COUNCIL MEETING 22 June 1966
The meeting was called to order at 8:00 P. M. by Mayor Osterholt.
PRESENT WERE:
David Osterholt, Mayor Alvin J. Bren, Trustee
James C. Brown, Clerk A. W. Miller, Trustee
Kenneth Anderson, Trustee Quentin Wood, APW
ITEM 6-34-66 MINUTES
Motion was made by -Oren, seconded by Miller to approve the minutes of June
10, 1966.
The motion carried.
ITEM 6-35-66 VOUCHERS
Motion was made by Anderson, seconded by Bben, to approve vouchers 3266
through 3272 for payment.
Motion carried.
ITEM 3-6-66 TIRES FOR GRADER AWARD BIDS
The Clerk presented to the Council the spread sheets on the Tire Bids for the
two road graders.
A motion was made by Bren, seconded by Anderson, to buy the tires from the
General Tire Company on their bid to buy new tires for the driving wheels
on the two graders and have the old tires re-capped for the front wheels
on the old graders.
The motion carried.
ITEM 6-6-66 JAMES, GLEASON, LOWINSKI LAND ALTERATION PERMIT
The original request on this mattez :.; d been for a mining license. The
people now are not certain that they want to remove any of the material.
'hey have not made a formal request to change from a mining to a land alter-
ation permit. No one appeared for the petitioners.
A motion was then made by Anderson, seconded by Bren to table action on
this matter until they clarify the status as what they actually want to
do and appear before the Council with it.
The Motion carried.
ITEM 6-17-66 PAUL KELLY REQUEST FOR RE-NEWAL OF A SET-UP LICENSE FOR A
BOTTLE CLUB
Mr. Kelly requested re-newal of a set-up license which would then be
changed to a bottle club license when the club becomes eligible for this
sometime in August.
Mayor Osterholt had some doubts as to whether this was the way the thing
should be done and wanted to request the opinion of the Village attorney �
before any action was taken.

Motion was then made by Bren, seconded by Miller to approve application
for Paul Kelly for a bottle club.
Roll call vote: Miller yes, Anderson yes, Bren yes, Brown yes, Ost:erholt no.
The motion carried.
ITEM 6-18-66 RICHARD NOGGLE RE-NEWAL OF SET-UP LICENSE FOR BRANDING IRON.
Mr. Nogg le appeared before the Council with his re-newal application.
The application had not been notarized properly, therefore Mr. Noggle was
instructed to bring the completed application before the Council would act
LU on it.

ITEM 6-32-66 THE ORDINANCE 48 SI ORDINANCE RECOMMENDATIONS FROM THE
PLANNING AND ZONING COMMISSION.
The Clerk read from the minutes of the Planning and Zoning Commission their
recommendations on this matter. There also was some additional discussion
c,rt on this matter. It was felt that the attorney should be present for complet-
ing action on this. Therefore any action on this particulars titem is post-
poned until the meeting of July 12.
4 ITEM 6-36-66 REPORT ON JUNK AREA

Mr. Bren , the building inspector, submitted a written report to the Council
showing the areas he had visited or located in the Village that appeared to
be in violation of certain ordinances either regarding dumping or the general
trash build-up in a particular area. °

In a couple of instances, action had already been taken by the individual f
to remove the obstacles as reported by Mr. Bren. In both cases these re-
presented abandoned cars. The no-dumping operations, Mr. Bren was requested
to make contact with the Village attorney and fill out the necessary compliant
forms so that these people could be properly prosecuted as violators of our
ordinance #2. Mr. Bren also thought it would be advisable if the Village had
some no-dumping signs which they could place in certain areas where people
felt it was a natural area to dump in.
There were several signs that should be ordered. A list was submitted to
the Council for their approval. It was felt that 12 no-dumping signs, 20
dead end, 6 blind entrance, 4 men working, 4 road repaires ahead, 6 day-glow
vests, 12 5 ton load limit, 12 7 ton load limit signs should be procured
( ' for the Village.
The Council agreed that this was a legitimate request and asked the
Engineer to prepare bids from the various sign companies for the next

Ilayor Osterholt presented some tentative regulations governing the use of
the Village Hall.

ITEM 6-22-66 CONCILrIATION MEETING.
The Mayor reported on the concilliation meeting ofl: June 15. The afrree-
ment was that the wages, and benefits etc. , would stand. The only pro-
blem was that Ralph Johnson had been told that he had three weeks -vacation
as of last year. He took his three weeks last year and he questioned why
he only had two weeks this year.
I-lotion was made by Alvin Bren, seconded by Arthur Miller, to amend the 1966
wage fees and benefits to shoe, after 10 years, 15 days vacation.
The motion carried.
Aupust 3 at 8 :00 P.M. is the date for the preliminary negotiations for the
1967 wage rates for the Village employees.

ed these to the Council so that they could have time to study them before
