City Council - 06/15/1967 - Special Meeting SPECIAL COUNCIL MEETING 15, June 1967
The meeting was called to order by Mayor Osterholt at 8:00 p.m.

DOG ORDINANCE DISCUSSION
Mr. Gary Ader, 7958 School Road, was very much in favor of a dog leashing
ordinance. He reported that a five year old child was bitten in the child's
own yard. Another neighbor was bitten in his own yard by a strange dog. This
neighbor would like to see a leash law during the summer months.
Mrs. David Hargrove, 12640 Sunnybrook Road, owns several dogs. She would like
to see owner's control. She suggested dog training, or sling shots, bb guns,
brooms or garden hoses used to control dogs.
Mrs. Claire Kispert, 16865 West 78th Street, offered to put on a dog obedience
training class. She felt the populated areas should take care of the problems
on their own. It is easier to control the animals than it is adults. People
should consider dogs a luxury and pleasure.
Oscar Miller, 6521 Baker Road, is in favor of licensing dogs because of
identification but was not in favor of leashing dogs.
Mr. Ben Toensing, 8420 Eden Prairie Road, a resident for 36 years, raises
show dogs. He keeps them under control and in a kennel. He suggested two
different areas of control; the densely populated and the sparsely populated
areas.
The area not to be licensed would be west of #4, south of #5. The area to be
licensed would be south of 169 and east of #4.
He suggested that every dog have a name plate in the residential areas and
register them with the Village Clerk at a nominal fee. He also suggested
that an or dinance stating this with a penalty would be effective.
He referred to Statutes, Sec. 347 - 347:09.10. He feels that the fees would
not cover the costs.

He suggested that the Village require that all dogs be vaccinated for rabies
under all circumstances. He also warned the people about heart worm. He
read several Supreme Court decisions where licensing cannot be used for
revenue.
V SPECIAL COUNCIL MEETING 2 15, June 1967
Mr. Cooley of Minnetonka Kennels, was asked to what extent can you pursue
a dog.
Minnetonka Kennels can't harrass or chase a dog onto private property
(leashing Law). Minnetonka Kennels reported that 80% of their calls are
people holding a dog for them.
In Edina they have most of their time spent with stray dogs or nusiance calls.
As far as Mr. Cooley can tell, no other community splits up the village
into zones.
Mr. Cooley discussed costs. The costs would be $6.25 per hour. This
encludes a truck, man, insurance and impounding.
He suggested two hours per day for Eden Prairie.
Dr. John Wright asked,"How do you determine a stray dog?" Mr. Cooley c
answered, "If a dog is at large."
He also asked, "Are most of your pick ups on phone calls?" Mr. Cooley
answered, "Fifty-fifty."
