Minnesota River area .
Ruebling stated that he would like more information on
indoor hockey and indoor tennis facilities .
'Bye stated that the Planning Commission concurred to
review the Plan again at the next scheduled meeting. Bye
said that she would like to have comments on how the City
planned to incorporate working with and educating the
Community. She would like to see included the
organization of neighborhood groups, such as crime watch.
B. ZACHMAN BROTHERS 1ST ADDITION, by Zachman Development
Corporation. Request for Comprehensive Guide Plan
Amendment from Low Density Residential to Medium Density
Residential on 5 acres, Zoning District Change from Rural
and RM-6. 5 to R1-9 . 5 on 5 acres with variances to be
reviewed by the Board of Appeals, Preliminary Plat of 5
acres into 18 single family lots, 3 outlots, and road
right-of-way. Location: The southwest corner of Franlo
Road and Preserve Boulevard. A public hearing.
Bob Smith, Ron Krueger & Associates, presented the
proposal . Smith stated that the site was located south of
the Eden Prairie Center . Smith stated that the land uses
surrounding the proposed site were apartments,
condominiums, single-family, and cluster homes . Smith
said the proposed site was bordered on two sides by high
density residential uses and proposed that the Zachman 1st
Addition would provide the necessary transition between
the high and low density areas . He said the request was
for R1-9 . 5 Zoning District change to include single-family
and cluster homes . Smith proposed that R1-9 . 5 single-
family homes to be constructed along Preserve Boulevard, a
cluster lot on the corner, the existing single-family

home, and cluster homer along the back side of the
property. Smith said that because Preserve Boulevard was
a busy street, he believed that the single-family homes
should be placed closer to the interior street, allowing
for berming and planted screening to be placed along
Preserve Boulevard. Smith noted that a drainage problem
currently existed on the property and proposed to created
a holding pond to correct the drainage .
Frank Zachman stated that the objective of the project was
to provide starter hordes ranging from $100, 000 to
$130,000 . Zachman said that the property had three
negative aspects; 1) high density, 2 ) busy street, and 3 )
high assessment . Zachman believed that R1-13 . 5 would be
too costly to build on this property. Zachman believed
that by having the cluster homes on the inside of the
project- it provided for the most economic solution for the
property without sacrificing the appearance of the
neighborhood .
Enger reported that the one-acre adjacent to Franlo Road
was currently zoned for duplexes and the balance of the
4. 75 acres was zoned rural . He said the Comprehensive
Guide Plan designated the 4 . 75 acres as low density
residential, which was 2 .5 units or less per acre. Enger
stated that without a Guide Plan change the property could
be developed into 13 to 14 lots, consisting of duplex lots
along Franlo Road with the balance of the property at
131500 square foot single-family lots . Enger said that
Zachman was recommending a different transition consisting
of smaller lot sizes for the single-family homes and
developing 18 lots . Enger suggested that one alternative
would be to place the court yard lots currently proposed
in the southwest portion of the project along Preserve
Boulevard, which would allow the higher density portion of
the project to be further away from the single-family
homes . He noted that this alternative would require a
reduction of 3 lots; however, it would conform to the R1-
9 . 5 zoning. Enger suggested that a second alternative
would be to replace the 5 single-family lots along
Preserve Boulevard with 6 cluster homes and the remaining
lots to the west and south remain R1-9 . 5 single-family.
Enger reported that a 4-foot grade change would be
required over the entire site . He said utilities would be
provided from Franlo Road. Enger said that to correct the
drainage problem the storm water run-off would be
collected within a catch basin system within the cul-de-
sac and discharged to a holding pond at the rear of Lots 5
and 6. He said the pedestrian system would include a 5-
foot concrete sidewalk along the west side of Preserve
Boulevard and an 8-foot bituminous trail along the north
side of Franlo Way.

