''awkes Presented Lnformation on the HHFA 701 program for planning under this program; the Federal government would pay ?/3 and the Village 1,/3 for a specific planning program. 7e es imated that such a program. for Eden Prairie would cost tween 20 and 25 thousand dollars; of this amount between 1.0 and 15 nercent would ;o for the cost of makIns7 reports to the Federal government. The Federal government acts as the con- troller of time used to do phase of the program. `tne Village could carry on a program of planning without Federal help and intervention, in this case the Village would be the., controller and determine how fast or slow a phase of the pl:3nning sho-ld �o. Olrerall planning is a basic responsibility of the Village becausf; the Village and the Eden Prairie School hoard work :for many of the same people (the taxpayers in that part of the Tillage contiguous with Eden Prairie School District ;#272), i;lis s'ioul_d be a co-ordinated effort so that a school is not oin,* into a factory area or a road to serve a school site in not b�_: i.lt to a non-school site. y Joint Meeting --- 2 7 September, 1965 the School Roard is to make a recommendation to the Council on the basic planning program. Lana enforcement in the .area was discussed. Me school has problems, the industrial and cormercial people have pro- blems, and the individual citi?en has problems; we have reach- ed the point in =growth and development where we are going to have to malce a decision as an incorporated area we can no longer look to someone else to do our ,-fob. Whatetrer is done will not be free. We are asking the school board to make a reconrnendation to us -- based on what they feel they would need in law enforce- ment services. Also they are invited to : ttend meeting of Sept. 14p 1.965,, where Inspector Arnold, Hennepin County Sheriffs Dept. will present proposals to the Village.
