SUBJECT: JOINT PLANNING COMMISSION AND CITY COUNCIL MEETING ON MAY 30, 1989,
7:30 P.M.
The City Manager' s office requested that the Commission prepare an agenda of items
they wish to discuss with the City Council . Following is a list of potential
discussion items that the Commission has identified over the last year. This list
is by no means all encompassing items and are not listed in order of importance. If
there are other issues you wish to discuss, please contact me on Tuesday morning.
1. Continuity of Communication between City Council , Planning Commission, Staff
and Developers on Policy Issues.
2. Comprehensive Guide Plan Changes
Under what conditions is it appropriate to amend the Comprehensive Guide
Plan. How compelling should the proponents case be in order to change the
• Comprehensive Plan.
3. Sidewalks and Trails
At this time, the Commission has questions regarding the policy as to when
sidewalks and trails are required. Commission feels strongly that there
need to be sidewalk connections made between neighborhoods, parks, office,
and commercial areas.
4. Neighborhood Meetings
The Commission has strongly suggested that developers hold neighborhood
meetings prior to review by the Planning Commission. Should neighborhood
meetings be a requirement of the City Code?
5. Hometown/Downtown Eden Prairie
6. Housing Balance and Affordable Housing
Should the City continue to encourage the use of affordable housing through
the R1-9.5 zoning district.
