City Council - 10/21/1969 - Village Meeting ti MINUTES EDEN PRAIRIE VILLAGE COU14CIL Tuesday, October 21 . 1969 7:05 P.M., Village Hall Members present were Mayor Osterholt. Councilmen, Haugen. Nesbitt.` Redpath, and Lieb. Also present was Village Manager George Hite, I. AWARD OF BIDS. The Village Manager presented a tabulation of bids received on Thursday, October 16, 1909, for the construction of the Fire Station and Public Works Center. The tabulation indicated the bids received by eleven contractors on the general contract, four contractors on the mechanical contract, and eight contractors on the Electrical contract. The Manager naked that the birds were all below the Village's estimates for the work and that on the basis for the low bids the building would be constructer. for approximately $12 per square foot of area. He recommended that the contracts be awarded to the following low bidders. General contract: Heary T. Geterson Co. $ 93.2.00.00 Mechanical Contract: Buchman Plumbing Co. 78,596.00 Electrical Contract : Prior Lake Electric Co. 12,400.00 Total $1249196.00 Mr. Redpath moved that the Council award the contracts for the construction of the Fire Station and Public Works Center to the recommended low bidders. fir. Nesbitt seconded. On roll call , all voted aye. Motion carried. The Village Manager presented for the Council 's consideration a projected budget for the Fire Station, Fire Equipment and Public Works Center development and acquisition project. II. PRESENTATIONS. A. Trun ; anitar Sewer S stem Stud . Mr. Bob Robertson of Rieke, Carroll, Muller AsTociates, presented their Octaber, 1969, report on a trunk, sanitary sewer system for the Village of Eden Prairie. l.tr, Robertson briefly reviewed the report noting that it contained proposals for the construction of approximately 4.8 million dollars worth of trunk sanitary sewers, Mr. Lieb moved that the report be received for study. Mr. Redpath seconded. All voted aye. motion carried. B. Water Works S stem Studies. htr. John Robinson of Black and Veatch presented their October, 1969, report on a system of water works improvements for the Village of Eden Prairie. He reviewed the report noting the alternatives for water source and water treatment facilities and the extent of the recommended trunk water main distribution system. The report recommended a first phase water works improvement with an estimated cost of about 3.6 Million dollars. Mr. Haugen moved that the report be received for study. Mr. Redpath seconded. All voted aye. Motion carried„ Council Minutes October 21, 1969 Page 2 The Village Wanager noted the importance of the two studies and the opportunity that the development of the utility systems offered in regulating the rate, location, anr; character of growth within the community. He advised that he would continue to work with the consultants in revicwinq their reports, particularly in developing financing alternatives and suggested that tha Village seek federal assistance for the construction of the recommender: systems. He said that he would soon submit a report to the Council indicating the estimated cost of these applications. IIY� RECOVJ4ENDATIONS AND REPORTS, T. Men Prairie Body 5 0 . The Village Manager recommended that since the Council a recently adopter: a new toning ordinance that the request of the E6en Prairie Body Shop for a builcing permit could be processed administratively under the terms of the new ordinance. Mr. Simmet presented material to support his application and' indicated that to the best of his knowledge the proposal fully •-• conformed to both the new zoning ordinance and the Village's builCing code. The Council agreed that the request should be referred to the Village Manager for processing in the normal manner. Meeting adjourned at 8 : 15 P.M. a R. 73"Wgren. Memory e
