M. , High School Members present were Mayor 0sterholt, Councilmen Redpath and Haugen. Also present was Village Manager George C . Hite, Village Attorney Harlan Perbix and Village Clerk, Edna Holmgren. I. PUBLIC HEARINGS ON PROPOSED IMPROVEMENTS A. EDEN SCHOOL ADDITION D. The Manager reported on the method of establishing the cost estimates for the proposed improvements and reviewed the public improvement procedures . A summary of the cost estimates is attached hereto and is made a part of these minutes. Following a detailed presentation of the proposals by the Manager and considerable question and discussion regarding the need for or the feasibility of the proposed improvements, Mr. Redpath moved that the hearings on the Duck Lake Area and Heritage Park Area be continued until July 15th; The Cove and King's Forest Area until July 22nd; and, The Eden School Area and The Birch Island Area until July 29th. Mr. Haugen seconded. Motion carried unanimously. II. PUBLIC HEARING ON PROPOSED REZONING A. Och's Brick and Tile Co. Representatives from Och's Brick and Tile Company presented their proposal. The Manager reviewed the zoning history of the property and reported that the Planning Commission had recommended that the proposed rezoning be authorized. The Commission minutes and recommendation were reviewed. Mr. Redpath moved that the Village Attorney be instructed to prepare an ordinance reclassifying the property from Planned Study District to General Industrial District. Mr. Haugen seconded. All voted aye. Motion carried. y Council Minutes June 23 , 1970 Pag e 2 III. PETITIONS, REQUESTS AND COMMUNICATIONS A. Kenneth Schaitberger. Request for Public Place Set-Up License. Dutch's Resort. The Manager reported that the Sheriff's Deputies had approved the license and he recommended that it be authorized. Mr. Redpath moved that Set-Up License for Dutch's Resort be authorized. Mr. Haugen seconded. All voted aye. Motion carried. B. Morehouse-McDonald Realty Inc. Request for Commercial Zoning. Property East of Wye View Motel. Messrs. Bob Morehouse and Bob McDonald appeared to request that the Council reestablish the Commercial zoning on a portion of ° their Wye View Motel property. They indicated that they felt the action was taken in error and that corrective action should be taken as soon as possible. The Manager reviewed the matter noting particularily that the October 1969 zoning reclassification had intentionally placed the developed portion of the property in the Commercial District and the undeveloped portion in the Rural District. The Council asked the attorney and Village Manager to review the request and to make a further report at a subsequent meeting. C . Eden Land Corp. Application for Min Lng Permit. Olson Property. This request . was referred to the Village Manager for further report. IV, PURCHASES A. Award of Bids For Fire Equipment and Fire Hose. The Village Manager presented a tabulation of bids received on June 22 for Fire Equipment and Fire Hose. He noted that the bid presented by Darley was not accompanied by a bid bond and recommended that it be rejected. The Council concurred in this rejection. The Manager then recommended that the bid for the purchase of the fire equipment be awarded to the low bidder North American Safety on the basis of their bid of $1 , 184.25. He further recommended that the bids on the fire hose be held for further review. Mr. Redpath moved that the fire equipment bid be awarded to North American Safety. Mr. Haugen seconded . On roll call, all voted ay. Motion carried. B. Park Land Condemnation Surveys. The Manager requested permission to obtain property surveys on park lands in the Anderson Lake , Staring Lake and Round Lake areas which lands were now under condemnation. Mr. Redpath moved that the Manager be authorized to contract for boundary surveys of the parcels in condem- nation for park land purposes. Mayor Osterholt seconded. On roll call, all voted aye . Motion carried. V. FINANCES A. Audit of Claims 7521 through 7528. Mr. Redpath moved that claims 7521-7528 be authorized for payment. Mr. Haugen seconded. On roll call, all voted aye.
