Planning Commission - 09/28/1992 EDEN PRAHU E PLANNING COMMISSION APPROVED MINUTES MONDAY, SEPTEMBER 28, 1992 7:30 PM CITY HALL COUNCIL CHAMBERS 7600 Executive Drive COMMISSION MEMBERS: Tim Bauer, Ken Clinton, Cynthia Clish, Katherine Kardell, Karen Norman, Doug Sandstad, Mary Jane Wissner. STAFF MEMBERS: Mike Franzen, Senior Planner; Jan Schneider, Substitute Recording Secretary ROLL CALL: Kardell was absent. I. APPROVAL OF AGENDA MOTION: Norman moved, seconded by Wissner to approve the Agenda as published. Motion • carried 6-0. H. MEMBERS REPORTS Sandstad reminded members that this was the last day to contribute to the United Way Fund Drive. III. MINUTES Clinton moved, seconded by Wissner to review the September 14, 1992 Minutes at the next meeting due to lack of a quorum. Motion carried 6-0. IV. PUBLIC HEARINGS A. FAIRFIELD SOUTH by Centex Real Estate Corp. Request for Zoning District Change from Rural to R1-13.5 on 16.2 acres and from Rural to R1-9.5 on 26.6 acres and Preliminary Plat of 49.9 acres into 94 lots, 4 outlots and road right-of-way. Location: North of County Road 1, west of Braxton Drive. Dan Blake, representing the proponent, presented a diagram of the proposed Fairfield South addition. He stated that it is a continuation of the existing Fairfield project. He stated that this project originated in 1988 with two neighborhoods; the R1-9.5 lots which were north and west • of the pond and the executive R1-13.5 lots which were south and east of the pond. The proposal is to develop 65 lots into R1-9.5 and 29 lots into the R1-13.5 zoning district. The homes will be built to City standards with landscaping and berming similar to the other Centex additions adjacent to this site. No two homes across, beside or diagonal from each other will be built or painted the same. Sandstad asked where the sidewalks and trails will be located. Blake replied along Braxton Drive according to the plan that the Park Staff has developed. Franzen stated that the R1-9.5 district has a place in Eden Prairie even if it does not provide starter housing because it provides for lower cost housing and helps maintain housing diversity. If the Commission concurs with this, then this is a reasonable subdivision and it is not out of character. Sandstad asked if the wetland is relocating. Blake stated no, they are changing the elevation of the wetland. Sandstad asked how close is this development to the proposed Marsh Creek Golf Course. Blake replied there is an 85 acre site between the two which is approximately 1/3 mile. No citizens were present for the public hearing. Norman asked if Centex has overbuilt R1-9.5 lots. Dan Blake stated that this is an extension of the Fairfield addition and that it is the same size with the same lot sizes proposed. • Wissner asked approximately how many total lots has Centex developed. Blake responded by stating 500. Bauer stated that the R1-9.5 issue is a complex one, but feels it meets economic needs at this time and contributes to housing diversity. MOTION 1: Bauer moved, seconded by Norman to close the public hearing. Motion carried 6-0. MOTION 2: Bauer moved, seconded by Norman to recommend to the City Council approval of the request of Centex Real Estate Corp. for a Zoning District Change from Rural to R1-13.5 on 16.6 acres and from Rural to R1-9.5 on 26.6 acres based on plans dated September 11, 1992, revised plans dated September 25, 1992 and subject to the recommendations of the Staff Report dated September 25, 1992. Motion carried 6-0. MOTION 3: Bauer moved, seconded by Norman to recommend to the City Council approval of the request of Centex Real Estate Corp. for Preliminary Plat of 49.9 into 94 lots, 4 outlots and road right-of- way, based on plans dated September 11, 1992, revised plans dated September 25, 1992 and subject to the recommendations of the Staff Report dated September 25, 1992. Motion carried 6-0. V. OLD BUSINESS VI. PLANNERS REPORT A. "Starter" Housing in the R1-9.5 Zoning District The Planning Commission considered whether the R1-9.5 Zoning District is appropriate for use in providing "starter" housing or should other alternatives be considered. Bauer asked what really is our goal, to encourage more starter dwellings/or provide for housing diversity? Tom Boyce of Centex Homes stated that he reviewed the last 5 quarters of sales: 25% of buyers in the $163,000 range were 1st time home buyers. 57% had young families 67% had double incomes 44% came from Eden Prairie Boyce continued to state that he felt we could not dictate house prices, that the City should allow opportunity for variety of lot sizes and costs. Sandstad asked if Centex would be interested in a new zone for more affordable housing? He stated the problem is the land prices and availability dictates how much land is worth. Norman felt the R1-9.5 zoning with starter housing competes with the used home market. She added that controlling home sizes would be a way of providing lower cost housing. Clinton stated he would like to have affordable housing defined and that perhaps an analysis of Eden Prairie's housing inventory and comparison to the metro area may define affordable housing. The commission agreed they would like to have the following additional information on single family and multi-family units: 1. Used home statistics - what is available and affordable for sale in Eden Prairie. 2. An analysis of existing housing stuck in Eden Prairie by value and age. 3. A comparison of Eden Prairie housing values to adjoining communities and the metro area. Bauer stated he would like to see what Eden Prairie has to offer and based on this information, this is what the Planning Commission should recommend to the City Council. B. The scheduled meeting for October 12, 1992 will be canceled due to lack of a quorum and the next meeting will be October 26, 1992. VII. ADJOURNWNT MOTION: Clinton moved, seconded by Norman to adjourn the meeting at 8:40 PM. Motion carried 6-0.
