City Council - 09/28/1970 - Village Meeting MINUTES EDEN PRAIRIE VILLAGE COUNCIL Tuesday, September 28, 1970 7 P.M. , Village Hall Members present were Mayor Osterholt, Councilmen Haugen, Nesbitt, Lieb and Redpath. Also present was Village Manager George C. Hite. I . 1971 Budget Mayor Osterholt announced that this was a special meeting of the Village Council called for the purpose of conducting a public hearing on the Village's 1971 Budget proposals. The Village Manager reviewed his recommended budget with special emphasis on new or expanded programs, personnel duty assignments and changes in municipal debt service requirements. He also presented a summary of modifications to the proposed budget which had been suggested by the Council at previous budget meetings. These modifications reduced General Find expenditures by $53,874.00 and revenues in the Special Revenue Fund and the General Debt Service Fund by $22,556.00. The net effect of these changes would be to establish the required tax levy at $313,768. On the basis of an anticipated assessed value $10,873,651 . the estimated 1971 mill rate would be 28.86 mills. The 1970 mill rate was 47.79 mills. Mayor Osterholt reviewed each of the areas where the Council had suggested changes in the recommended budget. Detail of these adjustments are attached to and made part of these minutes. The Council also considered the possibility deleting the recommended uniform purchase for the volunteer firemen. The Manager noted that the recommended purchase included only the pants, shirt & tie and that the volunteers would purchase the dress Coat and hat out of their own funds. Approximately 10 to 15 residents were present and a number of them asked questions and made comment relative to the budget proposal . The questions related preimarily to the numbers and responsibilities of Village employees and the possible utilization of general fund surplus moneys in lien of property tax levies. Mir. Haugen explained the Council 's policy with respect to the utilization of General Fund surplus 's, noting particularily that most of the 1971 General Fund revenues would not be obtained until mid or late 1971 and that the major portion of the available General Fund surplus would be needed to finance Village operations during the intervening period. The Village Manager reported that on the basis of a survey of fourty randomly selected Eden Prairie residential properties, that only a few exceptions Village residents could anticipate that their tax payment for Village services in 1971 would be less than that paid in 1970. The survey was based on the old and new assessed values and the actual 1970 and currently estimated 1971 mill rates. He said that of the fourty properties, 38 would actually pay less for Village services in 1971 , while two would pay more. The median change of the fourty properties was a decrease of $20. He noted, however, that the Village tax would represent only about 10% of the total '�. tax rate on most Eden Prairie properties, and .that while the dollars paid to the Village would be less , the total dollars paid would, in most instances, be more.
