City Council - 03/09/1967 - Special Meeting SPECIAL COUNCIL MEETING 9 March, 1967 The meeting was called to order at 8:00 pvm. by Mayor Osterholt. PRESENT WERE: David Osterholt, Mayor Arthur Miller James Brown, Clerk Paul Redpath Alvin Bren Quentin Wood, APW The purpose of the meeting was to discuss with the property owners along the proposed road between County Road 1 and State Highway 5 through the western area of Eden Prairie, the requirements that the Village had for this road. The property owners had all been notified and the individual property owners who were along the proposed right-of-way were in attendance at the meeting. It was explained to them that the Highway was going ahead with their plans for 169-212. They would not construct an interchange unless the road had been at east rough graded between County Road 1 and State Highway 5. At this i point the Village was asking that the property owners dedicate sufficient land for a 80 foot right-of-way along the 16th line of Sections 18 and 19. There were several questions regarding the financing of the ro,ad.. At this point, the Village was not prepared to state exactly how it could be .financed as there are alternate proposals that could either be completely assessed against the property or the parties developing it could pay for the road as part of their development rights or it could be worked from some State Aid funds if these were available. It was explained to the people that without the road, the area could not be opened up for development whether it be industrial as the land is presently zoned or residential or commercial as there would be no access into the area. No official action was taken at this meeting. It was only a meeting to inform the people of the Highway proposals and the requirements in order to get the interchange on 169 in this area and to advise the people of certain actions that they could take to insure the interchange going in. The people involved were asked to discuss this among themselves and then advise the Council of the action they thought the Council should take on the matter. And also to advise the Council as to what they would be willing to do to insure the road being put in. The meeting adjourned at 10:00 p.m. 4 @A, dkiAs a Jame Brown, Clerk