• Enger stated that the issue of appropriate transition was
important and the concurrence of the existing neighbors
should be taken into consideration. He said that the lot
sizes surrounding the proposed development was 15, 000
square feet, with a minimum existing setback of 50 feet.
Enger said that the proposed development lot sizes would
average 8,682 square feet with a minimum setback of 20
feet . Enger said that Staff had recommended a
neighborhood meeting to discuss the transition issue .
Enger commented that this was a close situation and that
neighborhood input should be weighed heavily. Enger
stated that at this time Staff would recommend a 30-day
continuance to allow the proponent time to revise the
plans.
Jon Luebke, 8733 Grier Lane, stated that he was concerned
•regarding a cluster home being built next to a single-
family home and suggested the cluster homes be constructed
next to the existing duplexes and apartments . Luebke was
also concerned about the drainage problem. He strongly
recommended that no more than 2 . 5 units per acre be
allowed. Luebke said that in the past Zachman had had
problems with sub-contractors and asked if the Planning
Staff knew who would be the sub-contractor for this
project . Enger replied that a preliminary study had been
completed by the Engineering Department and that Staff was
aware of the drainage problems in the area . Enger
commented that he could not address the sub-contractor
issue.
Stephen Newell, 8692 Grier Lane, asked the Planning
Commission to seriously consider the transition issue .
Newell said the back of the cluster homes would be facing
his property and he was concerned about what type of
screening would be provided. Newell requested that the
project be denied or the location of the cluster homes
changed.
Michael Miller, 8669 Kathryn Court, stated that he was in
basically in favor of the development; however, was
concerned about the number of homes and the location of
the homes in the southern portion of the development .
Pat Heatherson, 8727 Grier Lane, stated a concern about
the property value of the existing homes decreasing if the
development proceeded as planned . Heatherson wanted the
property to remain low density. She also stated a concern
about Zachman's reputation as a contractor .
Jim Durda, 8746 Grier Lane, believed the proposed
development would be a negative statement for the existing
homeowners . Durda was also concerned about Zachman as the
developer . Durda believed that the property had good
potential for a positive development; however, he did not

believe what was currently proposed was an appropriate use
of the land.
Dean Maltotky, 8687 Kathryn Court, believed that the
proposal presented tonight did not provide an appropriate
transition. Malotky said he would like to see the cluster
homes moved to the northern corner of the development .
Jodie Miller, 8669 Kathryn Court, stated that not poll had
been taken of the 42 homeowners in the neighborhood and
the individuals speaking tonight were stating their own
views and not necessarily those of the entire
neighborhood.
Ron Krueger, Ron Krueger and Associates,, stated that the
proponent had tried to design the property in a single-
family fashion; however, economically a total single-
family development was not possible . Krueger stated that
he had worked with Zachman on several successful projects .
Anderson stated that it was not the Planning Commission's
responsibility to judge the merits or financial condition
of the developer . He said the main consideration should
be transition and he concurred with Staff 's recommendation
that the lots remain R1-13 . 5 and duplexes be constructed .
Douglas Grobe, owner of the property, stated that he
currently owed the City over $100, 000 in taxes and
assessments. Grobe said that if the property was not
developed soon and in an economical way, he would lose the
property.
Hallett asked if the project could be zoned R1-9 . 5 single-
family. Hallett was concerned about cluster homes or
multiple units being developed; however, he wanted to see
the property developed so that the owner could receive a
return on his investment. Enger replied that staff did
not get into the economics of the development. Enger
stated that the alternative suggested by staff was to zone
the property R1-9 . 5, move the cluster homes along Preserve
Boulevard (two sets of three clusters) , and the balance of
the property would be single-family. Hallett said he
would be more willing to support that proposal rather than
the one currently presented by the proponent.
Ruebling stated that existing homeowners had purchased
their properties with the understanding that the
surrounding property was zoned R1-13 . 5 and believed that
the Commission had an obligation to consider a change in
the Comprehensive Guide Plan very carefully. Ruebling
believed the only rationale for the change indicated thus
far was related to the busy traffic on Preserve Boulevard .
Ruebling believed that the lots abutting the existing

