City Council - 08/03/1967 - Special Meeting SPECIAL COUNCIL MEETING 3 August, 1967
The meeting was called to order at 8:00 P.M. by Mayor Osterholt.
PRESENT WERE:

Arthur W. Miller Pete Perret, Planner
This was a special meeting called to consider the report by Mr. Don. Brauer
and his firer, on the Northern States Power 345 KV transmission line.
Mr. Roland Comstock and Mr. Ripson of Northern States Power were also present
in the audience.

Mr. Don Brauer went through his report which is in the official records as
Planning Report No. 5.
He showed pictures and explained reasons for and against transmission lines
and how they could or could not be designed to provide the least problems in
various areas.
At the conclusion of his report , he asked the Council to consider adopting a
criteria for power lines which he had made part of the report and to provide
Northern States Power with a notice of this action and also to instruct the
Planner and Engineer to review with Northern States Power, the plan route ,
proposals and designs prior to the presentation to the Council for a final
route by the Power Company.
There was some discussion by the Council on various aspects of the report.
One member in the audience questioned working with the Hennepin County Highway
Department. Another party from the audience questioned whether the lines
would be legal traveling over her home. Mr. Comstock and Mr. Ripson both asked
that their questions be deferred until they had time to further study the
report.
Motion was then made by Paul R+edpath, seconded by Alvin Bren to accept the
report of Brauer & Associates, labeled, Planning Report No. 5 of August 1,
1967 and to adopt the recommendations as presented in the report; to establish
the following criteria for route selection.
A. Comprehensive proposal
B. Exposure factor
C. Disruption factor
D. Complementary factor
E. Control factor

The development construction criteria:
A. Expedite factor
B. Replacement repair factor
C. Landscape development factor
D. Curves factor
E. Safety factor
F. Nuisance factor
The motion carried.
Northern States Power felt that they could study this and work with
Mr. Brauer and come forward to the Council with a route selection by
the meeting of August 22, 1967. If not they would advise the Village
in sufficient time to ask for a delay.
The meeting adjourned at 9:30 P.M.