homes should be of similar character and adequate setbacks
maintained.
MOTION 1:
Anderson moved, seconded by Ruebling to close the public
hearing. Motion carried 7-0-0.
MOTION 2 •
Anderson moved, seconded by Ruebling to continue the
public hearing for 30 days pending redesign of the
development plan as discussed at the Planning commission
meeting of October 24, 1988.
Ruebling commented that if the access to the development
came from Franlo Road rather than from Preserve Boulevard
additional land would be available for developing.
Dodge commented that several alternative layouts for the
property could be considered.
Smith stated that the landscaping and the color selection
would be designated by the Homeowners ' Association. Smith
said that a heavy buffer of pines and shrubs would be
• planted along Preserve Boulevard, additional planting
would be done at the time of construction for each
individual home, and trees planted throughout the
development by Zachman Builders . He commented that
maintenance of the vegetation, snow removal, and lawn care
would be the responsibility of the Homeowners '
Association, if the project proceeded as a cluster lot
development.
Smith stated that additional grading was being done to
promote improved surface drainage . He said that if the
property was raised to the level suggested, the trunk
intersect would be too high to handle the run-off.
Smith stated that the traffic pattern had been suggested
by Staff . He said that only two homes would be negatively
impacted by setbacks and there were seven lots which
backed up to seven lots .
Anderson suggested that in the interim another
neighborhood meeting be held.
Smith asked if the Planning Commission would consider a 15
day continuance . Bye replied that it had been the
experience of the Planning Commission that 15 days was not
adequate time to resolve the issues.
Bye concluded by stating that the proponent should revise
the plan to consider smaller lots, the number of lots

should be 18 to 15, the smaller lots should run along
Preserve Boulevard, the larger lots should abut the
existing homes in a fashion where the lots were in
alignment with one another, and that the possibility of a
cul-de-sac be considered.
Smith asked if the Planning Commission would be opposed to
the cluster homes along Preserve Boulevard . Bye said that
could be a possibility.
Motion carried 7-0-0 .
Hallett emphasized the need for the developer to meet with
the neighbors again before returning to the Planning
Commission.
C. TIMBER BLUFF, by By-own Laud Company. Request for Planned
Unit Development Concept Review on 44 . 4 acres, Planned
Unit Development Review on 44 . 4 acres with waivers, Zoning
District Change from Rural to R1-44 on 26 . 6 acres,
Preliminary Plat of 44 . 4 acres into 14 single family lots
and one outlot, Environmental Assessment Worksheet Review
for a single family development . Location: South of
Riverview Road, north of Minnesota River . A continued
public hearing.
iMike Gair, representing the proponent, gave a slide
presentation of the project, which would create a
prestigious development of 14 single-family homes . Gair
said that Staff had indicated a concern about the view of
the horizon. Gair presented a series of slides to
demonstrate the view would not be obstructed .
Gair stated that based on a 1982 survey, two Indian burial
grounds existed on the property. Gair said that the
Minnesota Historical Society had been conducted a study
and would advise the proponent of appropriate preservation
measures if any were required.
Gair stated that a complete tree inventory had been
completed. Gair said that a request was being made to zone
the four interior lots as R1-22 with the remainder of the
property to be zoned R1-44 . He said that the building pad
sizes for lots 1 through 7 would be 1201x100 ' to
accommodate the largest of the homes. Gair said the four
interior lots would have building pads approximately
961x801 . Gair stated that the request was to plat Outlot
A for a private road and plat Outlot B for private
recreation use. Gair said that the private road was to
provide the homeowners with privacy and seclusion.
• Enger reported the request was for 14 single-family lots
on or above the bluff rim, with an Outlot down to the
Minnesota River floodplain, with the proposed use not.

idesignated at this time . Enger said the R1-44 designation
was consistent with the City's intended purpose . Enger
commented this was the first time this zoning had been
used since its adoption in 1982 . The: R1-22 zoning was
limited to the four interior lots.
Enger stated that the proponent had requested a private
road, which was not allowed per City Code; however, the
proponent had applied for a variance . Enger stated the
reasons for the private road were; 1) it would allow the
larger building pads, which were necessary to reduce the
impact to the bluff (a 50 ' right-of-way would not be
necessary, allowing the homes to be built further north,
away from the bluff ) , 2 ) the proponent was proposing a
specially treated road (treated concrete brick) , and 3)
the proponent wished to secure the area by utilizing a
private gate . Enger said the request for a private road
should be considered Judiciously, because in general, lots
should be on public road to always assure access and not
be dependent on private convenants . Enger noted that to
extend the road to the east was precluded by an existing
home and to extend the road to the west was not desirable
due to the topography of the area . Enger said that after
considering all the factors, Staff would recommend a
private road.
• Enger stated a scenic easement was being requested by the
City to preserve the vegetation along the bluff . Enger
said the develop had requested the scenic easement be
worded in such a manner to allow the homeowners to
maintain the natural prairie if they so desired.
Enger stated the Indian mounds were not visibly apparent
on the property; however, because of historical
documentation of their existence, a release from the
Minnesota Historical Society would be required.
Enger stated the tree replacement was calculated on the
worst case scenario; however, the proponent would be give
credit as the homes were constructed and if additional
trees were saved.
Enger concluded by stating that Staff recommended approval
of the project based on the 14 recommendations outlined in
the Staff Report dated October 21, 1988 .
Ruebling asked how the fire and police departments would
be able to gain access to the properties if necessary.
Enger replied the Public Safety Department had assured
Staff that access could be obtained; however, the final
details had not been worked out at this time .
Ruebling asked Enger if the proposal would be consistent
with the land acquisition proposed along the Minnesota
Planning Commission Minutes 11 October 24, 1988
• River as outlined by the Park, Recreation and Natural
Resources Staff. Enger replied that the Park, Recreation
and Natural Resources Staff had requested a 150 ' outlot
which would allow the opportunity for a trial corridor and
although the City was not in a position at this time to
acquire the entire floodplain area, the developer had
proposed to leave that portion of the land undeveloped to
allow the City to work with the property owner at a latter
date to acquire the floodplain. Ruebling asked if the
floodplain area would be privately owned or owned by the
Homeowners ' Association. Brown replied that it was
privately owned currently and a determination had not been
made at this time if the land would be park land or turned
over to the Homeowners ' Association.
Fell asked if Outlot B could be developed as a
subdivision. Enger replied that the area could be
developed as a recreation area; however, restrictions
placed on the property would not allow for any substantial
encroachment into the floodplain. Enger commented that if
the City wished to acquire the floodplain it should begin
immediately to make provisions to do so.
Dodge noted that the Staff report indicated that four lots
would require pumps which were to be maintained by the
homeowners and asked Enger who would be responsible if
damage occurred from the pumps malfunctioning. Enger
replied that he was not sure; however, in the past the
property owner was responsible . Dodge suggested that this
be clarified by the Engineering Department.
Hallett asked Enger if the Park, Recreation & Natural
Resources Commission had reviewed the proposal . Enger
replied no; however, the Park, Recreation & Natural
Resources Staff had worked with the Planning Department in
the formulation of the Plan and concurred with the
recommendations . Hallett commented that he would like to
hear the Park, Recreation & Natural Resources Commission 's
comments .
Ruebling believed the proposal was outstanding.
Schuck commented that an old trail existed in this area
which went to Fort Snelling, it was an old stagecoach
trail from St . Peter to Shakopee . Brown stated that the
trail existed in the outlot portion of the project and
that potential existed to restore the trail if the City
desired. By requested that the historical information
regarding the trail be presented to the Park, Recreation
Natural Resources Department.
Fell asked Enger what the status was for Riverview Road .
Enger replied the feasibility study had not been completed
at this time.
Planning commission Minutes 12 October 24, 1988
• Fell asked Enger if the City would have any control over
the development of the private recreation area as to its
river access . Enger replied the DNR would have control .
Fell asked Enger if fences could be built around the
recreation area. Enger replied yes . Fell stated that
even though he believed this to be a great development he
was concerned about the access to the Minnesota River
being blocked from the City. Enger replied that access to
the Minnesota Rivers across this property was not
recommended. Enger said that the Park, Recreation &
Natural Resources Department was looking at access further
west of this development.
Hallett asked Enger if there would only be one public
access to the Minnesota River for Eden Prairie. Enger
replied there were possibly three points of access to the
river . Hallett stated that three locations were proposed
on the map; however, how positive was the City that actual
development of those accesses would be possible when the
City wanted to proceed . Hallett believed that access and
adequate parking at the accesses was important.
Fell believed the assurance of walking access needed to be
addressed now. He was concerned that as more houses were
developed the residents of those homes would try to block
• the development of a trail . Fell emphasized that
precautions needed to be taken now. Hallett concurred
with Fell and believed that the last thing the residents
of these 14 homes would want was for the public to be able
to walk along the front of their properties and believed
that a guarantee needed to be made to the City that
walking access would be available .
Enger stated that approximately 2000 acres of the
Minnesota River floodplain would be part of a wildlife
refuge which would help to preserve access to the river
for the public.
Bye concluded that the Planning Commission wished to go on
record that even though the accesses and trails had been
defined by the Comprehensive Guide Plan, the need• to
actually acquire the land to secure these items for the
City was vital .

• Brian Klutz, presented that proposed plan for the
proponent. Klutz stated that the request was to construct
four additional mini-.storage buildings to the current
facility. He said the proponent had been working closely

Enger reported that the Zoning District change was being
initiated by the City after being informed the properties
were currently zoned Rural and the two homes were in a

be consistent with the surrounding properties to the
north, west, and south. Enger noted that a condition of
• the zoning change would be that the property located at
7080 Eden Prairie Road connect to City sewer and water
when the current systems failed.

paint store. Location: Along Plaza Drive in front of the
Menard 's Center . A public hearing.
David Clark, presented the proposal for the proponent.
Clark stated that the proponent would like to use the
shared access with Menards as originally proposed . Clark
believed that visibility would not be obstructed with the
required setbacks . Clark said that engineering back-up
could be provided to Staff to support the request.
Clark stated that Sherwin Williams stores did not normally
utilize a canopy as suggested by Staff; however, if forced
to comply it would do so. Clark said that landscaping
• would be limited with a canopy. He said the berm would
match that of Menards .

• Clark stated that the proponent would work with Staff to
comply with the Sign Ordinance and suggested building
elevations . Clark commented that Sherwin Williams was a
national retailer which had standard colors used for its
buildings. He asked the Planning Commission to consider
allowing the use of the national standards .
The Sherwin Williams representative, stated that Sherwin
Williams would be flexible . He said the national standard
colors were a light sandy brown brick with a brown facia .
Enger reported that obvious discrepancies existed between
Sherwin Williams and the Staff Report dated October 21,
1989 . Enger believed that the national proto-type
building was not designed for a corner lot. Enger said
the wrapping of a canopy around the east side of the
building had been an attempt to enhance the appearance of
the building. He said the building would be visible from
Highway 5. Enger stated the signage on the canopy would
not be within the guidelines of the City Sign Ordinance .
He said the access would be located at the sharpest point
on the curve . Enger stated that a sight distance
currently existed with the Menard access and the suggested
access by Sherwin Williams would have further sight
obstruction because of the required screening for the
• parking area . Enger believed that adequate access could
be provided without having the access on the curve . Enger
noted that trees under the canopy were not part of the
landscaping plan provided by Sherwin Willimas . Enger
concluded that the proposal was "OK", but the Staff
recommendations still stand.
Bye noted that the memo from Staff indicated the need for
an additional parking space, but it was not listed in the
Staff recommendations . Enger replied that it should be
listed as recommendation 1.F.
Schuck recommended that Sherwin Williams do whatever was
possible to improve the appearance of the building.
The Sherwin Williams representative stated that the
building was a retail store, which required a rear access
for loading and unloading merchandise. He believed the
building had a handsome and well built appearance. He
added that he would continue to work with Staff to improve
the appearance of the building.
